This International Standard provides rules for the nomination and appointment of standardizing and authorized laboratories under the jurisdiction of ISO/TC 6, or one of its subcommittees, with the aim of establishing and maintaining the reference standards and distributing the transfer standards required to achieve interlaboratory agreement in the results of a test method specified in an International Standard for paper, board or pulp. It provides guidelines for the establishment of criteria for the initial appointment and continued acceptance of nominated laboratories.

Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов
обычно осуществляется техническими комитетами ISO. Каждый комитет-член, заинтересованный в
деятельности, для которой был создан технический комитет, имеет право быть представленным в этом
комитете. Международные правительственные и неправительственные организации, имеющие связи с
ISO, также принимают участие в работах. Что касается стандартизации в области электротехники, то
ISO работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC).
Проекты международных стандартов разрабатываются в соответствии с правилами Директив ISO/IEC,

Основная задача технических комитетов заключается в подготовке международных стандартов.
Проекты международных стандартов, принятые техническими комитетами, рассылаются комитетам-

Документ ISO 4094 подготовлен Техническим комитетом ISO/TC 6, Бумага, картон и целлюлоза.
Настоящее второе издание отменяет и замещает первое издание (ISO 4094:1991). Оно
придерживается схемы, установленной в первом издании со многими изменениями, сделанными в
основном ради ясности. Основные изменения касаются следующего:
a) в “Область применения” указано, что настоящий стандарт предназначается специально для
применения в ISO/TC 6 или одном из его подкомитетов;
b) в Разделе 5 дано разъяснение, что лаборатория может функционировать в качестве
лаборатории по стандартизации или уполномоченной лаборатории или того и другого;
c) в 7.1.2 ставится условие, что расходы, связанные с квалификационной процедурой, должна
нести лаборатория-заявитель;
d) в 7.1.1 подчеркивается необходимость строгой конфиденциальности в оценке назначений и
предлагается идентификация заместителя организатора совещания комиссии в ситуациях, когда
организатор может не занимать нейтральную позицию;
e) в 8.3 содержится требование, что организатор докладывает каждые два года в Секретариат
ISO/TC 6 результаты совещаний и сличений, проводимых между метрологическим учреждениями
в течение этого периода.
f) добавлен новый Раздел 10, специально касающийся отмены назначения.

Введение
Задачей стандартизации испытательных методов является создание средств получения сравнимых
результатов при разных обстоятельствах и в различных лабораториях, чтобы контролировать
процессы, которые определяют качество продукции. Большинство испытательных методов для бумаги,
картона и целлюлозы связываются с существованием некоторого вида эталона, с которым
предполагается соотносить численные результаты. Во многих случаях сравнение делается
посредством легкодоступных измерительных приборов подходящей точности: например, весов с
аттестованными гирями, хронометра, поверенного устройства для измерения длины, такого как
микрометр и т.д. Однако в некоторых случаях соотношение с эталоном не может быть очевидным или
могут быть практические проблемы в измерении особых свойств, поэтому испытательный метод
должен включать дополнительные инструкции для обеспечения достаточной точности результатов.
Это может быть сделано с помощью вторичных образцов, когда результаты соотносятся с
определенными свойствами первичного эталона или результатами, полученными в специальных

1 Область применения
Настоящий международный стандарт предусматривает правила представления и признания
уполномоченных лабораторий, лабораторий, занимающихся стандартизацией, и наделенных
определенными полномочиями, под юрисдикцией ISO/TC 6 или одного из его подкомитетов. Эти
правила имеют целью установление и поддержание эталонов, а также распределение переводных
образцовых мер, необходимых для достижения согласия между лабораториями по результатам
испытательного метода, заданного в международном стандарте для бумаги, картона или целлюлозы.
Он предоставляет руководящие указания по определению критериев для аттестации и переаттестации
лабораторий

3.1
лаборатория по стандартизации
standardizing laboratory
учреждение, назначенное 6-ым техническим комитетом ISO поддерживать сохранность или иначе
реализовывать эталон ISO 1-го уровня (условное обозначение IR1). Оно должно устанавливать путем
сравнения значения образцовых мер ISO 2-го уровня (IR2), подготавливать эталоны IR2 и поставлять
переводные эталоны IR2 в уполномоченные лаборатории в случае, когда требуется по
международному стандарту под юрисдикцией ISO/TC 6

