Woodworking machines - Safety - Part 3: Numerically controlled (NC/CNC) boring and routing machines (ISO 19085-3:2021)

This document gives the safety requirements and measures for numerically controlled (NC/CNC)
boring machines, NC/CNC routing machines and NC/CNC boring and routing machines (as defined in
3.2, 3.3 and 3.4), capable of continuous production use, hereinafter referred to as "machines".
This document deals with all significant hazards, hazardous situations and events, listed in Annex A,
relevant to the machines when they are operated, adjusted and maintained as intended and under the
conditions foreseen by the manufacturer including reasonably foreseeable misuse. Also, transport,
assembly, dismantling, disabling and scrapping phases have been taken into account.
This document is also applicable to machines fitted with one or more of the following devices/additional
working units, whose hazards have been dealt with:
— additional working units for sawing, sanding, assembling or dowel inserting;
— fixed or movable workpiece support;
— mechanical, pneumatic, hydraulic or vacuum workpiece clamping;
— automatic tool change devices.
It is also applicable to machines fitted with edge-banding equipment, even if the relevant specific
hazards have not been dealt with.
NOTE For the risk assessment needed for the edge-banding equipment, ISO 19085-17 can be useful.
Machines covered in this document are designed for workpieces consisting of:
— solid wood;
— material with similar physical characteristics to wood (see ISO 19085-1:2021, 3.2);
— gypsum boards, gypsum bounded fibreboards, cardboard;
— matrix engineered mineral boards, silicate boards;
— composite materials with core consisting of polyurethane or mineral material laminated with light
alloy;
— polymer-matrix composite materials and reinforced thermoplastic/thermoset/elastomeric
materials;
— aluminium light alloy profiles;
— aluminium light alloy plates with a maximum thickness of 10 mm;
— composite boards made from the materials listed above.
This document does not deal with specific hazards related to:
— use of grinding wheels;
— ejection through openings guarded by curtains on machines where the height of the opening in the
enclosure above the workpiece support exceeds 700 mm;
— ejection due to failure of milling tools with a cutting circle diameter equal to or greater than 16 mm
and sawing tools not conforming to EN 847-1:2017 and EN 847-2:2017;
— the combination of a single machine being used with other machines (as a part of a line);
— integrated workpiece loading/unloading systems (e.g. robots).
This document is not applicable to:
— single spindle hand fed or integrated fed routing machines;
— machines intended for use in potentially explosive atmosphere;
— machines manufactured prior to its publication.

Holzbearbeitungsmaschinen - Sicherheit - Teil 3: Numerisch gesteuerte (NC-/CNC-) Bohr- und Fräsmaschinen (ISO 19085-3:2021)

Dieses Dokument stellt Sicherheitsanforderungen und -maßnahmen für numerisch gesteuerte NC /CNC- Bohrmaschinen, NC-/CNC-Fräsmaschinen und NC-/CNC-Bohr- und-Fräsmaschinen (wie in 3.2, 3.3 und 3.4 definiert), die für den dauerhaften Einsatz in der Produktion geeignet sind, im Folgenden als „Maschinen“ bezeichnet, zur Verfügung.
Dieses Dokument behandelt alle im Anhang A aufgeführten signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die auf die Maschinen zutreffen, wenn sie bestimmungsgemäß und entsprechend den vom Hersteller vorhergesehenen Bedingungen verwendet, eingestellt und gewartet werden, einschließlich der vernünftigerweise vorhersehbaren Fehlanwendung. Ferner wurden die Phasen Transport, Montage, Demontage, Rückbau und Verschrottung berücksichtigt.
Dieses Dokument ist auch für Maschinen anwendbar, die mit einer oder mehreren der folgenden Vorrichtungen/zusätzlichen Arbeitsaggregate ausgestattet sind, deren Gefährdungen behandelt wurden:
—   Zusatzaggregate zum Sägen, Schleifen, Montieren oder Eintreiben von Dübeln;
—   feste oder bewegliche Werkstückauflage;
—   mechanische, pneumatische, hydraulische oder Vakuum-Werkstückspannung;
—   automatische Werkzeugwechseleinrichtungen.
Es ist auch auf Maschinen anwendbar, die mit einer Ausrüstung zum Anleimen von Kanten ausgestattet sind, selbst wenn die relevanten spezifischen Gefährdungen nicht behandelt werden.
ANMERKUNG   Für die Risikobeurteilung, die für die Ausrüstung zum Anleimen von Kanten erforderlich ist, kann ISO 19085-17 hilfreich sein.
Die in diesem Dokument behandelten Maschinen sind für Werkstücke ausgelegt, bestehend aus:
—   Massivholz;
—   Werkstoffen mit ähnlichen physikalischen Eigenschaften wie Holz (siehe ISO 19085-1:2021, 3.2);
—   Gipsplatten, gipsgebundene Faserplatten, Karton;
—   Matrix-gebundene Mineralplatten, Silikatplatten;
—   Verbundwerkstoffen mit einem Kern aus Polyurethan oder Mineralwerkstoffen, laminiert mit Leichtmetall;
—   Polymer-Matrix-Verbundwerkstoffen und verstärkten thermoplastischen/duroplastischen/elastomeren Werkstoffen;
—   Aluminium-Leichtmetallprofilen;
—   Aluminium-Leichtmetallplatten mit einer Dicke von max. 10 mm;
—   Verbundplatten, die aus den oben aufgeführten Materialien hergestellt werden.
Dieses Dokument behandelt nicht die spezifischen Gefährdungen in Bezug auf
—   die Verwendung von Schleifscheiben;
—   das Herausschleudern durch Öffnungen, die durch Vorhänge geschützt sind, an Maschinen, bei denen die Höhe der Öffnung in der Kapselung über der Werkstückauflage 700 mm übersteigt;
—   das Herausschleudern aufgrund des Bruchs von Fräswerkzeugen mit einem Flugkreisdurchmesser von 16 mm oder mehr und Sägewerkzeugen, die nicht EN 847-1:2017 und EN 847-2:2017 entsprechen;
—   die Kombination einer einzelnen Maschine, die mit anderen Maschinen (als Teil einer Linie) verwendet wird;
—   integrierte Systeme zum Be-/Entladen von Werkstücken (z. B. Roboter).
Dieses Dokument ist nicht anwendbar für:
—   einspindelige Fräsmaschinen mit Handvorschub oder integriertem Vorschub;
—   Maschinen, die zur Verwendung in explosionsgefährdeten Bereichen bestimmt sind;
—   Maschinen, die vor seiner Veröffentlichung hergestellt wurden.

