Communication networks and systems for power utility automation - Part 10: Conformance testing

This part of IEC 61850 specifies standard techniques for testing of conformance of client, server and sampled value devices and engineering tools, as well as specific measurement techniques to be applied when declaring performance parameters. The use of these techniques will enhance the ability of the system integrator to integrate IEDs easily, operate IEDs correctly, and support the applications as intended.

La CEI 61850-10:2012 spécifie les techniques courantes d'essais de conformité du client, du serveur et des dispositifs à valeurs échantillonnées, ainsi que des outils techniques, et les techniques de mesurage spécifiques à appliquer pour la déclaration des paramètres de performances. L'emploi de ces techniques renforce la capacité de l'intégrateur de systèmes à intégrer aisément les IED, à les exploiter correctement et à prendre en charge les applications, tel que prévu. Les modifications techniques principales par rapport à l'édition précédente sont les suivantes:  - actualisation des procédures d'essai de conformité du serveur,  - ajout de certaines procédures d'essai (conformité du système client, conformité des dispositifs à valeurs échantillonnées, conformité associée aux outils (techniques), performances GOOSE).

Ta del IEC 61850 določa standardne tehnike za preskušanje skladnosti odjemalca, strežnika, naprav z vzorčenimi vrednostmi in inženirskih orodij ter tudi specifične merilne tehnike za označevanje parametrov delovanja. Z uporabo teh tehnik se bo izboljšala zmožnost sistemskega integratorja za preprosto integracijo pametnih elektronskih naprav (IED), pravilno upravljanje IED-jev ter ustrezno podporo aplikacijam.

The text of document 57/1284/FDIS, future edition 2 of IEC 61850-10, prepared by IEC TC 57 "Power
systems management and associated information exchange" was submitted to the IEC-CENELEC
parallel vote and approved by CENELEC as EN 61850-10:2013.

The following dates are fixed:

This document supersedes EN 61850-10:2005.
EN 61850-10:2013 includes the following significant technical changes with respect to EN 61850-10:2005:
– server device conformance test procedures have been updated;
– client device conformance test procedures have been added;
– sampled values device conformance test procedures have been added;
– (engineering) tool related conformance test procedures have been added;
– GOOSE performance test procedures have been added.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
