Plastics and rubber machines - Extruders and extrusion lines - Part 3: Safety requirements for haul-offs

This European Standard contains the safety requirements for the design and construction of haul-offs used in extrusion lines for processing plastics and rubber for the hazards identified in clause 4. The following kinds of haul-offs are covered:
-   caterpillar haul-offs;
-   belt haul-offs;
-   capstan haul-offs;
-   belt capstan haul-offs;
-   roller haul-offs.
The machine begins at the material inlet opening and ends at the material outlet.
Cutting units which are integrated with or attached to the haul-off are not covered.
Take-off devices used at film or sheet lines are not covered.
Chemical, toxicological and fire hazards which could occur for example in continuous vulcanisation plants due to the materials processed are not dealt with.
Unwinding and winding machines are not subject to this standard. They are being dealt with in a separate standard being produced by another working group of CEN/TC 145.
This document is not applicable to haul-offs which are manufactured before the date of publication by CEN of this document.

Diese Europäische Norm enthält die Sicherheitsanforderungen bezüglich der in Abschnitt 4 identifizierten Gefährdungen für Konzipierung und Bau von Abzügen, die in Extrusionsanlagen für die Verarbeitung von Kunststoffen und Kautschuk eingesetzt werden. Die folgenden Arten von Abzügen sind behandelt:
-   Raupenabzüge;
-   Bandabzüge;
-   Scheibenabzüge;
-   Band Scheibenabzüge;
-   Rollenabzüge.
Die Maschine beginnt an der Materialeintrittsöffnung und endet an der Materialaustrittsstelle.
Schneideinrichtungen, die im Abzug integriert oder mit ihm verbunden sind, sind nicht behandelt.
Abzugseinrichtungen, die in Anlagen für Folien oder Platten verwendet werden, sind nicht behandelt.
Chemische, toxikologische Gefährdungen und Gefährdungen durch Feuer, die in z. B. kontinuierlichen Vulkanisieranlagen durch die zu verarbeitenden Materialien auftreten könnten, sind nicht behandelt.
Abwickler und Aufwickler sind in dieser Norm nicht behandelt. Sie werden in einer separaten Norm behandelt, die von einer anderen Arbeitsgruppe des CEN/TC 145 erarbeitet wird.

La présente Norme européenne définit les prescriptions de sécurité correspondant aux phénomènes dangereux énumérés à l'article 4 pour la conception et la construction des extracteurs utilisés dans les lignes d'extrusion pour la transformation du caoutchouc et des matières plastiques. Les types d’extracteurs suivants sont couverts :
   extracteurs à chenilles ;
   extracteurs à courroies ;
   extracteurs à cabestan ;
   extracteurs à cabestan et à courroie ;
   extracteurs à rouleaux.
La machine commence à l'ouverture d'entrée du matériau et finit à la sortie du matériau.
Les dispositifs de coupe qui sont intégrés ou fixés à l'extracteur ne sont pas couverts.
Les dispositifs d’évacuation utilisés dans les lignes de production de films ou de feuilles ne sont pas couverts.
Les phénomènes dangereux chimiques, toxiques et d'incendie, par exemple ceux dus au matériau transformé qui pourraient se produire dans les unités de vulcanisation en continu, ne sont pas traités.
Les dérouleurs et enrouleurs ne sont pas couverts par la présente norme. Ils sont traités dans une norme distincte élaborée par un autre groupe de travail du CEN/TC 145.