4 Руководящие указания для разработки специальных технических критериев
Компетентная техническая группа должна иметь экспертов, чтобы разрабатывать специальные
технические критерии, по которым могут оцениваться качества назначенной лаборатории.
Специальные технические критерии, чтобы судить о возможностях назначенной лаборатории работать
в качестве учреждения, занимающегося стандартизацией, или быть уполномоченным органом, должны
быть включены как приложения к любому международному стандарту, который специфицирует
использование эталонов ISO.
Технические критерии должны включать требования в отношении измерительных приборов (типа,
поверки, технического обслуживания) и порядка предполагаемых действий с максимально возможной
гибкостью, в то же время добиваясь заданной степени международной стандартизации.
Технические критерии должны включать требования в отношении типа эталонов ISO,
предоставляемых лабораториями по стандартизации и уполномоченными лабораториями,
прослеживаемость этих эталонов до следующего более высокого уровня стандартизации и процедуры
сравнения результатов между учреждениями по стандартизации и лабораториями, наделенными
определенными полномочиями.
5 Общие критерии для назначения лаборатории
Для того чтобы лаборатория могла быть пригодной для проведения стандартизации или
уполномоченной давать санкции или выполнять то и другое вместе, она должна удовлетворять
следующим критериям.
5.1 Лаборатория должна назначаться национальным комитетом-членом ISO.
5.2 Лаборатория должна представить письмо со следующим заявлением:
a) по ее мнению, она может и будет непрерывно удовлетворять требования для учреждения по
стандартизации и/или уполномоченной лаборатории, как задано в настоящем международном
стандарте и в международном стандарте, имеющем отношение к испытательному методу;
b) она будет поддерживать оборудование в соответствии с международным стандартом;
c) во всей своей деятельности, касающейся разработки эталонов ISO, она будет следовать
инструкциям соответствующего международного стандарта;
d) уполномоченная лаборатория будет делать поверку в сравнении с эталонами 2-го уровня,
выпущенными учреждением по стандартизации.
Письмо должно включать обязательства, по которому учреждение по стандартизации будет
осуществлять поверку эталонов ISO 2-го уровня по доступной цене для уполномоченной лаборатории,
запрашивающей эталон 2 –го уровня. В свою очередь, уполномоченная лаборатория должна поверять
образцовую меру 3-го уровня по умеренной цене для лаборатории в любой стране, запрашивающей
образцовую меру 3-го уровня. В письме должно быть также соглашение, охватывающее
сравнительные измерения (см. 8.2), составление отчетов два раза в год (см. 8.3) и изменения в
процедурах (см. 8.4).

5.3 Лаборатория должна предоставлять документы с подробным описанием измерительной
аппаратуры и процедур, которые следует соблюдать как при измерении, так и проверке назначенных
значений эталонов 2-го или 3-го уровня, а также при их распределении. Для измерительной
аппаратуры, которую планируется использовать для измерений, следует указать производителя,
модель и серийный номер, специальные свойства и модификации, чертежи собственного
изготовления. Необходимо дать описание процедур, материалов или предметов, которые
предполагается использовать в качестве образцовой меры 2-го или 3-го уровня, и другую
информацию, как указано в соответствующем международном стандарте.
5.4 Фактически, лаборатория должна удовлетворять подробным критериям, заданным в
соответствующем международном стандарте, и убеждать организатора технической группы в том, что
лаборатория имеет оборудование и техническую компетенцию, необходимую для оказания и
поддержания требуемых услуг. В этом она должна сотрудничать с организатором путем
предоставления дополнительной информации, если требуется.
5.5 Прежде чем быть принятой, лаборатория – заявитель (уполномоченная или по стандартизации)
должна участвовать, по меньшей мере, в одной из двух ежегодных проверок типичной лаборатории,
которые проводит компетентная техническая группа. Деятельность лаборатории в ходе проверки не
должна служить основанием для принятия или отказа ее заявления, но может быть использована
вместе с другой информацией при рассмотрении в сомнительных случаях (см. 7.3.1).
6 Назначение лабораторий по стандартизации и уполномоченных
лабораторий
Прежде чем ISO/TC 6 или любой из его подкомитетов одобрит проект международного стандарта,
который включает инструкции со ссылкой на эталон 2-го уровня, технический комитет или подкомитет
должен добиваться назначения (первично доступный эталон 1-го уровня) или назначить лаборатории
по стандартизации. Лаборатория по стандартизации должна быть предложена национальным
комитетом-членом ISO с подтверждающей документацией в отношении квалификации этой
лаборатории (см. 5.2 и 5.3). Документация по выдвижению и подтверждению должна быть
представлена в Секретариат ISO/TC 6.
Уполномоченные лаборатории должны назначаться подобным образом своими национальными
комитетами-членами ISO.
ПРИМЕЧАНИЕ Можно ожидать, что только несколько лабораторий сделают заявку на квалификацию в
качестве органа по стандартизации по причине затрат на чувствительную и сложную аппаратуру и
поддерживающее оборудование, необходимое для сохранения или реализации эталона 1-го уровня. Также
ожидается, что с назначением уполномоченных лабораторий для обслуживания нескольких стран (см. 7.4),
количество уполномоченных лабораторий будет соответствовать адекватному минимуму.
7 Процедура первоначального назначения
7.1 Сразу после получения документов Секретариат ISO/TC 6 должен послать копии всех
информационных и подтверждающих документов организатору компетентной технической группы,
отвечающей за конкретный международный стандарт.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 4094 was prepared by Technical Committee ISO/TC 6, Paper, board and pulps.
This second edition cancels and replaces the first edition (ISO 4094:1991). It follows the scheme established
in the first edition, with many changes made largely for the sake of clarity. Major changes include the
following:
a) in the Scope, it is indicated that this standard is for use specifically by ISO/TC 6 or one of its
subcommittees;
b) in Clause 5, it is made clear that a laboratory may function as a standardizing laboratory, an authorized
laboratory, or both;
c) in 7.1.2, it is stipulated that costs associated with the qualification procedure shall be borne by the
applicant laboratory;
d) the need for strict confidentiality in assessing nominations is emphasized in 7.1.1, and the identification of
a deputy convenor is suggested for those situations in which the convenor cannot be neutral;
e) in 8.3, it is required that the convenor report, every two years to the ISO/TC 6 Secretariat, the results of
interlaboratory meetings and comparisons held during that period;

