EN 16203 specifies dynamic tests for the verification of lateral stability for counterbalanced lift trucks according to EN ISO 3691-1 that have a centre control, sit down, non-elevating operator, with a rated capacity up to and including 5 000 kg when travelling on smooth level ground with the forks in travelling position. The standard is not applicable for Rough Terrain forklift trucks. The requirements are specific to the various drive systems (e.g. Electric-/Internal-Combustion-Engine trucks), taking account of their varying influence on dynamic stability performance. This European Standard does not cover the risk of a lateral tip over associated with driving backwards. Risks due to falling off a loading dock or turning on a ramp are not covered by this European Standard. Risks due to lifting or manoeuvring operations are covered by the respective stability tests.

Sicherheit von Flurförderzeugen - Prüfung der dynamischen Standsicherheit - Gegengewichtsstapler

Diese Europäische Norm legt Versuche zur Prüfung der dynamischen seitlichen Standsicherheit von Gegengewichtstaplern nach EN ISO 3691-1, die mit einem mittig aufsitzenden, nicht hebbarem Fahrer und mit einer Nennlast bis zu und einschließlich 5 000 kg, bei Fahrt auf ebenem Boden mit den Gabeln in normaler Fahrposition fest. Diese Norm ist nicht anwendbar auf geländegängige Flurförderzeuge.
Die Anforderungen sind spezifisch für die verschiedenen Fahrantriebssysteme (z. B. Elektro-/ Verbrennungs-motor-Fahrzeuge), zwecks Berücksichtigung ihres unterschiedlichen Einflusses auf die dynamische Standsicherheit.
Forschungen haben gezeigt, dass Rückwärtsfahren in typischen Arbeitsabläufen wie Entladen eines Lastwagens kein seitliches Umkippen verursacht. Aus diesem Grund muss nur die Vorwärtsfahrt geprüft werden.
Gefährdungen wie das Fallen von einer Laderampe oder Wenden auf einer Rampe sind in dieser Norm nicht behandelt.
Gefährdungen wie Heben oder Rangier-Operationen sind durch die entsprechenden Standsicherheits-versuche abgedeckt.
Um die Gefahr der seitlichen Instabilität beim Heben zu reduzieren, wird weiterhin vorgeschlagen, diesen Missbrauch durch Signale oder durch Verringerung der Fahrgeschwindigkeit anzuzeigen, wenn eine bestimmte Hubhöhe überschritten wird. Es ist beabsichtigt, diese Anforderung in die entsprechende Norm bei der nächsten Überarbeitung aufzunehmen.

La présente Norme européenne spécifie les essais permettant de vérifier la stabilité dynamique latérale des chariots élévateurs à fourche en porte-à-faux conformes à l'EN ISO 3691-1 ayant un poste de conduite central assis non élevable et une capacité nominale inférieure ou égale à 5 000 kg, lorsque le chariot se déplace sur un sol lisse et plan avec les fourches en position de déplacement. Cette norme ne s'applique pas aux chariots élévateurs à fourche tout-terrain.
Les prescriptions sont propres aux différents systèmes d'entraînement (par exemple, chariots électriques/chariots à moteur thermique) compte tenu de l’influence de chaque système sur la stabilité dynamique.
Les recherches ont démontré que la conduite en marche arrière dans certaines situations types comme le déchargement d'un camion n'entraîne pas d'instabilité latérale. Pour cette raison, seule la conduite en marche avant nécessite d’être soumise à essai.
Les risques générés par la chute depuis un quai de chargement ou par une prise de virage sur une rampe ne sont pas couverts par la présente norme.
Les risques générés par des opérations de levage ou des manœuvres sont couverts par les essais de stabilité correspondants.
Pour réduire le risque d'instabilité latérale en cas de levage excessif, il est proposé d’indiquer une mauvaise utilisation par des signaux d'avertissement ou par la réduction de la vitesse de conduite au-delà d'une certaine hauteur de levage. Il est prévu d’inclure cette exigence dans la norme appropriée lors de la prochaine révision.

