Translation Services - Requirements for translation services (ISO 17100:2015)

This International Standard provides requirements for the core processes, resources, and other aspects
necessary for the delivery of a quality translation service that meets applicable specifications.
Application of this International Standard also provides the means by which a translation service
provider (TSP) can demonstrate conformity of specified translation services to this International
Standard and the capability of its processes and resources to deliver a translation service that will meet
the client’s and other applicable specifications.
Applicable specifications can include those of the client, of the TSP itself, and of any relevant industry
codes, best-practice guides, or legislation.
The use of raw output from machine translation plus post-editing is outside the scope of this International
Standard.
This International Standard does not apply to interpreting services.

Die Anwendung dieser Internationalen Norm stellt auch die Mittel bereit, mit denen ein Übersetzungs-dienstleister (ÜDL) die Konformität der spezifizierten Übersetzungsdienstleistungen mit der Norm und die Leistungsfähigkeit seiner Prozesse und Ressourcen für die Bereitstellung einer Übersetzungsdienstleistung nachweisen kann, die den Kundenspezifikationen und anderen anwendbaren Spezifikationen entspricht.
Zu den anwendbaren Spezifikationen können die des Kunden, des ÜDL, einschlägige Branchenstandards sowie Praxisleitfäden oder Rechtsvorschriften gehören.

Introduction
This International Standard specifies requirements for all aspects of the translation process directly
affecting the quality and delivery of translation services. It includes provisions for translation service
providers (TSPs) concerning the management of core processes, minimum qualification requirements,
the availability and management of resources, and other actions necessary for the delivery of a quality
translation service.
This International Standard is intended for implementation by TSPs of any size. Conformity requires
all the International Standard’s provisions to be met, but the methods of implementation may differ
depending on the size and complexity of the organization and, in some cases, on the volume and
complexity of the translation service being requested of the TSP.
The following auxiliary verbs used in this International Standard have the conventional usage assigned
to them by ISO directives:
— shall – used to indicate requirements strictly to be followed in order to conform to the document
and from which no deviation is permitted;
— should – used to indicate that, among several possibilities, one is recommended as particularly
suitable, without mentioning or excluding others, or that a certain course of action is preferred but
not necessarily required;
— may – used to indicate a course of action permissible within the limits of the document;
— can – used for statements of possibility and capability, whether material, physical, or causal.
In this International Standard, the following convention in use has been adopted to provide clarity
where there might otherwise be confusion of concept:

can be purchased to support a range of translation (2.1.2) processes (2.1.4).

3 Resources
3.1 Human resources
3.1.1 General
The TSP shall have a documented process in place to ensure that the people selected to perform
translation tasks have the required competences and qualifications.
The TSP shall keep a record of the evidence upon which the professional competences of translators,
revisers, reviewers, and other professionals have been demonstrated.
3.1.2 Responsibility for sub-contracted tasks
Where a TSP chooses to engage a third party to perform a translation service or any part thereof, the
TSP shall retain full responsibility for ensuring that all the requirements of this International Standard
are met with respect to that service or any part thereof by that third party.

ISO (the International Organization for Standardization) is a worldwide federation of national standards

Introduction
This International Standard specifies requirements for all aspects of the translation process directly
affecting the quality and delivery of translation services. It includes provisions for translation service
providers (TSPs) concerning the management of core processes, minimum qualification requirements,
the availability and management of resources, and other actions necessary for the delivery of a quality
translation service.
This International Standard is intended for implementation by TSPs of any size. Conformity requires
all the International Standard’s provisions to be met, but the methods of implementation may differ
depending on the size and complexity of the organization and, in some cases, on the volume and
complexity of the translation service being requested of the TSP.
The following auxiliary verbs used in this International Standard have the conventional usage assigned
to them by ISO directives:
— shall – used to indicate requirements strictly to be followed in order to conform to the document
and from which no deviation is permitted;
— should – used to indicate that, among several possibilities, one is recommended as particularly
suitable, without mentioning or excluding others, or that a certain course of action is preferred but
not necessarily required;
— may – used to indicate a course of action permissible within the limits of the document;
— can – used for statements of possibility and capability, whether material, physical, or causal.
In this International Standard, the following convention in use has been adopted to provide clarity
where there might otherwise be confusion of concept:

