Machines for mechanical processing of minerals and similar solid materials - Safety - Part 1: Common requirements for machinery and processing plants

Processing mineral and by-products (cement, lime and gypsum, sand and gravel, industrial minerals, metalliferous ore, production and demolition waste, slag handling, hard and soft rock aggregates, coal) in construction and surface mining.
It deals with the following types of individual machines for the mechanical processing of minerals and similar solid materials:
-   feeding machinery as per part 2;
-   crushing machinery as per part 3;
-   milling machinery as per part 3;
-   screening machinery as per part 4;
-   machinery for cleaning, water recycling, sorting (other than screens) and mud treatment as per part 5;
-   mobile and semi-mobile machinery as per part 6.
This part gives the common safety requirements for mechanical processing machines used for quarrying, recycling and processing mineral and by-products (cement, lime and gypsum, sand and gravel, industrial minerals, metalliferous ore, production and demolition waste, slag handling, hard and soft rock aggregates, coal) in construction and surface mining and is intended to be used in conjunction with one of the prEN 1009-2 to -6. These machine specific parts (prEN 1009-2 to -6) do not repeat the requirements from prEN 1009-1:2017, but add or replace the requirements for the machine type in question.
NOTE   The requirements specified in this part of the standard are common to two or more types of machines for the mechanical processing of minerals and similar solid materials.
Specific requirements in prEN 1009-2 to -6 take precedence over the respective requirements of prEN 1009-1:2017.
The standard also covers assemblies of two or more of the mentioned machines which function as an integrated whole. The machines included in the scope of this standard can be fixed, semi-mobile or mobile. The standard covers transportation, erection, commissioning, use and maintenance of single machines or combination of single machines.
This standard deals with significant hazards, common to the types of machines listed in this scope when they are used as intended and under conditions for misuse which are reasonably foreseeable by the manufacturer (see Clause 4) and to the hazards due to the combination of these machines and specifies the appropriate measures to eliminate or reduce the risks arising from the significant hazards.
1.1   Design relating to road traffic regulations is not covered by this standard.
1.2   This standard does not cover hazards arising from the use of the machines in potentially explosive atmospheres as well as from processing of explosive materials and risks related to electromagnetic compatibility.
1.3   This document is not applicable to machinery which are manufactured before the date of publication of this document by CEN.

Die Aufbereitung mineralischer Produkte und Nebenprodukte (Zement, Kalk und Gips, Sand und Kies, Industriemineralien, Metallerze, Produktions- und Abbruchabfälle, Schlackeverarbeitung, harte und weiche Gesteins-Zuschlagstoffe, Kohle) im Hoch- und Tagebau.
Gegenstand sind die folgenden Typen einzelner Maschinen zur mechanischen Aufbereitung von Mineralien und ähnlichen festen Stoffen:
-   Aufgabemaschinen nach Teil 2;
-   Brecher nach Teil 3;
-   Mühlen nach Teil 3;
-   Klassiermaschinen (Siebmaschinen) nach Teil 4;
-   Maschinen zur Reinigung, Wasseraufbereitung, Sortierung (keine Siebe) und Schlamm-Verarbeitung nach Teil 5;
-   mobile und semi-mobile Maschinen nach Teil 6.
Dieser Teil enthält gemeinsame Sicherheitsanforderungen für mechanische Aufbereitungsmaschinen, die zu Abbau, Recycling und Aufbereitung von Mineralien und Nebenprodukten (Zement, Kalk und Gips, Sand und Kies, Industriemineralien, Metallerze, Produktions- und Abbruchabfälle, Schlackeverarbeitung, harte und weiche Gesteins-Zuschlagstoffe, Kohle) im Hoch- und Tagebau eingesetzt werden, und ist zur Verwendung mit einem der prEN 1009−2 bis −6 vorgesehen. In diesen maschinenspezifischen Teilen (prEN 1009−2 bis −6) werden die Anforderungen aus prEN 1009−1:2017 nicht wiederholt, sondern die Anforderungen für den betreffenden Maschinentyp ergänzt oder ersetzt.
ANMERKUNG   Die in diesem Teil der Norm festgelegten Anforderungen gelten für zwei oder mehr Typen von Maschinen zur mechanischen Aufbereitung von Mineralien und ähnlichen festen Stoffen.
Besondere Anforderungen der prEN 1009−2 bis −6 haben Vorrang vor den entsprechenden Anforderungen von prEN 1009-1:2017.
Die Norm deckt auch Kombinationen aus zwei oder mehr der erwähnten Maschinen ab, welche dann als ganzheitliche Maschine funktionieren. Die im Anwendungsbereich dieser Norm beinhalteten Maschinen können feststehend, beweglich oder teilbeweglich sein. Die Norm deckt Transport, Errichtung, Inbetriebnahme, Betrieb und Instandhaltung von Einzelmaschinen oder Kombinationen von Einzelmaschinen ab.
Diese Norm behandelt signifikante Gefährdungen, die auf die in diesem Anwendungsbereich aufgeführten Maschinentypen zutreffen, wenn sie bestimmungsgemäß und unter den vom Hersteller vernünftigerweise vorhersehbaren Bedingungen verwendet werden (siehe Abschnitt 4) sowie mit den Gefährdungen aufgrund der Kombination dieser Maschinen und legt geeignete Maßnahmen zur Beseitigung oder Minderung der aus den signifikanten Gefährdungen hervorgehenden Risiken fest.
1.1   Gestaltungvorgaben aufgrund von Straßenverkehrsvorschriften sind nicht durch diese Norm abgedeckt.
1.2   Diese Norm deckt keine Gefährdungen ab, die durch den Gebrauch der Maschinen in explosionsgefährdeter Umgebung, die Aufbereitung explosiver Materialien und durch Risiken in Bezug auf elektromagnetische Verträglichkeit entstehen.
1.3   Dieses Dokument gilt nicht für Maschinen, die vor Veröffentlichung dieses Dokuments durch CEN hergestellt wurden.

