Introduces the concept to check the reliability and functionality of reused parts and their usage within new products. Also provides information and criteria about the tests/analysis required for products containing such reused parts, which are declared "qualified-as-good-as-new" relative to the designed life of the product. The purpose of this standard is to ensure by tests and analysis that the reliability and functionality of a new product containing reused parts is comparable to a product with only new parts.

REQUIREMENTS FOR FUNCTIONALITY AND TESTS
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To

INTRODUCTION
The marketplace for products in the 21st century is a rapidly changing one. Now there are
new pressures of environment and increased speed of technological growth, causing a need
to rethink the old idea of "what constitutes a new product ? ".
The environmental changes have shown the old ways to be very wasteful on the environment
and its resources. Owing to the improving quality of manufacturing, most parts have been
manufactured with a life expectancy far longer than the user needs, which leads to products
and their component parts being disposed of despite the potential usefulness they still
contain.
Technological changes too make products both more reliable and also obsolete (or less
fashionable) at a faster rate; these two conflicting situations also fuel the cycle of waste.
The solution to this cycle of waste is to introduce a standard that will reassure customers and
manufacturers that they can have products produced using parts that have been used
previously (qualified-as-good-as-new parts), without loss of dependability.
These parts will have to meet high acceptance criteria to move their status from being
second-hand parts onto this new level (qualified-as-good-as-new). These criteria will ensure
that not only does the lifetime of the part match or exceed the needs and expectations of the
next owner, but also the functions are as good as the alternative unused part.
The first application of this standard should be made at the design stage, where potential
"qualified-as-good-as-new " parts will be highlighted for reuse; the acceptance criteria will
then be drawn up for all parts highlighted.
Later on, when the products are ready to be recycled, the selected parts have to pass those
criteria prior to incorporation into other products.
To protect the customer from misuse of the standard, it will be indispensable to tell the end
customer that the product contains "qualified-as-good-as-new" parts, which will not affect its
functionality, lifecycle or safety, and that documentation exists showing which parts have
been incorporated.
The benefits of this to the manufacturer are in reduced spending on new parts, meeting
proposed legislation, and the assurance that this will not affect the customers’ perception of
their quality.
The benefits to the customer are in receiving a quality product, totally fit for purpose and life
expectancy, in the knowledge that the methods used were environmentally friendly, and fully
controlled.

1 Scope
This International Standard introduces the concept to check the reliability and functionality of
reused parts and their usage within new products. It also provides information and criteria
about the tests/analysis required for products containing such reused parts, which are
declared "qualified-as-good-as-new" relative to the designed life of the product.
In this standard, the term "product" covers electrical, electro-mechanical, mechanical parts or
hardware that may contain software. "Qualified-as-good-as-new" does not apply to software
products, concepts and ideas.
The purpose of this standard is to ensure by tests and analysis that the reliability and
functionality of a new product containing reused parts is comparable to a product with only
new parts. This would justify the manufacturer granting the next customer the full warranty of
the product with "qualified-as-good-as-new" parts.
NOTE This standard can also be applied in producing product specific standards by technical committees
responsible for an application sector.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply, some of which
are taken from IEC 60050-191. Figure A.3 shows the relationship between the lifetimes
defined below. Lifetimes can be measured in operating time-scale or in operating time per
calendar time-scale (e.g. cycles per year).

4 Requirements for products containing reused parts
4.1 General
According to 3.4, products may be made up of new and reused parts (see Figure 1).