Introduction
The objective of standardization of testing methods is to create the means by which comparable results can
be obtained on different occasions and in different laboratories, to control the processes that determine the
acceptability of a product. Most testing methods for paper, board and pulps are linked with the existence of
some kind of reference standard to which the numerical results are to be related. In many cases, the
comparison is made by means of readily available instruments of appropriate accuracy: for example, a
balance with certified weights, a chronometer, a calibrated length-measuring device such as a micrometer, etc.
However, in certain instances, the relation to the reference standard may not be obvious, or there may be
practical problems in measuring particular properties; the test method must therefore include additional
instructions for ensuring reasonable accuracy of the results. This may be accomplished with the aid of transfer
standards, when the results are related either to certain properties of a unique reference standard, or to
results obtained at specified laboratories entrusted with the performance of certain delicate measurements.
Standardizing laboratories and authorized laboratories act as links in supplying the transfer standards required.

1 Scope
This International Standard provides rules for the nomination and appointment of standardizing and authorized
laboratories under the jurisdiction of ISO/TC 6, or one of its subcommittees, with the aim of establishing and
maintaining the reference standards and distributing the transfer standards required to achieve interlaboratory
agreement in the results of a test method specified in an International Standard for paper, board or pulp. It
provides guidelines for the establishment of criteria for the initial appointment and continued acceptance of
nominated laboratories.

4 Guidelines for preparation of specific technical criteria
The competent technical group shall have the expertise to draft the specific technical criteria against which the
qualifications of a nominated laboratory may be assessed. The specific technical criteria for judging the merits
of a nominated laboratory to act as a standardizing or authorized laboratory shall be included as annexes to
any International Standard that specifies the use of ISO reference standards.
The technical criteria shall include requirements as to instrumentation (nature, calibration, maintenance) and
the procedure to be used, with as much flexibility as possible, while still achieving the desired degree of
international standardization.
The technical criteria shall include requirements as to the nature of the ISO reference standards to be made
available by the standardizing and authorized laboratories, the traceability of these standards to the next
higher level of standardization, and the procedures for, and frequency of, intercomparisons among the
standardizing and authorized laboratories.
5 General criteria for appointment
In order that a laboratory may be eligible for appointment as a standardizing or authorized laboratory, or both,
the following criteria shall be met.
5.1 The laboratory shall be nominated by its national member body.
5.2 The laboratory shall provide a letter stating:
a) that, in its opinion, it can and will continue to meet the requirements for a standardizing and/or authorized
laboratory, as specified in this International Standard and in the International Standard for the relevant
test method;
b) that it will maintain instrumentation in compliance with the relevant International Standard;
c) that, in all its activities concerning the preparation of ISO reference standards, it will follow the instructions
in the relevant International Standard;
d) for an authorized laboratory, that it will calibrate against standards of level 2 issued by a standardizing
laboratory.
The letter shall include an agreement, for a standardizing laboratory, to calibrate ISO reference standards of
level 2 at a reasonable price to an authorized laboratory requesting the level 2 standard, and, for an
authorized laboratory, to calibrate reference standards of level 3, at a reasonable price to any laboratory in
any country requesting the level 3 standard. The letter shall also include an agreement covering comparative
measurements (see 8.2), biennial reports (see 8.3), and changes in procedure (see 8.4).
5.3 The laboratory shall provide documents describing in detail the instrumentation and procedures to be
followed, both in the measurement and checking of assigned values for, and in the distribution of, the ISO
reference standards of levels 2 or 3, as applicable. This information shall include a description of the
instrumentation to be used for the measurements (manufacturer, model and serial numbers, special features
and modifications, drawings if own make), applicable publications describing the procedure, descriptions of
the materials or objects to be used as level 2 or 3 standards, and other information as specified in the relevant
International Standard.
5.4 The laboratory shall, in fact, meet the detailed criteria specified in the relevant International Standard,
and shall satisfy the competent technical group convenor that the laboratory has the equipment and technical
competence necessary to establish and maintain the required services, and shall cooperate in this
determination by providing additional information, if required.