Translation services — Requirements for translation
services
1 Scope
This International Standard provides requirements for the core processes, resources, and other aspects
necessary for the delivery of a quality translation service that meets applicable specifications.
Application of this International Standard also provides the means by which a translation service
provider (TSP) can demonstrate conformity of specified translation services to this International
Standard and the capability of its processes and resources to deliver a translation service that will meet
the client’s and other applicable specifications.
Applicable specifications can include those of the client, of the TSP itself, and of any relevant industry
codes, best-practice guides, or legislation.
The use of raw output from machine translation plus post-editing is outside the scope of this International
Standard.
This International Standard does not apply to interpreting services.
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

The TSP shall have a documented process in place to ensure that the people selected to perform
translation tasks have the required competences and qualifications.
The TSP shall keep a record of the evidence upon which the professional competences of translators,
revisers, reviewers, and other professionals have been demonstrated.
3.1.2 Responsibility for sub-contracted tasks
Where a TSP chooses to engage a third party to perform a translation service or any part thereof, the
TSP shall retain full responsibility for ensuring that all the requirements of this International Standard
are met with respect to that service or any part thereof by that third party.

Standard SIST EN ISO 17100 (sl), Prevajalske storitve – Zahteve za prevajalske storitve (ISO
17100:2015), 2015, ima status slovenskega standarda in je istoveten evropskemu standardu EN ISO
17100 (en), Translation Services – Requirements for translation services (ISO 17100:2015), 2015-05.

NACIONALNI PREDGOVOR

Mednarodno standard ISO 17100:2015 je pripravil tehnični odbor Mednarodne organizacije za
standardizacijo ISO/TC 37 Terminologija in drugi jezikovni viri, vzporedno je standard sprejel Evropski
komite za standardizacijo CEN SS/A07 Prevajanje in tolmačenje. V primeru spora glede besedila
slovenskega prevoda v tem standardu je odločilen izvirni evropski standard v angleškem jeziku. Izdajo
standarda v slovenskem jeziku je sprejel tehnični odbor SIST/TC IDT Informatika, dokumentacija in
splošna terminologija.

Odločitev za izdajo tega standarda je dne 15. maja 2015 sprejel Strokovni svet SIST za splošno
področje.

jezikovni viri«.

Predgovor k mednarodnemu standardu

Mednarodna organizacija za standardizacijo (ISO) je svetovna zveza nacionalnih organov za
standarde (članov ISO). Mednarodne standarde po navadi pripravljajo tehnični odbori ISO. Vsak član,
ki ga zanima področje, za katero je bil ustanovljen tehnični odbor, ima pravico biti zastopan v tem
odboru. Pri delu sodelujejo tudi mednarodne vladne in nevladne organizacije, povezane z ISO. V vseh
zadevah, ki so povezane s standardizacijo na področju elektrotehnike, ISO tesno sodeluje z
Mednarodno elektrotehniško komisijo (IEC).
Postopki, uporabljeni pri razvoju tega dokumenta, in postopki, predvideni za njegovo nadaljnje
vzdrževanje, so opisani v Direktivah ISO/IEC, 1. del. Posebna pozornost naj se nameni različnim
kriterijem odobritve, potrebnim za različne vrste dokumentov ISO. Ta dokument je bil pripravljen v

Uvod
Ta mednarodni standard določa zahteve za vse vidike prevajalskega procesa, ki neposredno vplivajo
na kakovost in zagotavljanje prevajalskih storitev. Vključuje določila za ponudnike prevajalskih storitev
v zvezi z upravljanjem osnovnih procesov, pogoji za minimalno usposobljenost, razpoložljivostjo in
upravljanjem virov ter drugimi ukrepi, potrebnimi za zagotavljanje kakovostnih prevajalskih storitev.
Ta mednarodni standard je namenjen ponudnikom prevajalskih storitev katerekoli velikosti. Za
doseganje skladnosti morajo biti izpolnjena vsa določila mednarodnega standarda, vendar se metode
izvajanja lahko razlikujejo glede na velikost in zapletenost organizacije ter v nekaterih primerih glede
na obseg in zapletenost prevajalske storitve, naročene pri ponudniku prevajalskih storitev.
Naslednji modalni glagoli, ki se uporabljajo v tem mednarodnem standardu, imajo dogovorjen pomen v
skladu z Direktivami ISO:
– je treba/morati – uporablja se za navajanje zahtev, ki jih je treba dosledno upoštevati za
skladnost s tem dokumentom in od katerih ni dovoljeno odstopati;
– naj bi – uporablja se za izražanje, da se med več različnimi možnostmi ena priporoča kot zlasti
primerna, pri čemer druge možnosti niso omenjene ali izključene, ali da ima neko ravnanje
prednost, ni pa nujno zahtevano;
– se lahko – uporablja se za izražanje dovoljenega ravnanja ob upoštevanju omejitev iz tega
dokumenta;
– je mogoče – uporablja se za izjave o materialnih, fizičnih ali vzročnih možnostih in sposobnostih.
V tem mednarodnem standardu je bil sprejet naslednji dogovor za zagotovitev jasnosti na mestih, kjer
bi sicer lahko prišlo do konceptnih nejasnosti:
– sklicevanja na »zahteve« se nanašajo na določila tega mednarodnega standarda, drugih
standardov ali pravnih predpisov;
– sklicevanja na »specifikacije« se nanašajo na določila, ki zadevajo prevajalsko storitev ali projekt
in ki izvirajo od stranke, ponudnika prevajalskih storitev ali iz drugih virov.