Traitement des minéraux et sous-produits (ciment, chaux et plâtre, sable et gravier, minéraux industriels, minerais métallifères, déchets de production et de démolition, manutention des scories, granulats de roche dure et tendre, charbon) en construction et exploitation minière à ciel ouvert.
Le présent document traite des types suivants de machines individuelles pour le traitement mécanique des minéraux et des matériaux solides similaires :
-   les machines d'alimentation conformément à la partie 2 ;
-   les machines de concassage conformément à la partie 3 ;
-   les machines de broyage conformément à la partie 3 ;
-   les machines de criblage conformément à la partie 4 ;
-   les machines de nettoyage, de recyclage de l'eau, de triage (autre que calibrage) et de traitement des boues conformément à la partie 5 ;
-   les machines mobiles et semi-mobiles conformément à la partie 6.
La présente partie donne les exigences communes de sécurité pour les machines de traitement mécanique utilisées pour l'extraction, le recyclage et le traitement des minéraux et sous-produits (ciment, chaux et plâtre, sable et gravier, minéraux industriels, minerais métallifères, déchets de production et de démolition, manutention des scories, granulats de roche dure et tendre, charbon) en construction et exploitation minière à ciel ouvert, et est destinée à être utilisée conjointement avec l'une des parties 2 à 6 du prEN 1009. Ces parties (prEN 1009-2 à -6) qui sont spécifiques aux différentes machines ne reprennent pas les exigences du prEN 1009-1:2017, mais en ajoutent ou en remplacent certaines applicables au type de machine correspondant.
NOTE   Les exigences spécifiées dans la présente partie de la norme sont communes à deux types de machines ou plus pour le traitement mécanique des minéraux et des matières solides similaires.

equipment and building material machines — Safety”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an

be withdrawn at the latest by May 2022.

This document is a type-C standard as stated in EN ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered
are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards for machines that have been designed and built according to the provisions of this type C
standard.

1 Scope
This document applies to machines for mechanical processing of minerals (cement, lime and gypsum,
sand and gravel, industrial minerals, metalliferous ore and hard and soft rock aggregates, coal) and -
products (slag and ashes, production and demolition waste) in construction and industry.
It deals with the following types of individual machines for the mechanical processing of minerals and
similar solid materials:
— feeding machinery in accordance with EN 1009-2;
— crushing machinery in accordance with EN 1009-3;
— milling machinery in accordance with EN 1009-3;
— screening machinery in accordance with EN 1009-4;
— machinery for cleaning, water recycling, sorting (other than screens) and mud treatment in
accordance with EN 1009-5;
— mobile machinery in accordance with prEN 1009-6.
This document gives the common safety requirements for mechanical processing machines used for

4 Safety requirements and/or protective/risk reduction measures
4.1 General
Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this
clause.
In addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for relevant,
but not significant hazards, which are not dealt with by EN 1009-1 to prEN 1009-6.

Introduction
This document is a type-C standard as stated in EN ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered
are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards for machines that have been designed and built according to the provisions of this type C
standard.

1 Scope
Processing mineral and by-products (cement, lime and gypsum, sand and gravel, industrial minerals,
metalliferous ore, production and demolition waste, slag handling, hard and soft rock aggregates, coal) in
construction and surface mining.
It deals with the following types of individual machines for the mechanical processing of minerals and
similar solid materials:
— feeding machinery as per part 2;
— crushing machinery as per part 3;
— milling machinery as per part 3;
— screening machinery as per part 4;
— machinery for cleaning, water recycling, sorting (other than screens) and mud treatment as per
part 5;
— mobile and semi-mobile machinery as per part 6.
This part gives the common safety requirements for mechanical processing machines used for quarrying,
recycling and processing mineral and by-products (cement, lime and gypsum, sand and gravel, industrial
minerals, metalliferous ore, production and demolition waste, slag handling, hard and soft rock
aggregates, coal) in construction and surface mining and is intended to be used in conjunction with one
of the prEN 1009-2 to −6. These machine specific parts (prEN 1009-2 to −6) do not repeat the
requirements from prEN 1009-1:2017, but add or replace the requirements for the machine type in
question.
NOTE The requirements specified in this part of the standard are common to two or more types of machines
for the mechanical processing of minerals and similar solid materials.
Specific requirements in prEN 1009-2 to −6 take precedence over the respective requirements of
prEN 1009-1:2017.
The standard also covers assemblies of two or more of the mentioned machines which function as an
integrated whole. The machines included in the scope of this standard can be fixed, semi-mobile or
mobile. The standard covers transportation, erection, commissioning, use and maintenance of single
machines or combination of single machines.
This standard deals with significant hazards, common to the types of machines listed in this scope when
they are used as intended and under conditions for misuse which are reasonably foreseeable by the
manufacturer (see Clause 4) and to the hazards due to the combination of these machines and specifies
the appropriate measures to eliminate or reduce the risks arising from the significant hazards.
1.1 Design relating to road traffic regulations is not covered by this standard.
1.2 This standard does not cover hazards arising from the use of the machines in potentially explosive
atmospheres as well as from processing of explosive materials and risks related to electromagnetic
compatibility.
1.3 This document is not applicable to machinery which are manufactured before the date of
publication of this document by CEN.
