This European standard establishes the safety requirements that apply to prevention and fight against
fire in cableway installations designed to carry persons.
This standard defines safety principles relating to the prevention of and fight against fires in terms of
design, operability and maintainability of cableway installations, and operation and maintenance
instructions.
This document supplements the existing standards listed in the foreword exclusively in respect of
aspects of fire prevention and firefighting.
This standard does not apply to cableway installations for the transportation of goods nor to lifts.

Dieses Dokument vervollständigt die bereits vorhandenen und im Vorwort aufgeführten Normen ausschließlich um Aspekte der Brandverhütung und  bekämpfung.
Diese Norm gilt weder für Seilbahnen des Güterverkehrs noch für Aufzüge.

EN 17064:2018 (E) 4 European foreword This document (EN 17064:2018) has been prepared by Technical Committee CEN/TC 242 “Safety requirements for cableway installations designed to carry persons”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, by May 2019 at the latest, and all conflicting national standards shall be withdrawn no later than May 2019. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights or similar rights. EN 17064:2018 (E) 6 1 Scope This European standard establishes the safety requirements that apply to prevention and fight against fire in cableway installations designed to carry persons. This standard defines safety principles relating to the prevention of and fight against fires in terms of design, operability and maintainability of cableway installations, and operation and maintenance instructions. c) Figure 1 — Example of compact stations 3.10 fire mode final operating mode enabling safety functions to be overridden easily and simply to facilitate the recovery of carriers in the event of a fire in the cableway installation 3.11 tunnel natural or artificial covering, longer than 80 m, irrespective of the type of construction: whether hollowed out or submerged, a covered trench, acoustic shell, or partial covering with a permanent external opening of a surface area less than one-fifth of the surface area of the apron Note 1 to clause: The length of the tunnel is the distance between the two ends of the tunnel or between two stations. 4 General requirements 4.1 Application of the standard The requirements of this document apply to all cableway installations designed to carry persons together with those of European standards EN 1709, EN 1908, EN 1909, EN 12397, EN 12408, EN 12927 (series), EN 12929 (series), EN 12930, EN 13107, EN 13223, EN 13243 and EN 13796 (series). 4.2 Safety principles 4.2.1 General

EN 17064:2018 (E) 10 4.2.2 Hazard scenarios The following events may lead to hazardous situations which may be avoided or limited by the requirements of this document: — fire in a carrier; — fire along the line and/or in the tunnel; — fire in a station, particularly in a machinery space, a tensioning device space, electrical spaces, a drive unit in a compact station or a control point; NOTE Examples of electrical spaces: power space, transformer space. — fire outside the cableway installation and/or in spaces and buildings neighbouring the cableway installation. Specifically, the following aggravating elements should be taken into account: a) for all cableway installations: 1) stoppage of the cableway installation or carriers when a safety device is triggered; 2) because of the location or configuration of the cableway installation and the weather conditions, a certain time delay may be required for internal and/or external emergency and firefighting teams to arrive; 3) absence or insufficiency of an evacuation plan for persons; 4) absence or insufficiency of an evacuation route for persons; 5) foreseeable inappropriate behaviour of persons (passengers, personnel, third parties); b) for cableway installations in tunnels: additionally: 1)
tack effect of the tunnel; 2) change of direction of fumes and hot gases due to pressure differences. 4.2.3 Safety analysis and report The safety analysis and report shall take into consideration fire hazards. NOTE This standard is designed to help with drafting the safety analysis and report in relation to fire hazards. 4.2.4 Safety objectives Fire outbreak and fire spread hazards shall be minimised in the design, operation and maintenance of cable installations. The risk of endangering persons due to fire and/or any smoke emissions shall be minimised. SIST EN 17064:2019