Prevajalske storitve – Zahteve za prevajalske storitve

1 Področje uporabe
Ta mednarodni standard določa zahteve za osnovne procese, vire in druge vidike, potrebne za
zagotavljanje kakovostnih prevajalskih storitev, ki izpolnjujejo veljavne specifikacije.
Uporaba tega mednarodnega standarda poleg tega zagotavlja način, s katerim lahko ponudnik
prevajalskih storitev dokaže skladnost določenih prevajalskih storitev s tem mednarodnim standardom
ter zmožnost, da s svojimi procesi in viri zagotovi prevajalsko storitev, ki ustreza specifikacijam stranke
in drugim veljavnim specifikacijam.
Veljavne specifikacije lahko vključujejo specifikacije stranke, samega ponudnika prevajalskih storitev
in vseh ustreznih panožnih kodeksov, smernic dobre prakse ali zakonodaje.
Uporaba grobega prevoda strojnega prevajalnika in popravljanje strojnih prevodov nista zajeta v
področje uporabe tega mednarodnega standarda.
Ta mednarodni standard se ne uporablja za storitve tolmačenja.

3 Viri
3.1  Človeški viri
3.1.1 Splošno
Ponudnik prevajalskih storitev mora imeti vzpostavljen dokumentiran proces za zagotovitev, da imajo
osebe, izbrane za izvajanje prevajalskih nalog, zahtevane kompetence in kvalifikacije.
Ponudnik prevajalskih storitev mora voditi zapise dokazil o strokovnih kompetencah prevajalcev,
pregledovalcev, strokovnih pregledovalcev in drugih strokovnjakov.
3.1.2 Odgovornost za naloge, oddane v podizvajanje
Kadar se ponudnik prevajalskih storitev odloči, da za izvajanje prevajalske storitve ali dela prevajalske
storitve najame tretjo osebo, ohrani polno odgovornost za zagotavljanje, da so izpolnjene vse zahteve
tega mednarodnega standarda v zvezi s storitvijo ali delom storitve, ki jo izvaja ta tretja oseba.
3.1.3 Strokovne kompetence prevajalcev
Prevajalci morajo imeti naslednje kompetence.
a) Prevajalska kompetenca: zmožnost prevajati vsebine v skladu s 5.3.1, vključno z zmožnostjo
obravnavati težave pri razumevanju jezikovnih vsebin in tvorjenju jezikovnih vsebin ter z
zmožnostjo prenosa vsebin v ciljni jezik v skladu z dogovorom med stranko in ponudnikom
prevajalskih storitev ter drugimi projektnimi specifikacijami.
b) Jezikovna in besedilna kompetenca v izhodiščnem in ciljnem jeziku: zmožnost razumevanja
izhodiščnega jezika, obvladanje ciljnega jezika ter splošno ali specializirano poznavanje

