Aircraft ground support equipment - Specific requirements - Part 14: Disabled/incapacitated passenger boarding vehicles

EN 12312-14 specifies the technical requirements to minimize the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of disabled/incapacitated passenger boarding vehicles when used as intended including misuse reasonably foreseeable by the manufacturer, when carried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some requirements recognized as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies. This European Standard defines specific safety requirements for transporters/boarding vehicles for transporting/boarding incapacitated or disabled passengers as defined under 3.1, hereafter referred to as boarding vehicles. This European Standard applies to pedestrian controlled self-propelled boarding vehicles, self-propelled boarding vehicles with integrated driver’s accommodation and towable boarding vehicles, used for moving disabled or incapacitated passengers at an airport between the terminal building and the aircraft ramp and to board and disembark those passengers to and from civil aircraft. This European Standard assumes that a disabled or incapacitated passenger may be accompanied by an attendant and may be seated in a wheelchair or reclining on a stretcher trolley.

Luftfahrt-Bodengeräte - Besondere Anforderungen - Teil 14: Behinderten-Transportgeräte

Diese Europäische Norm legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen fest, die bei Inbetriebnahme, Betrieb und Wartung von Behinderten-Transportgeräten auftreten können, wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder dessen Beauftragten ausgeführt werden, einschließlich vom Hersteller vernünftigerweise vorhersehbarem Missbrauch. Sie berück-sichtigt auch einige Anforderungen, die von den offiziellen Stellen, Luftfahrzeug- und Bodengeräteherstellern (GSE, en: ground support equipment) sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet werden.
Diese Europäische Norm legt spezielle Sicherheitsanforderungen an Fahrzeuge zur Beförderung von handlungsunfähigen oder behinderten Passagieren, wie sie unter 3.1 definiert werden, fest, welche nachfolgend Behinderten-Transportgeräte genannt werden.
Diese Europäische Norm gilt für mitgängergeführte Behinderten-Transportgeräte mit eigenem Antrieb, Behinderten-Transportgeräte mit Fahrerplatz und eigenem Antrieb und für schleppbare Behinderten-Transportgeräte, die für den Transport von behinderten oder handlungsunfähigen Passagieren auf dem Flughafen zwischen dem Flughafengebäude und dem Luftfahrzeug, auf dem Vorfeld sowie als Hilfseinrichtung an zivilen Luftfahrzeugen für behinderte oder handlungsunfähige Passagiere zum Ein- und Aussteigen verwendet werden.
Diese Europäische Norm setzt voraus, dass ein behinderter oder handlungsunfähiger Passagier von einer Begleitperson begleitet werden und in einem Rollstuhl sitzen oder auf einer fahrbaren Trage liegen kann.
Diese Europäische Norm setzt ferner voraus, dass der Einsatz folgender Rollstuhlausführungen möglich ist:
a)   nach Norm gebaute Rollstühle, z. B. nach EN 12183;
b)   Rollstühle mit oder ohne selbsttätigem Rückhaltesystem für Insassen;
c)   auf Gangbreite von Luftfahrzeugen angepasste Rollstühle;
d)   auf Flughäfen eingesetzte, nicht nach Norm gebaute Rollstühle;
e)   Rollstühle, die nicht von ihrem Benutzer angetrieben werden;
f)   batteriebetriebene Rollstühle, z. B. nach EN 12184.
ANMERKUNG 1      Es wird angenommen, dass batteriebetriebene Rollstühle nicht mit in die Kabine des Luftfahrzeugs genommen werden.
Diese Europäische Norm gilt nicht für andere Arten von Beladeeinrichtungen für Luftfahrzeuge, die nicht speziell für das Boarding von behinderten/handlungsunfähigen Passagieren ausgelegt wurden, wie z. B. fahrbare Warteräume, Fluggastbrücken oder außen angebrachte Personenrettungs- und Evakuierungs-ausrüstungen, wie sie bei Hubschraubern Anwendung finden.
Diese Europäische Norm gilt nicht für pneumatische Systeme.
Diese Europäische Norm enthält keine Festlegungen für Gefährdungen, die durch Lärm und Vibration verursacht werden.
ANMERKUNG 2      EN 1915-3 und EN 1915-4 behandeln die allgemeinen Anforderungen an die Schwingung und den Lärm, der von Luftfahrt-Bodengeräten verursacht wird.
Diese Europäische Norm gilt nicht für in der EU und EFTA zugelassene unveränderte Fahrzeugteile, wenn diese an einem Behinderten-Transportgerät für den Zweck angewendet werden, für den sie bestimmt sind.
Diese Europäische Norm behandelt keine Gefährdungen durch andere Fahrzeuge auf dem Vorfeld.
Dieser Teil von EN 12312 gilt nicht für Behinderten-Transportgeräte, die vor der Veröffentlichung dieser Norm durch CEN hergestellt wurden.