3.2 caterpillar haul-off a device comprising two or more sets of linked elements equipped with gripping segments or lugs; one or more are driven. Grip is achieved when the elements are closed together by pressing the product between them (see figure 1).
3.3 belt haul-off a device comprising two counter-rotating belts set in line one above the other; one or both is driven. Grip is achieved when the belts are closed together by pressing the product between both belts (see figure 2).
3.4 capstan haul-off a device comprising one or more drums or wheels at least one of which is driven. Grip is achieved by the tension of the product, e.g. cables, flexible hoses, wrapped one or more times around the drum(s) or wheel(s) (see figure 3).
3.5 belt capstan haul-off a device comprising a wheel and a belt which covers at least partially the circumference of the wheel. The wheel, the belt or both are driven. Grip is achieved by pressing the product between the belt and the wheel (see figure 4).
3.6 roller haul-off a device comprising one or more sets of counter-rotating rolls set in line one above the other; one roller or both of each set is driven. Grip is achieved by pressing the product between the rollers (see figure 5). SIST EN 1114-3:2001+A1:2008

These hazards are principally due to:  the rotating parts of the drive and power transmission systems (a,b,c,d);  the rotating drive rollers or wheel(s) or drum(s) with or without product (a, b, c, d);  the moving parts of the conveying elements, such as caterpillars, belts, pressure rollers, return rollers, etc. with or without product (a,b,c,d,);  the moving parts of the conveying element mountings during opening and closing (a, e);  movement of the product through feed openings in guards (a,d);  movement of the machine for changes of location (a).

EN 1114-3:2001+A1:2008 (E) 14 4.3 Hazards due to hydraulic and pneumatic equipment If hydraulic or pneumatic energy is used hazards can occur due to:  release of fluids under pressure from hydraulic systems or of compressed air from pneumatic components;  whiplash of pipelines in case of pipe breakage. 4.4 Hazards due to failure of safety related parts of control systems Hazards due to uncontrolled dangerous movements or unexpected start-up can occur following failure of components of the measuring, regulating and control circuitry. 4.5 Thermal hazards Burns can occur due to contact with hot machine parts or hot extrusion products. 4.6 Hazards due to noise Hazards caused by high noise levels can lead to:  hearing impairment;  interference with speech communication;  interference with the perception of acoustic signals. 4.7 Hazards due to instability Overturning or unexpected movement of the haul-off due to the force transferred by the product to the machine. 5 Safety requirements and/or protective measures Machinery shall comply with the safety requirements and/or protective measures of this clause. In addition, the machine shall be designed according to the principles of !EN ISO 12100" for hazards relevant but not significant, which are not dealt with by this document (e. g. sharp edges). 5.1 Mechanical hazards 5.1.1 General Machines shall be designed and constructed such that there is no access to danger zones. When this is not possible, access to danger zones shall be prevented by safeguards in accordance with !Clause 4 of
EN ISO 12100-2:2003." 5.1.2 Feeding zone Access to danger zones shall be protected by:  distance guards in accordance with 3.2.2 of EN 953:1997; SIST EN 1114-3:2001+A1:2008



EN 1114-3:2001+A1:2008 (E) 15  in the form of protective structures preventing access to the danger zone, for safety distances tables 2, 3 and/or 4 of EN 294:1992 shall apply; or  in the form of a tunnel extending from the machine inlet along the product line; for safety distances tables 3 and/or 4 of EN 294:1992 shall apply. The gap between the moving extrusion product and fixed parts of the guard shall be such as to avoid the creation of additional hazards. or  interlocking guards in accordance with 3.5 of EN 953:1997 or interlocking guards with guard locking in accordance with 3.6 of EN 953:1997, taking into account the selection criteria of EN 1088:1995 and the approach speed criteria in accordance with EN 999:1998. The guards shall be interlocked with the drive. For safety distances tables 2, 3 and/or 4 of EN 294:1992 shall apply. or  trip devices, e.g. pressure sensitive edges in accordance with prEN 1760-2:1996 or active opto-electronic protective devices the positioning of which shall take into account the approach speed criteria in accordance with EN 999:1998. The trip device shall be interlocked with the drive. or  if these solutions cannot be applied for technical reasons adjustable guards in accordance with 3.4 of EN 953:1997. The gap between the extrusion product and the guard shall be less than 4 mm. It shall be stated in the instruction manual, that the guard shall be kept so adjusted (see 7.2 b)). If the gap between a particular product type being hauled off and the guard must be larger than 4 mm due to diameter variation of that product at any phase during hauling off the machine must be fitted with a label indicating the hazard (see 7.1 a)). 5.1.3 Conveying zone Access to danger zones shall be protected by:  fixed guards in accordance with 3.2 of EN 953:1997; for safety distances tables 2, 3 and/or 4 of
EN 294:1992 shall apply; and/or  interlocking guards in accordance with 3.5 of EN 953:1997 or interlocking guards with guard locking in accordance with 3.6 of EN 953:1997, taking into account the selection criteria of EN 1088:1995 and the approach speed criteria in accordance with EN 999:1998. The guards shall be interlocked with the drive. For safety distances tables 2, 3 and/or 4 of EN 294:1992 shall apply. 5.1.4 Drive and power transmission zone Access to danger zones shall be protected by:  fixed guards in accordance with 3.2 of EN 953:1997; for safety distances tables 2, 3 and/or 4 of