besedilnovrstnih norm. Ta jezikovna in besedilna kompetenca vključuje zmožnost uporabe tega
znanja pri tvorjenju prevoda ali drugih vsebin v ciljnem jeziku.
c) Raziskovalna kompetenca ter kompetenca pridobivanja in obdelovanja informacij:
zmožnost uspešnega pridobivanja dodatnega jezikovnega in specializiranega znanja, potrebnega
za razumevanje vsebin v izhodiščnem jeziku in tvorbo vsebin v ciljnem jeziku. Za raziskovalno
kompetenco so potrebne tudi izkušnje pri uporabi raziskovalnih orodij in zmožnost oblikovanja
primernih strategij za uspešno uporabo razpoložljivih virov informacij.
d) Kulturna kompetenca: zmožnost uporabe informacij o vedenjskih normah, najnovejši
terminologiji, sistemih vrednot in lokalnih značilnostih posamezne izhodiščne in ciljne kulture.
e) Tehnična kompetenca: znanje, zmožnosti in veščine, potrebne za izvajanje tehničnih nalog med
postopkom prevajanja z uporabo tehničnih sredstev, vključno z orodji in sistemi IT, ki podpirajo
celoten prevajalski proces.
f) Kompetenca na zadevnem področju: zmožnost razumevanja vsebine, oblikovane v
izhodiščnem jeziku, in prenosa te vsebine v ciljni jezik z uporabo ustreznega sloga in
terminologije.
3.1.4 Kvalifikacije prevajalca
Ponudnik prevajalskih storitev mora določiti kvalifikacije prevajalca za zagotavljanje storitev v skladu s
tem mednarodnim standardom, pri čemer mora pridobiti dokumentirane zapise, da prevajalec
izpolnjuje vsaj eno od naslednjih meril:
a) ima priznano diplomo s področja prevajanja, ki jo je podelila visokošolska ustanova,
b) ima priznano diplomo s kateregakoli drugega področja, ki jo je podelila visokošolska ustanova, in
dve leti strokovnih izkušenj s polnim delovnim časom s področja prevajanja,
c) ima pet let strokovnih izkušenj s polnim delovnim časom s področja prevajanja.
OPOMBA 1: V nekaterih državah so lahko diplome iz prevajalstva poimenovane drugače, in sicer kot diplome s področja
lingvističnih ali jezikovnih študij. Če študij zajema usposabljanje s področja prevajanja, se diploma šteje za
enakovredno diplomi iz prevajalstva.
OPOMBA 2: Upoštevati je treba, da ima lahko beseda »diploma« v različnih izobraževalnih sistemih različen pomen. V tem
mednarodnem standardu pomeni akademsko diplomo prve stopnje, ki jo podeli priznana visokošolska ustanova.
OPOMBA 3: Strokovne izkušnje s polnim delovnim časom pomenijo polni delovni čas ali enakovredne izkušnje.
3.1.5  Strokovne kompetence pregledovalcev
Ponudnik prevajalskih storitev mora zagotoviti, da imajo pregledovalci vse kompetence prevajalcev,
opredeljene v 3.1.3, kvalifikacije iz 3.1.4 ter prevajalske izkušnje in/ali izkušnje s pregledovanjem na
zadevnem področju.
3.1.6 Strokovne kompetence strokovnih pregledovalcev
Ponudnik prevajalskih storitev mora zagotoviti, da so strokovni pregledovalci strokovnjaki z zadevnega
področja in da so pridobili ustrezne kvalifikacije s tega področja pri visokošolski ustanovi in/ali imajo
izkušnje na zadevnem področju.
3.1.7 Kompetence vodij prevajalskih projektov
Ponudnik prevajalskih storitev mora zagotoviti, da imajo projektni vodje ustrezne dokumentirane
kompetence, da pomagajo ponudniku prevajalskih storitev pri zagotavljanju prevajalskih storitev v
skladu s specifikacijami naročnika in drugimi projektnimi specifikacijami.
Ustrezne kompetence za vodenje prevajalskih projektov je mogoče pridobiti v okviru formalnega ali
neformalnega usposabljanja (npr. kot del visokošolskega študija ali usposabljanja na delovnem mestu
ali z izkušnjami v industriji).

Med usposabljanjem in izvajanjem nalog naj bi vodje prevajalskih projektov pridobili osnovno znanje o
prevajalski industriji in celovito znanje o prevajalskih procesih ter obvladali veščine projektnega
vodenja.
3.1.8 Zapisovanje rednega vzdrževanja in posodabljanja zahtevanih kompetenc
Ponudnik prevajalskih storitev mora imeti vzpostavljen postopek za zapisovanje, da se kompetence
njegovih prevajalcev, pregledovalcev, strokovnih pregledovalcev, projektnih vodij in drugih
strokovnjakov iz točk 3.1.3 do 3.1.7 vzdržujejo s stalnim izvajanjem dela in redno posodabljajo z
usposabljanjem ali na druge načine. Ponudnik prevajalskih storitev mora voditi zapise, kako se
kompetence vzdržujejo in posodabljajo.
3.2  Tehnični in tehnološki viri
Ponudnik prevajalskih storitev mora imeti vzpostavljeno infrastrukturo, ki kadar je to primerno,
zagotavlja razpoložljivost in uporabo naslednjega:
a) tehnične opreme, potrebne za uspešno in učinkovito izvajanje prevajalskih projektov ter za varno
in zaupno ravnanje z v