5.5 The applicant laboratory (authorized or standardizing, as applicable) shall participate in at least one
bilateral check with an equivalent laboratory conducted by the competent technical group before being
accepted. The laboratory's performance in the check shall not in itself be the basis for accepting or rejecting
its application, but may be used with other information in examining doubtful cases (see 7.3.1).
6 Nomination of standardizing and authorized laboratories
Before ISO/TC 6 or any of its subcommittees approves a draft International Standard that includes instructions
referring to a reference standard of level 2, the committee or subcommittee shall seek a nomination (uniquely
available level 1 standard) or nominations for standardizing laboratories. A standardizing laboratory shall be
nominated by its national member body with supporting documentation as to the qualifications of the
laboratory (see 5.2 and 5.3). The nomination and supporting documentation shall be submitted to the
Secretariat of ISO/TC 6.
Authorized laboratories shall be nominated in like manner by their national member bodies.
NOTE It is anticipated that very few laboratories will be willing to qualify as standardizing laboratories because of the
expense of the delicate and sophisticated apparatus and supporting equipment required to maintain or realize a level 1
reference standard. Also, it is anticipated that, with the establishment of authorized laboratories to serve several countries,
(see 7.4), the number of authorized laboratories will be kept to an adequate minimum.
7 Procedure for initial appointment
7.1 Immediately upon receipt, the ISO/TC 6 Secretariat shall send copies of all nominations and supporting
documents to the convenor of the competent technical group responsible for the International Standard.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 4094 was prepared by Technical Committee ISO/TC 6, Paper, board and pulps.
This second edition cancels and replaces the first edition (ISO 4094:1991). It follows the scheme established
in the first edition, with many changes made largely for the sake of clarity. Major changes include the
following:
a) in the Scope, it is indicated that this standard is for use specifically by ISO/TC 6 or one of its
subcommittees;
b) in Clause 5, it is made clear that a laboratory may function as a standardizing laboratory, an authorized
laboratory, or both;
c) in 7.1.2, it is stipulated that costs associated with the qualification procedure shall be borne by the
applicant laboratory;
d) the need for strict confidentiality in assessing nominations is emphasized in 7.1.1, and the identification of
a deputy convenor is suggested for those situations in which the convenor cannot be neutral;
e) in 8.3, it is required that the convenor report, every two years to the ISO/TC 6 Secretariat, the results of
interlaboratory meetings and comparisons held during that period;
f) a new Clause 10 has been added, specifically dealing with the revocation of appointments.

