Reciprocal internal combustion engines - Recoil starting equipment - General safety requirements (ISO 14314:2004)

This International Standard specifies the safety requirements for engine re-coil starting equipment intended for use on RIC engines for land, rail and marine use, excluding engines intended for use to propel road vehicles and aircraft. It may be applied to engines intended for use to propel construction and earth-moving machines and for other applications where no other suitable International Standards exist. In addition to the technical safety requirements, it also contains the method of checking the adherence to these requirements. This International Standard only addresses the hazards associated with the installation and operation of recoil starting equipment.
This International Standard is primarily directed at machines which are manufactured after the date of publication of this International Standard.

Hubkolben-Verbrennungsmotoren - Reversierstarteinrichtung - Allgemeine Sicherheitsanforderungen (ISO 14314:2004)

Diese Norm legt die Sicherheitsanforderungen für Reversierstarteinrichtungen an Hubkolben-Verbrennungs-motoren fest, für Hubkolben-Verbrennungsmotoren zur Verwendung an Land, auf der Schiene oder für den Schiffsbetrieb. Ausgenommen sind Motoren zum Antrieb von Straßenfahrzeugen und Flugzeugen. Diese Norm darf auch für Motoren zum Antrieb von Straßenbau- und Erdbewegungsmaschinen und für andere Verwendungen angewandt werden, falls für diese Motoren keine entsprechende Internationale Norm vorliegt.
Ergänzend zu den sicherheitstechnischen Anforderungen legt diese Norm auch Maßnahmen zur Feststellung der Übereinstimmung mit diesen Anforderungen fest.
Diese Norm beschreibt nur die Gefährdungen, die im Zusammenhang mit der Installation und dem Betrieb von Reversierstarteinrichtungen verbunden sind.
Diese Internationale Norm gilt in erster Linie für Maschinen, die nach dem Erscheinungsdatum dieser Internationalen Norm hergestellt werden.

Moteurs alternatifs à combustion interne - Dispositifs de démarrage à réenrouleur - Exigences générales de sécurité (ISO 14314:2004)

L'ISO 14314:2004 spécifie les exigences relatives aux dispositifs de démarrage à réenrouleur équipant les moteurs alternatifs à combustion interne pour les applications terrestres, ferroviaires et marines, à l'exception des moteurs utilisés pour propulser les véhicules routiers et les aéronefs. Elle peut s'appliquer aux moteurs utilisés pour propulser des engins servant à la construction et des engins de terrassement, ainsi que dans le cadre des applications pour lesquelles il n'existe aucune Norme internationale appropriée.
L'ISO 14314:2004 contient, outre les prescriptions techniques de sécurité, les procédures de contrôle du respect de ces prescriptions.
Elle couvre uniquement les phénomènes dangereux associés à l'installation et au fonctionnement des dispositifs de démarrage à réenrouleur.
L'ISO 14314:2004 s'adresse principalement aux machines qui sont fabriquées après sa date de publication.

Foreword
The text of ISO 14314:2004 has been prepared by Technical Committee ISO/TC 70 “Internal combustion
engines” of the International Organization for Standardization (ISO) and has been taken over as EN ISO
14314:2009 by Technical Committee CEN/TC 270 “Internal combustion engines” the secretariat of which is
held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by January 2010, and conflicting national standards shall be withdrawn at
the latest by January 2010.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN ISO 14314:2004.
This European Standard has been prepared under a mandate given to CEN by the Commission of the

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been

Introduction
The hierarchy of safety standards in the field of machinery is as follows:
a) type-A standards (basis safety standards) giving basic concepts, principle for design, and general aspects
that can be applied to machinery;
b) type-B standards (generic safety standards) dealing with one safety aspect or one type of safeguards that
can be used across a wide range of machinery;
1) type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature, noise);
2) type-B2 standards on safeguards (e.g. two-hands controls, interlocking devices, pressure sensitive
devices, guards);
c) type-C standards (machinery safety standards) dealing with detailed safety requirements for a particular
machine or group of machines.
This document is a type C standard as stated in EN 1070.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards for machines
that have been designed and built according to the provisions of this type C standard.