Matériels au sol pour aéronefs - Exigences particulières - Partie 14: Matériel d'accès à bord des passagers handicapés

La présente Norme Européenne  spécifie les exigences techniques destinées à réduire au minimum les phénomènes dangereux énumérés dans l’Article 4 qui peuvent survenir lors des opérations de mise en œuvre, d’exploitation et de maintenance des matériels d'accès à bord de passagers à mobilité réduite, lorsqu’elles sont réalisées conformément aux spécifications données par le fabricant ou son représentant légal. Elle tient également compte de certaines exigences reconnues comme essentielles par les autorités, les constructeurs d’aéronefs et de matériel au sol (GSE), ainsi que par les compagnies aériennes et les organismes d’assistance.
La présente Norme Européenne définit les exigences de sécurité particulières applicables aux transporteurs/matériels d'accès à bord des passagers à mobilité réduite tels que définis en 3.1, ci-après désignés véhicules d'accès à bord.
La présente Norme Européenne s'applique aux véhicules d'accès autotractés à conducteur accompagnant, aux véhicules d'accès autotractés avec cabine de conducteur intégrée, et aux véhicules d'accès tractables utilisés pour déplacer des passagers à mobilité réduite sur un aéroport entre l'aérogare et l'aire de stationnement de l'aéronef et pour en faire débarquer ces passagers d'aéronefs civils et les y embarquer.
La présente Norme Européenne suppose qu'un passager à mobilité réduite est accompagné d'un accompagnateur et peut être assis dans un fauteuil roulant ou couché sur une civière.
La présente Norme Européenne suppose également que les types de fauteuils roulants susceptibles d'être utilisés peuvent être :
a)   Des fauteuils roulants de type normalisé, c'est-à-dire conformes à l'EN 12183 ;
b)   Des fauteuils roulants avec ou sans système de retenue de l'occupant ;
c)   Des fauteuils roulants d'une largeur telle qu'ils peuvent circuler dans l'allée d'un aéronef ;
d)   Des fauteuils roulants non normalisés utilisés sur les aéroports ;
e)   Des fauteuils roulants non propulsés par l'occupant ;
f)   Des fauteuils roulants alimentés par batterie, par exemple conformes à l'EN 12184.
NOTE 1   On suppose que les fauteuils roulants alimentés par batteries ne sont pas embarqués dans la cabine d'un aéronef.
La présente Norme Européenne ne s'applique pas aux autres types de chargeurs d'aéronefs non spécifiquement destinés à l'embarquement de passagers à mobilité réduite, comme par exemple les autobus élévateurs, les passerelles d'embarquement ou les nacelles externes telles que celles utilisées sur les hélicoptères.
La présente norme ne s’applique pas aux systèmes pneumatiques.
La présente norme n'établit par les exigences relatives aux phénomènes dangereux causés par le bruit et les vibrations
NOTE 2   l'EN 1915-3 et l'EN 1915-4 traitent les exigences générales sur les vibrations et le bruit des GSE.
La présente Norme Européenne ne s'applique pas aux pièces automobiles non modifiées approuvées pour les véhicules publics dans l'Union Européenne et l'Association Européenne de Libre Échange, lorsque celles-ci sont utilisées sur un matériel d’accès à bord pour passagers à mobilité réduite conformément à l’usage pour lequel elles ont été conçues.