Standard EN 16203 določa dinamično preskušanje za preverjanje bočne stabilnosti za čelne viličarje v skladu s standardom EN ISO 3691-1, z osrednjim nadzorom, sedežem, nedvižnim upravljavcem, z nazivno zmogljivostjo do in vključno z 5000 kg pri vožnji po gladkih ravnih tleh z vilicami v potovalnem položaju. Standard ne velja za težke terenske viličarje. Zahteve so vezane na različne pogonske sisteme (na primer električne motorje/motorje z notranjim zgorevanjem), pri čemer se upošteva njihov različen vpliv na dinamično stabilnost. Ta evropski standard ne zajema tveganja bočne prevrnitve pri vzvratni vožnji. Tveganje zaradi padca z nakladalne ploščadi ali obrnitve na rampi ni zajeto v tem evropskem standardu. Tveganja, povezana z dvižnimi ali manevrirnimi postopki, so zajeta z ustreznimi stabilnostnimi preskusi.

EN 16203:2014 (E) 4 Introduction This European Standard is a type C standard as stated in EN ISO 12100:2010. This standard has been prepared to be a harmonized standard to provide one means of conforming to the essential safety requirements of the Machinery Directive and associated EFTA regulations. The extent to which hazards are covered is indicated in the scope of this standard. NOTE 1 The requirement for a dynamic test is intended to be included in EN 16307-1, Industrial trucks – Safety requirements and verification – Part 1: Supplementary requirements for self-propelled industrial trucks, other than driverless trucks, variable -reach trucks and burden-carrier trucks. The purpose of this standard is to provide a procedure for verifying the lateral stability of the truck while travelling. The procedure can be used as a type test as well as an individual test. The truck is designed so that when travelling, laden or unladen, it will remain stable while being operated on smooth level ground under conditions of use defined by the manufacturer, e.g. by controlling travelling velocity, steering rate of change, acceleration and deceleration, position of load handling device. To reduce the risk of lateral instability for lifting, furthermore it is proposed to indicate this misuse of driving with elevated load by signals or by reduction of the driving velocity when exceeding a certain lift height. This requirement is intended to be included in the respective standard in its next revision. NOTE 2 This standard is not intended to completely eliminate the possibility of a lateral tip over in all working conditions, i.e. it is possible to exceed the lateral stability limits if slightly uneven or sloping surfaces combine with unsafe driving practices. EN 16203:2014 (E) 5 1 Scope This European Standard specifies dynamic tests for the verification of lateral stability for counterbalanced lift trucks according to EN ISO 3691-1 that have a centre control, sit down, non-elevating operator, with a rated capacity up to and including 5 000 kg when travelling on smooth level ground with the forks in travelling position. The standard is not applicable for Rough Terrain forklift trucks. NOTE 1 Experience shows that counterbalanced lift trucks with a rated capacity over 5 000 kg are not significantly affected by lateral instability. The requirements are specific to the various drive systems (e.g. Electric-/Internal-Combustion-Engine trucks), taking account of their varying influence on dynamic stability performance. This European Standard does not cover the risk of a lateral tip over associated with driving backwards. NOTE 2 Research has shown that driving backwards in typical working operations, such as unloading of a lorry, does not cause lateral instability. For this reason, only driving forward needs to be tested. Risks due to falling off a loading dock or turning on a ramp are not covered by this European Standard. EN 16203:2014 (E) 6 4 Test equipment 4.1 Test area The test area shall be a flat and smooth area with a hard, clean and dry surface made of concrete, asphalt or equivalent. The lanes shall have no more than 2 % slope in any direction of travel and the slip friction coefficient
of tyres and surface shall be between 6.0=µ and8.0=µ. The slip friction coefficient can be measured as described in Annex B. The slip friction coefficient may change by environmental influences (temperature, moisture, intermediary medium) as well as by type and wear condition of tyres and road surface. Therefore, a friction measurement shall be carried out before each test series. The area shall be clear of all loose chippings, sand or anything similar. The test track shall consist of two perpendicular crossing lanes (see Figure 1). The lanes are defined by lines 1 to 8, of which at least lines 2, 3, 4, 5 and 8 shall be continuously marked on the ground (e.g. by painted lines, adhesive tape, non-fixed wooden lathes, ropes or chains, etc.). The defining lines shall be marked so they are clearly visible to the operator whilst driving. Whilst the preferred test track will have a shape similar to those of Figure 1, alternative test tracks in accordance with Annex A may be used.