4.2 Functional properties and quality
Products containing reused parts shall meet the same technical standards and, if not
otherwise stated, have the same functionality as a product with only new parts.
Parts, assemblies or materials that are reused shall be of equal technical specification to
those of the equivalent new ones with respect to function and environmental conditions of
operation.
It is allowable for qualified-as-good-as-new parts to have minor variations from the
specifications of the new part. These deviations might depend on the kind of product.
However, these variations shall be explicitly stated in the qualification process documentation
for the product.
"Qualified-as-good-as-new" parts shall pass the same or equivalent inspection and functional
testing that new parts go through in the product manufacturers process.
The functionality of products with qualified-as-good-as-new parts shall be verified at least by
the same inspection and function testing as the product with only new parts.
NOTE New application of reused parts or new software versions available requires appropriate re-qualification
and validation.
4.3 Environmental issues
During the process of including qualified-as-good-as-new parts into manufacturing, due care
shall be given to ensure that these reused parts do not in themselves cause more
environmental damage than their disposal and manufacturing of new ones would do. For
example, special attention should be given to the following environmental aspects: energy
consumption, hazardous substances and material recycling.

Qualified-as-good-as-new parts can also be used as spare parts to improve the chances of
the full utilization of the product with a long usability with respect to the environment, e.g.
saving resources even when the cost is equal.
To reduce the costs of recovering parts that can be used in this way, designers should think
about how the product will be disassembled at the end of its life. The more complex the
design the more difficult and expensive it will be to recover the parts.
If the disassembly is below a certain cost level, the quantity of products containing reused
parts may increase.
NOTE 1 Care should be taken for products containing hazardous substances if it is intended to put them into
circulation again.
NOTE 2 Relatively high-energy consumption should be regarded as undesirable, but may be acceptable if the
production of new products is either difficult or costly.
4.4 Safety
Any product containing reused parts shall fulfil the current safety and warranty requirements
in order to match both current conditions of sale as well as legal requirements.
4.5 Remaining working life
The qualified-as-good-as-new parts shall have a remaining working life sufficient for the as-
new designed life of the final product.
4.6 Traceability
To ensure good traceability, manufacturing records are recommended in order to eliminate
parts with a remaining working life lower than the as-new designed life of a product.
However, for lower cost parts, it can be acceptable to identify reused parts by a label or some
identifying mark.
5 Qualification testing for products containing reused parts
5.1 Evaluation of current status
Procedures shall be applied to evaluate the state of products containing qualified-as-good-as-
new parts. The evaluation can be made by using the manufacturer’s data sheet or by life tests
of components or modules. Proper use of quality management systems can support in
controlling the manufacturing and evaluation process (for example ISO 9001, IEC 60300-1,
IEC 60300-2).
These procedures may be:
– visual inspections, measurements and function tests such as those performed on products
with only new parts;
– evaluations of running time counters, consumption counters, etc. designed to help decide
whether parts can possibly be reused giving information on the remaining working life
(e.g. with characteristic curves like wear, Weibull plots);

– checking whether qualified-as-good-as-new enclosures/reused parts of products are
visually intact;
– appropriate inspections or testing (e.g. X-ray or ultra sound testing) shall be included if the
mechanical structure is in any way load carrying;
– evaluation of the status of software.
5.2 Reliability assessment
Through analysis and/or testing it shall be verified that the specified failure intensity/ failure
rate for the product containing reused parts is not higher than for a product with only new
parts, nor does it exceed given limits in the as-new designed life for the product. Reliability
stress screening may be omitted on reused parts.
Analysis and testing should be designed to ensure that the product, containing reused parts,
achieves a level of performance and reliability consistent with the product's ANDL (e.g. see
IEC 60300-2).
5.3 Final inspection and testing
Final inspection and testing, including functional testing of products with reused parts, shall
be the same as for products with only new parts.
6 Reconditioning
6.1 Reconditioning of parts
Reconditioning of parts would be allowable if all the criteria are met.
6.2 Dismantling and restoration
Products containing parts suitable for reuse shall be dismantled and the parts shall be
restored based on appropriate workmanship standards, instructions and methods.
Housings of products shall be visually intact. Secondary lacquering is allowed.
7 Warranty and documentation
7.1 Life, failure rate, warranty period
The expected life of a product containing reused parts shall correspond at least to the
designed life of a product as stated in the specification. The failure intensity/failure rate of a