EN 12312-14:2014 (E) 5 Introduction This European Standard defines health and safety requirements, as well as some functional and performance requirements for transport and boarding vehicles intended for moving disabled or incapacitated passengers on an airfield between the terminal building and the aircraft. Major factors in the design of the equipment, with relevance to safety, are the consideration of psychological aspects, i.e. feelings of well-being and security, and the physical comfort of the passenger and the avoidance of panic. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and usable disabled/incapacitated passenger boarding vehicles. Deviations should occur only after careful consideration, extensive testing and thorough in-service evaluation have shown alternative methods or conditions to be satisfactory. Such deviations are outside the scope of this standard and a manufacturer should be able to demonstrate an equivalent level of protection. This European Standard is a Type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. Deviations from requirements do not fall within the presumption of conformity given by the standard. SIST EN 12312-14:2014

This European Standard also assumes that the types of wheelchairs which may be employed could be: a) standard type wheelchairs, e.g. in accordance with EN 12183; b) wheelchairs with or without occupant self-restraint system; c) aircraft aisle-width wheelchairs; d) non-standard wheelchairs used at airports; e) non occupant propelled wheelchairs; f) battery powered wheelchairs, e.g. in accordance with EN 12184. NOTE 1 It is assumed that battery powered wheelchairs would not be taken into the cabin of an aircraft. This European Standard does not apply to other forms of aircraft loaders not specifically designed for boarding of incapacitated or disabled passengers, e.g. mobile lounges, boarding bridges or externally mounted pods such as used on helicopters. This European Standard does not apply to pneumatic systems. This European Standard does not establish requirements for hazards caused by noise and vibration. NOTE 2 EN 1915–3 and EN 1915–4 provide the general GSE vibration and noise requirements. This European Standard does not apply to unmodified automotive parts approved for public vehicles in the EU and E.F.T.A., when used on a disabled/incapacitated passenger boarding vehicle for the purpose for which they are designed. This European Standard does not deal with hazards from other vehicles on the apron. This part of EN 12312 is not applicable to disabled/incapacitated passenger boarding equipment which was manufactured before the date of publication by CEN of this standard. SIST EN 12312-14:2014

