The object of this standard is to adapt the general rules given in IEC 60077-1 to power resistors for rolling stock in order to obtain uniformity of requirements and tests throughout the corresponding range of components and to avoid the need for testing to two different standards.

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising

1 Scope and object
This International Standard gives the rules for all power resistors (for example, braking,
heating, snubber and filter) used in the power and auxiliary circuits on board rolling stock
irrespective of the circuit and the type of vehicle where they are used.
These resistors are generally of open construction and are used in polluted areas. The
construction consists of resistor elements of grids, plates, strips, ribbons or wires.
NOTE Certain of these rules may, after agreement between user and manufacturer, be used for electrical
equipment installed on other vehicles such as mine locomotives, trolley buses, etc.
This standard states
– the characteristics of the resistors;
– the service conditions with which the power resistors have to comply;
– the tests intended for confirming that these conditions have been met and the methods to
be adopted for these tests;
– the information to be marked on, or given with, the resistors.
This standard does not give requirements relating to general service conditions and general
rules which are given in IEC 60077-1.
The object of this standard is to adapt the general rules given in IEC 60077-1 to power
resistors for rolling stock in order to obtain uniformity of requirements and tests throughout the
corresponding range of components and to avoid the need for testing to two different
standards.

3 Definitions
For the purpose of this International Standard, the definitions of IEC 60050(811) and the
following definitions apply.
3.1
resistor element
resistive conductor forming part of a resistor case or frame, usually in the form of grids, plates,
strips, ribbons or wires and which may have intermediate tappings
[IEV 811-27-11]
NOTE A resistor element is usually a removable assembly.
3.2
resistor
general term used in this standard to designate any of the following forms of electrical
resistance

set of resistor elements assembled into a single structure

NOTE 1 Resistor case is used for resistors having one or more resistor elements installed in an enclosure
intended to form part of a forced air cooling duct.
NOTE 2 Resistor frame is used for resistors having one or more resistor elements installed on a common frame
for natural cooling in open air.

across the creepage distance for an extended period of time (i.e. neglecting non-repetitive
transient voltages)

organization which has the technical responsibility for the manufacture of the resistor

organization which orders the resistor and has the responsibility for direct negotiations with the
manufacturer
4 Product information
4.1 General
An agreed specification should exist between the manufacturer and his purchaser containing
general performance and test requirements in accordance with this standard.
4.2 Nature of information
The following information shall be given in the manufacturer’s catalogue or manuals for each
resistor case or frame. It concerns the identification and the characteristics.
4.2.1 Identification
– manufacturer’s name or trademark;
– type designation or serial number;
– modification status;
– reference to the product standard (i.e. IEC 60322) if the manufacturer declares compliance
with it.

4.2.2 Characteristics
The following list is not exhaustive and should be applied as appropriate:
– rated operational voltage(s);
– rated insulation voltage;
– rated operational current(s);
– value of the total resistance (at 20 °C) and, if required, of the partial resistance between
connection terminals.
4.3 Marking
The following markings on the equipment are mandatory:
– manufacturer’s name or trademark;
– type designation;
– serial number or date or code of manufacture;
– modification status, if applicable.
These are preferably marked on the nameplate, if any, in order to permit the complete data to
be obtained from the manufacturer for traceability. The markings shall be indelible and easily
legible.
5 Normal service conditions
These conditions are given in clause 7 of IEC 60077-1. The service conditions may impose
special constructional requirements for this type of equipment (for example, take into
consideration rain on a hot resistor element).
6 Constructional and performance requirements
6.1 Constructional requirements
The constructional requirements are those given in 8.1 of IEC 60077-1 with the following
additions. If further constructional requirements are needed, they shall be stated in the
specification.
6.1.1 Resistance values of resistor sections
If the resistor section consists of more than one resistor case or frame, the value shall include
the resistance of the connections between the cases or frames.
The tolerance on the resistance values measured shall be as given in table 1 at the reference
temperature of 20 °C. The value of resistance at the reference temperature of 20 °C shall be
declared taking into consideration the variation of resistance that will occur at the maximum
temperature (T ).

6.1.2 Resistance values of resistor elements
The tolerance on the resistance values of the resistor elements shall be as given in table 2 at
the reference temperature of 20 °C.
If the resistor element is known to be a resistor section, then table 1 shall be applied.

6.1.3 Inductance
Depending on the particular application, the limits of inductance may be stated in the
specification.
6.1.4 Insulation
A basic insulation shall be provided between the resistor elements and the vehicle body.
Creepages and clearances for the basic insulation of a resistor are based on the rated
insulation voltage U of the circuit to which the resistor is connected.

For particular applications, for example, where braking resistors or other resistors are
subjected to severe environmental conditions, double insulation including an intermediate
frame shall be used; then they are regarded as multi-stage insulated resistors.

When multi-stage insulation (for example, double insulation) is employed, the following
requirements apply:
a) the conductive parts of the intermediate frame shall be regarded as live parts and all
provisions shall be applied to prevent direct contact with these parts.
The insulation between the resistor elements and the intermediate frame of the resistor
shall be dimensioned as functional insulation; the insulation between the intermediate
frame and the vehicle body shall be dimensioned as basic insulation related to the rated
insulation voltage U in accordance with the requirements of 8.2.6 of IEC 60077-1;

b) every point of all resistor elements of a case or a frame shall have (a) functional
insulation(s) related to the working voltage(s) U existing between this point and the other
w
point(s) considered;
c) the working voltage is equal to the voltage drop existing across the resistor elements fitted
on this intermediate frame;
d) the functional insulation between any two intermediate frames shall be dimensioned as a
functional insulation related to the working voltage U .

Annex A gives examples of several possible arrangements of resistors.
6.1.5 Maximum temperature
6.1.5.1 Maximum temperature of the resistor
The maximum temperature (T ) of a resistor shall not exceed the maximum permissible
m
temperature and shall take into account the temperature which partitions, outlets and adjacent
accessories (cables, terminals, etc.) are able to withstand. A lower maximum temperature may
be stated in the specification.
6.1.5.2 Temperature-rise limits
Table 3 gives the temperature-rise limits for accessible parts taking into account the ambient
air temperature. The resistor shall be protected against contact with combustible materials or
accidental contact with personnel.

NOTE  The temperature-rise limits of 200 K may be exceeded by an agreement between purchaser and
manufacturer, for example, in the case of self-ventilated resistors mounted on the roof. Guarding and location to
prevent danger is the responsibility of the purchaser of the resistor fitting the item. The manufacturer of the
resistor should provide appropriate information.

6.1.6 Terminals
Bolted connections with adequate locking shall be used for all terminal connections in order to
ensure the connection forces are maintained.
Terminals, bolts and nuts should be designed in accordance with IEC 60943. Taking into
account the conditions of high temperatures in particular, all precautions shall be taken to
prevent contact resistance from increasing with time due to corrosion effects or fatigue of
materials.
6.1.7 Protection against corrosion
Precautions shall be taken to give adequate protection against corrosion for all components of
the resistor including contact surfaces of terminations.
6.1.8 Materials
With respect to health and safety, materials should be chosen which represent no risk for
human beings and livestock in accordance with national laws of the user of the vehicle.
6.1.9 Bonding terminal
In order to comply with 8.1.2 of IEC 60077-1, the resistor case or frame shall have a protective