Avant-propos
L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes
internationales adoptés par les comités techniques sont soumis aux comités membres pour vote. Leur
publication comme Normes internationales requiert l'approbation de 75 % au moins des comités membres
votants.
L'attention est appelée sur le fait que certains des éléments du présent document peuvent faire l'objet de
droits de propriété intellectuelle ou de droits analogues. L'ISO ne saurait être tenue pour responsable de ne
pas avoir identifié de tels droits de propriété et averti de leur existence.
L'ISO 4094 a été élaborée par le comité technique ISO/TC 6, Papiers, cartons et pâtes.
Cette deuxième édition annule et remplace la première édition (ISO 4094:1991). Elle est basée sur la
structure établie dans la première édition et comprend de nombreux changements effectués surtout par souci
de clarté. Les changements principaux incluent:
a) dans le Domaine d'application, il est indiqué que cette norme est destinée à être utilisée spécifiquement
par l'ISO/TC 6 ou l'un de ses sous-comités;
b) dans l'Article 5, il est expressément indiqué qu'un laboratoire peut opérer à titre de laboratoire de
référence, de laboratoire agréé, ou les deux;
c) en 7.1.2, il est stipulé que les coûts associés au mode opératoire de qualification doivent être supportés
par le laboratoire demandeur;
d) le besoin de confidentialité stricte lors de l'étude des nominations est rendu explicite en 7.1.1, et la
nomination d'un remplaçant au responsable de groupe technique est suggérée dans les cas où le
responsable ne peut agir de manière neutre;
e) en 8.3, il est stipulé que le responsable doit rapporter tous les deux ans au secrétariat de l'ISO/TC 6 les
résultats des réunions ayant eu lieu ainsi que les comparaisons interlaboratoires ayant été complétées
durant cette période;
f) un nouvel Article 10 a été ajouté, traitant spécifiquement de la révocation des nominations.

Introduction
L'objectif de la normalisation des méthodes d'essai est de créer un moyen permettant l'obtention de résultats
comparables à des moments différents et dans des laboratoires différents, et ce afin de contrôler les procédés
qui déterminent l'acceptabilité d'un produit. La plupart des méthodes d'essai pour le papier, le carton ou les
pâtes sont liées à un type d'étalon de référence auquel les résultats numériques sont reliés. Dans de
nombreux cas, la comparaison est effectuée à l'aide d'instruments aisément disponibles et d'une exactitude
appropriée: par exemple une balance pourvue de masses certifiées, un chronomètre, un appareil étalonné
destiné à mesurer la longueur tel qu'un micromètre, etc. Cependant, dans certains cas, la relation à l'étalon de
référence est peu évidente ou il peut y avoir des problèmes pratiques lors du mesurage de certaines
propriétés. La méthode d'essai doit alors inclure des instructions additionnelles afin d'assurer une exactitude
raisonnable des résultats. Cela peut être accompli à l'aide d'étalons de transfert, lorsque les résultats sont liés
soit à certaines propriétés d'un étalon de référence unique, soit à des résultats obtenus dans des laboratoires
expressément mandatés à veiller à la performance de certains mesurages délicats. Les laboratoires de
référence et les laboratoires agréés agissent comme maillons pour fournir les étalons de transfert requis.

1 Domaine d'application
La présente Norme internationale fournit des règles pour la désignation et l'agrément des laboratoires de
référence et des laboratoires agréés sous le ressort de l'ISO/TC 6 ou de l'un de ses sous-comités, dans le but
d'établir et de maintenir les étalons de références et de distribuer les étalons de transfert requis pour obtenir
une concordance interlaboratoires des résultats lors de l'utilisation d'une méthode d'essai prescrite dans une
Norme internationale pour les papiers, cartons ou pâtes. Elle fournit des indications pour l'établissement de
critères pour la nomination initiale et pour le maintien de l'agrément des laboratoires désignés.
2 Références normatives
Les documents de référence suivants sont indispensables pour l'application du présent document. Pour les
références datées, seule l'édition citée s'applique. Pour les références non datées, la dernière édition du
document de référence s'applique (y compris les éventuels amendements).