EN 12312-14:2014 (E) 10 assessment as significant for disabled/incapacitated passenger boarding vehicles and which require action to eliminate or reduce risks. Not covered are hazards due to the traffic and repair. 5 Safety requirements and/or measures 5.1 General requirements 5.1.1 Disabled/Incapacitated passenger boarding equipment shall conform to the relevant requirements of EN 1915-1, EN 1915-2, EN 1915-3 and EN 1915-4 unless otherwise specified in this standard. They shall also conform to the specific requirements of this European Standard. 5.1.2 Strength calculations shall be carried out in accordance with EN 1915-2. 5.1.3 The overall dimensions of the boarding vehicle shall be kept to a minimum, consistent with its function in handling the loads. The overall width of the boarding vehicle in the driving condition (with stabilizers retracted) should not exceed 2 600 mm. In the fully lowered position, the vehicle should not exceed an overall height of 4,0 m. NOTE 1 Local road traffic regulations can require narrower widths. NOTE 2 Depending on the airport of use, lower heights can be necessary (see EN 1915–1:2013, Introduction, f) — negotiation). 5.1.4 The electrical system of battery powered boarding vehicles shall conform to EN 1175-1 with the exception of standard automotive chassis. 5.1.5 Self-propelled boarding vehicles with a driver's cabin shall have an alternative means of exit for the driver in the event of an emergency. It shall be positioned such that it is not blocked when the normal exit cannot be used. 5.1.6 Restraint systems shall be fitted to all seats on self-propelled boarding vehicles a lap type seat belt as a minimum. 5.1.7 Where a driver’s cabin is installed, it shall not obstruct the transfer of passengers to and from the aircraft. NOTE The driver’s cabin can be located at either side. 5.1.8 The driver's cabin, if installed, shall not project beyond the leading edge of the boarding platform; see also 5.3.8. 5.1.9 It shall be possible to smooth the transfer of a wheelchair or stretcher trolley from the boarding vehicle to the aircraft, by providing an integral or manually attached bridging section or transfer plate (see 5.10). 5.1.10 The ground clearance of the boarding vehicle shall allow without interference the transversing of two surfaces intersecting at an angle of 3° (5 %) either in bridging or in cresting. 5.1.11 Structural parts or stabilizers of pedestrian controlled self-propelled boarding vehicles shall not protrude from the overall length within the operating range of the tiller. 5.1.12 The vehicle chassis at ground level shall be surrounded by a protective structure in order to prevent any possibility of inadvertent access of persons under the van body while elevated (see EN 1915-1:2013, 5.15 and Annex E). EN 12312-14:2014 (E) 11 5.1.13 Boarding vehicles shall be equipped with a fully enclosed van body or main platform and a boarding platform capable of reaching the door sill height of the aircraft. The van body or main platform shall be equipped with a means for safe access of staff from ground level (see 5.5). NOTE See 6.4, Instructions, for listing by the manufacturer of the aircraft types and doors the vehicle is intended to serve. 5.1.14 Where under-run guards or side-guards are creating crushing or shearing hazards, measures shall be taken to avoid these hazards (see EN 1915-1:2013, 5.15 and Annex E). NOTE Under-run guards and/or sideguards can be required, by law, in the country of use for vehicles to be used on public roadways. 5.1.15 The width of gaps between the different floors of van body or main platform, boarding platform and tail lift or parts thereof in the load transfer position shall be less than 10 mm. Height variation between the van body or main platform floor, boarding platform and the tail lift or parts thereof shall not exceed 5 mm. Where the difference in height is more than 5 mm in the load transfer position, a ramp inclined at a maximum angle of 15° shall be provided. 5.1.16 In deviation from EN 1915-1:2013, 5.18.5, hydraulic fluid tanks shall be dimensioned so that during maximum system displacement at least 20 % of the fluid volume remains in the tank. 5.2 Van body or main platform 5.2.1 The van body or main platform shall be sufficient to carry the intended number of passengers on wheelchairs or stretchers attendants and any ancillary equipment as intended. The structural load capacity of the van body or main platform shall not be less than 3 000 N/m2. For the strength calculation of the floors, a minimum distributed load of 2 000 N/m2 on all structural areas intended by the manufacturer as walking or standing areas shall be taken into account. 5.2.2 The cover material of walking areas in the van body or on the main platform shall provide the possibility of easy elimination of water and snow, and be selected to minimize wear and comply with cleaning and sanitary requirements. The flooring materials shall provide a durable slip-resistant surface, with a minimum R11 slip-resistance classification in accordance with DIN 51130:2004, Table 3. 5.2.3 Anchorages for devices meeting the requirements of ISO 10542-1 to restrain wheel chairs, stretcher trolleys and occupants shall be provided. It should preferably not be possible to remove the restraining devices without the use of tools. The design of restraint devices and anchorage points shall be capable of withstanding the imposed loads under driving conditions up to the maximum driving speed of the boarding vehicle. 5.2.4 The interior dimensions of the van body or main platform shall be such that wheelchair(s) or stretcher trolley(s), plus attendant(s) and equipment, can be accommodated safely. Details of the maximum dimensions for wheelchairs are given in EN 12183 and EN 12184. For design purposes, stretcher trolleys can be taken as having a minimum overall length of 1 900 mm, overall width of 570 mm and maximum raised height of 940 mm. Taking anthropometric data into account, a minimum overall length of 2 100 mm is recommended.