Machines à bois - Sécurité - Partie 3: Perceuses et défonceuses à Commande Numérique (CN/CNC) (ISO 19085-3:2021)

Le présent document donne les exigences et mesures de sécurité pour les perceuses à commande numérique (CN/CNC), les défonceuses CN/CNC et les perceuses et défonceuses CN/CNC (telles que définies en 3.2, 3.3 et 3.4), capables d'un usage en production continu, ci-après désignées «machines».
Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs, énumérés dans l'Annexe A, applicables aux machines lorsqu'elles sont utilisées, réglées et entretenues comme prévu et dans les conditions prévues par le fabricant, incluant une mauvaise utilisation raisonnablement prévisible. Les phases de transport, d'assemblage, de démontage, de mise hors service et de mise au rebut ont également été prises en compte.
Le présent document est également applicable aux machines équipées d'un ou plusieurs des dispositifs/ unités de travail supplémentaires suivants, dont les phénomènes dangereux ont été traités:
—    des unités de travail supplémentaires pour le sciage, le ponçage, l'assemblage ou l'insertion de goujons;
—    un support de pièce fixe ou mobile;
—    un bridage de pièce mécanique, pneumatique, hydraulique ou à dépression;
—    des dispositifs de changement automatique d'outil.
Il est également applicable aux machines munies d'un équipement de plaquage de chant, même si les phénomènes dangereux spécifiques pertinents n'ont pas été traités.
NOTE    Pour l'évaluation du risque nécessaire pour l'équipement de plaquage de chant, l'ISO 19085‑17 peut être utile.
Les machines couvertes par le présent document sont conçues pour des pièces constituées de:
—    bois massif,
—    matériau ayant des caractéristiques physiques similaires à celles du bois (voir l'ISO 19085-1:2021, 3.2);
—    panneaux en plâtre, en fibres agglomérées au plâtre, carton;
—    panneaux en  matrice minérale, panneaux de silicate;
—    matériaux en composite dont la base est constituée de polyuréthane ou d'un matériau minéral stratifié en alliage léger;
—    matériaux en composite à matrice polymère et matériaux renforcés thermoplastiques/ thermodurcis/ élastomères;
—    profilés en alliage léger d'aluminium;
—    plaques en alliage léger d'aluminium d'une épaisseur maximale de 10 mm;
—    panneaux en composite fabriqués à partir des matériaux énumérés ci-dessus.
Le présent document ne traite pas des phénomènes dangereux spécifiques relatifs à:
—    l'utilisation de meules;
—    l'éjection par des ouvertures protégées par des rideaux sur des machines où la hauteur de l'ouverture dans l'enceinte au-dessus du support de pièce dépasse 700 mm;
—    l'éjection due à une défaillance d'outils de fraisage dont le diamètre du périmètre de coupe est supérieur ou égal à 16 mm et d'outils de sciage non conformes aux EN 847-1:2017 et EN 847-2:2017;
—    la combinaison d'une machine simple utilisée avec d'autres machines (comme une partie d'une ligne);
—    les systèmes intégrés de chargement/déchargement de pièce (par exemple, robots).
Le présent document n'est pas applicable aux:
—    défonceuses monobroches à avance manuelle ou à avance mécanisée;
—    machines conçues pour une utilisation en atmosphère explosible;
—    machines fabriquées avant sa publication.