EN 1114-3:2001+A1:2008 (E) 16 5.1.5 Discharge zone Access to danger zones shall be protected by:  fixed guards in accordance with 3.2 of EN 953:1997; for safety distances tables 2, 3 and/or 4 of
EN 294:1992 shall apply; and/or  interlocking guards in accordance with 3.5 of EN 953:1997 or interlocking guards with guard locking in accordance with 3.6 of EN 953:1997, taking into account the selection criteria of EN 1088:1995 and the approach speed criteria in accordance with EN 999:1998. The guards shall be interlocked with the drive. For safety distances tables 2, 3 and/or 4 of EN 294:1992 shall apply. 5.1.6 Start up and machine setting operations in the danger zones Access to any dangerous movements in the danger zones for start-up and machine setting operations shall be prevented by designing the haul-off to allow these operations to be undertaken with the machine stationary
e. g. feeding at start-up where the extrusion product can be drawn through by hand. Instructions for this shall be stated in the instruction manual (see 7.2 g)). When these operations can only be undertaken with the haul-off running then access to any dangerous movements in the danger zones shall be prevented by:  use of safe feeding device, e. g. using a special start-up product fed through the haul-off and connected with the upstream extrusion product of the haul-off at standstill; and/or  other procedures, e.g. by leaving the extrusion product in the haul-off when stopping the haul-off; or  use of a procedure, e. g. by using a selector switch in combination with for example  a two hand control device in accordance with EN 574:1996, type III B or;  !a sensitive protective equipment (trip device) in accordance with EN ISO 12100-1:2003, 3.26.5". If these solutions cannot be applied for technical reasons and if close approach to the danger zone is required, then either:  movements of the conveying elements shall be activated and controlled by a hold-to-run control device in accordance with !3.26.3 of EN ISO 12100-1:2003" such that:  the maximum circumferential speed in this mode is 200 mm/s for the moving parts of the conveying elements and 50 mm/s for the conveying element mountings during opening and closing; and  the control device is activated by a selector switch that makes any remote control panels inoperative. If the selector switch is located outside the reach of the operator when touching the hold-to-run control device, a key mode selector switch shall be used. or SIST EN 1114-3:2001+A1:2008



EN 1114-3:2001+A1:2008 (E) 17  the conveying elements of the haul-off shall be controlled in synchronization with other machines on the production line with the following conditions:  a key mode selector switch shall be used, which shall be in the start-up or setting positions for the production line; and  the circumferential speed shall be limited to a maximum of 200 mm/s for the conveying elements and 50 mm/s for the conveying element mountings during opening and closing; and  a warning beacon on the haul-off must be activated as long as the selector switch is in the start-up or setting positions for the production line; and  when turning the selector switch to the production position the access to the danger zones of the haul-off shall be prevented. See also 7.2 e). 5.1.7 Wheels for machinery movement for changes of location To prevent crushing of the feet in the case of power operated movement of the machine for changes of location, the carriage wheels shall be provided with enclosing guards in accordance with 3.2.1 of