EN 17064:2018 (F) 11 In the event of fire, the cableway installation shall be kept operational for as long as possible to ensure the recovery of persons.
NOTE This applies in particular to load-bearing, hauling and hauling/load-bearing cables, cable connections, as well as cable anchor points and tensioning devices. If fire breaks out in a carrier on the line, the priority is for it to reach an evacuation area as quickly as possible. If fire breaks out in a station and/or in a carrier in a station, the priority is to evacuate persons from carriers and from the station. Recovery of carriers during a fire shall be facilitated in the event of a safety device being triggered. 4.2.5 Safety measures In order to avoid or limit the hazardous scenarios listed in 4.2.2, safety measures shall be established based on the safety analysis outlined in 4.2.3, thereby ensuring that carrier passengers or persons present in the station avoid being injured by fire or choked by smoke. The safety measures shall take account of the type of cableway installation, the type of construction, the installation site and the local environment (roads, railways, buildings, forest, etc.). The measures listed in this document are construction and operational measures intended to: — avoid a fire resulting in damage to the cableway installation; — minimize the thermal loads in the cableway installation; — limit the damaging effects of a fire on the major safety components by timely detection, alarm and firefighting; — define adequate characteristics (in particular, reaction to fire and fire resistance) of the major safety components taking into account thermal stressing in the event of a fire in the cableway installation; — provide a fire-resistant separation between adjoining areas for an adequate period of time; — install adequate evacuation routes in stations and/or along the line; — provide personnel and passengers with suitable instructions; — provide training allowing personnel to act appropriately regarding fire prevention and firefighting. If recovery of carriers during a fire is required, the cableway installation shall be kept operational for the increased recovery time "iRT". In addition, if it is necessary, "fire mode" also allows carriers to be recovered as quickly as possible when one or several devices that engage a safety function (in accordance with EN 13243:2015, 3.1) no longer fulfil their function due to the fire. NOTE Devices that engage a safety function are, for example, external sensors and their electrical cables, whether on the line, in stations, or in carriers.

EN 17064:2018 (E) 12 4.2.6 Exceptions Exceptions to the provisions of this standard are possible, specifically in the case of innovations or in the specific case of cableway installations that do not have personnel present on the installation. These exceptions shall be justified by a safety analysis and achieve at least the same safety level. Exceptions to the provisions of this standard are also possible if components on existing cableway installations are replaced. 5 Fire mode 5.1 General The safety analysis shall determine whether the "fire mode" described below is relevant to the cableway installation. This determination shall take into account residual fire hazards after implementation of other measures included in this standard. The "fire mode" is intended to facilitate the recovery of carriers in the event of a fire outside of electrical spaces (e.g. control point, transformer space, low-voltage space) or machinery spaces. If a fire may damage detection elements (line, stations, carriers) and/or their electric cabling, it shall be possible, in "fire mode", as an exception to the standards cited in chapter 2, to override these safety functions in order to undertake the aforementioned recovery. The "fire mode" may only be activated by the operator and shall be used only in the event of a fire. Each activation of the "fire mode" shall be automatically stored in electronic format. The "fire mode" is designed to be as quick and easy as possible. When "fire mode" is activated, safety functions may be overridden as a whole or in groups of sub-assemblies. NOTE 1 Sub-assemblies can be grouped as follows: — drive station; — return station; — intermediate stations; — line or line sections; — two-way, one-way, pulsed and funicular aerial carrier;
— other: as appropriate depending on the safety analysis (for example: specific line section travelling above a forest, barn, building etc.). In "fire mode", the driver shall be able to adjust the speed of the cableway installation up to the maximum speed permitted at each point of the line. However, the functionality of the cableway installation in "fire mode" cannot be guaranteed under certain conditions, specifically in the event of a fire in electrical spaces (e.g. control point, transformer space, low-voltage space) or machinery spaces. NOTE 2 The power space is a low-voltage space. SIST EN 17064:2019



EN 17064:2018 (F) 13 5.2 General rules for aerial and funicular cableways In fire mode, the following requirements apply: a) The "fire mode" shall be designed to incorporate the main and auxiliary motors. b) If there is a general override of the safety functions, this "fire mode" shall be selected using an individual manual control mechanism. If the "fire mode" can be implemented via a grouping, such as that shown in Subclause 5.1, dedicated individual manual control mechanisms engage the "fire modes" at sub-assembly level.
c) All “fire mode” control mechanisms shall be located in the control point of the cableway installation.
d) Access to each individual manual "fire mode" control mechanism shall be designed so as to prevent its accidental handling. NOTE Access via a protected box, either break-glass or lead-sealed, can meet this requirement. e) Any inadvertent triggering of this "fire mode", following technical malfunction, should be avoided. f) A single technical malfunction on a control mechanism as defined in 5.2.b) shall not prevent the activation of the "fire mode”. g) As an exception to the standards referred to in chapter 2, engagement of “fire mode” shall not cause the cableway installation to come to a stop. Moreover, it is possible to start the cableway installation in “fire mode”. h) The "fire mode" helps to recover carriers at the maximum speed permitted at each point of the line, by ruling out stoppages and reductions in speed caused by the fault or malfunction of a device that engages a safety function (in accordance with EN 13243:2015, 3.1).
i) The activation of the "fire mode" shall trigger a special signal that may be clearly perceived by the driver of the cableway installation. If the communication systems are operational at the time that the "fire mode" is activated, this signal shall be triggered at all stations of the cableway installation. The special signal shall be clearly perceived by the operating personnel present. j) In "fire mode", all electrical control mechanisms (stop buttons) designed to stop the cableway installation shall be overridden, with the exception of those active at the control point.