Le groupe technique compétent doit posséder l'expertise pour rédiger les critères propres à évaluer la
compétence d'un laboratoire présenté. Les critères techniques propres à évaluer les mérites d'un laboratoire
pour sa désignation à titre de laboratoire de référence ou de laboratoire agréé doivent être inclus à titre
d'annexe de toute Norme internationale qui spécifie l'utilisation d'étalons de référence ISO.
Les critères techniques doivent comporter des exigences concernant l'appareillage (nature, étalonnage,
entretien) et la marche à suivre en étant aussi souples que possible, mais en permettant d'obtenir le degré de
normalisation internationale souhaité.
Les critères techniques doivent comporter des exigences concernant la nature des étalons de référence ISO
qui sera offerte par les laboratoires de référence ou agréés, le rattachement de ces références au niveau
immédiatement supérieur de normalisation, la marche à suivre et la fréquence des essais comparatifs parmi
les laboratoires de référence et agréés.
5 Critères généraux d'agrément
Pour qu'un laboratoire soit admis à poser sa candidature comme laboratoire de référence ou laboratoire
agréé, ou les deux, les critères suivants doivent être observés.
5.1 Le laboratoire doit être présenté par son comité membre national.
5.2 Le laboratoire doit produire une lettre indiquant
a) qu'à son avis, il peut remplir les conditions exigées d'un laboratoire de référence et/ou agréé et
continuera de le faire, comme spécifié par la présente Norme internationale et la Norme internationale sur
la méthode d'essai visée;
b) qu'il maintiendra un appareillage conforme à la Norme internationale pertinente;
c) que dans toutes ses activités de préparation d'étalons de référence ISO, il suivra les directives spécifiées
dans la Norme internationale pertinente;
d) qu'en tant que laboratoire agréé, il étalonnera en utilisant des étalons de référence ISO de niveau 2
fournis par un laboratoire de référence.
La lettre doit comporter l'engagement, pour un laboratoire de référence, d'étalonner des étalons de référence
ISO de niveau 2 à un prix raisonnable pour tout laboratoire agréé nécessitant un étalon de niveau 2 et, pour
un laboratoire agréé, d'étalonner des étalons de référence ISO de niveau 3 à un prix raisonnable pour tout
laboratoire de tout pays agréé nécessitant un étalon de niveau 3. La lettre doit également comporter un
engagement concernant les mesurages comparatifs (voir 8.2), les rapports biennaux (voir 8.3) et les
changements dans le mode opératoire (voir 8.4).
5.3 Le laboratoire doit fournir des documents décrivant en détail l'appareillage et les modes opératoires
suivis, tant pour le mesurage que pour le contrôle des valeurs données pour l'établissement et la distribution
des étalons de référence ISO de niveau 2 et de niveau 3, le cas échéant. Ces renseignements doivent
comprendre une description de l'appareillage utilisé pour les mesurages (fabricant, modèle et numéro de série,
caractéristiques particulières et modifications, plans s'il a été construit par le laboratoire lui-même), les textes
appropriés décrivant le mode opératoire, les désignations des matériaux ou des objets à utiliser comme
étalons de niveau 2 ou de niveau 3, ainsi que les autres indications comme spécifié dans la Norme
internationale pertinente.
5.4 Le laboratoire doit effectivement satisfaire aux critères détaillés spécifiés dans la Norme internationale
pertinente et donnera l'assurance au responsable du groupe technique compétent que le laboratoire possède
l'appareillage et la compétence technique nécessaires pour établir et maintenir les services requis, et
collaborera à cette détermination en fournissant au besoin des renseignements supplémentaires.

5.5 Le laboratoire présenté (agréé ou de référence, selon le cas) doit participer à au moins un contrôle
bilatéral avec un laboratoire équivalent, mené par le groupe technique compétent, avant d'être accepté. Le
résultat obtenu par le laboratoire lors de ce contrôle ne doit pas constituer à lui seul la base pour l'acceptation
ou le rejet de sa candidature, mais peut être utilisé conjointement avec d'autres renseignements pour
examiner les cas douteux (voir 7.3.1).
6 Désignation des laboratoires de référence et des laboratoires agréés
Avant que I'ISO/TC 6 ou l'un de ses sous-comités approuve un projet de Norme internationale qui inclut des
directives au sujet d'un étalon de référence de niveau 2, le comité technique doit chercher à désigner un
laboratoire de référence (un seul étalon de niveau 1 disponible) ou des laboratoires de référence. Le
laboratoire de référence doit être présenté par son comité membre national, lequel doit fournir des documents
à l'appui de ses compétences (voir 5.2 et 5.3). La candidature du laboratoire proposé et les documents
attestant de ses compétences doivent être présentés au secrétariat de I'ISO/TC 6.
Les laboratoires agréés seront présentés de la même façon par leur comité membre national.
NOTE On prévoit que très peu de laboratoires voudront se qualifier en tant que laboratoires de référence, en raison
du coût de l'appareillage délicat et très perfectionné et de l'équipement de soutien nécessaire pour maintenir ou créer un
étalon de niveau 1. On prévoit également qu'en établissant des laboratoires agréés qui desservent plusieurs pays
(voir 7.4), le nombre de laboratoires agréés restera à un niveau minimal convenable.
7 Modalités de l'agrément initial
7.1 Sur réception, le secrétariat de I'ISO/TC 6 doit envoyer des exemplaires de toutes les nominations et
les documents justificatifs au responsable du groupe technique compétent chargé de la Norme internationale.
7.1.1 À chaque étape du mode opératoire de l'agrément, la demande sera tenue essentiellement