Lesnoobdelovalni stroji - Varnost - 3. del: Numerično krmiljeni (NC/CNC) vrtalni in rezkalni stroji (ISO 19085-3:2021)

Ta dokument določa varnostne zahteve in ukrepe za numerično krmiljene (NC/CNC) vrtalne stroje, numerično krmiljene rezkalne stroje ter numerično krmiljene vrtalne in rezkalne stroje (kot so opredeljeni v točkah
3.2, 3.3 in 3.4), ki jih je mogoče uporabljati za neprekinjeno proizvodnjo (v nadaljevanju: »stroji«).
Ta dokument obravnava vsa večja tveganja, nevarne situacije in nevarne dogodke, navedene v dodatku A, v zvezi s temi stroji, kadar se uporabljajo, prilagajajo in vzdržujejo v skladu s svojim namenom ter pod

Uporablja se tudi za naprave z opremo za robno lepljenje, tudi če ustrezna posebna tveganja niso bila obravnavana.
OPOMBA: Pri ocenjevanju tveganja, ki je potrebno za opremo za robno lepljenje, je morda uporaben standard ISO 19085-17. Stroji, zajeti v tem dokumentu, so načrtovani za obdelovance iz:
– masivnega lesa;
– materialov, ki imajo podobne fizične lastnosti kot les (glej standard ISO 19085-1:2021, točka 3.2);

– uporaba brusilnih orodij;
– izmet skozi zastrte odprtine na strojih, pri katerih višina odprtine v
ohišju nad podporo obdelovanca presega 700 mm;
– izmet zaradi okvare orodij za rezkanje s krožnim premerom reza 16 mm ali več
in orodij za žaganje, ki niso v skladu s standardoma EN 847-1:2017 in EN 847-2:2017;
– kombinirana uporaba posameznih strojev in drugih strojev (kot del proizvodne linije);

This European Standard has been prepared under a Commission’s standardization request “M/396
Mandate to CEN and CENELEC for Standardisation in the field of machinery" to provide one voluntary
means of conforming to essential requirements of Directive 2006/42/EC of the European Parliament
and of the Council of 17 May 2006 on machinery, and amending Directive 95/16/EC (recast).

This document was prepared by Technical Committee ISO/TC 39, Machine tools, Subcommittee SC 4,
Woodworking machines.
This document is intended to be used in conjunction with ISO 19085-1:2020, which gives requirements
common to different machine types.
A list of all parts in the ISO 19085 series can be found on the ISO website.
This second edition cancels and replaces the first edition (ISO 19085-3:2017), which has been
technically revised.
The main changes compared to the previous edition are as follows:
— In Scope, machines are “intended for continuous production use”, in line with part-1, ed.2;
— the list of significant hazards is moved to an Annex, according to ISO-CEN rules. Following Clauses
and Annexes are renumbered accordingly;
— the structure was simplified, thanks to simplifications in part-1, ed.2; in particular, 6.6;
— the machines designs covered were clarified, and the relevant requirements were made more explicit
(and stricter in some cases) for each design in new 6.6.2, with examples figures in new Annex;
— the example solutions in 6.6.3 were improved and simplified;
— 7.2 is new, and a new updated full Noise Test Code is in Annex F, with reference to part-1, ed.2.

Introduction
The ISO 19085 series of International Standards provides technical safety requirements for the
design and construction of woodworking machinery. It concerns designers, manufacturers, suppliers
and importers of the machines specified in the Scope. It also includes a list of informative items to be
provided to the user by the manufacturer.
This document is a type-C standard as stated in ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the Scope.
When requirements of this type-C standard are different from those which are stated in type-A or
type-B standards, the requirements of this type-C standard take precedence over the requirements of
the other standards for machines that have been designed and built according to the requirements of
this type-C standard.
The full set of requirements for a particular type of woodworking machine are those given in the part
of ISO 19085 applicable to that type, together with the relevant requirements from ISO 19085-1, to the
extent specified in the Scope of the applicable part of ISO 19085.
As far as possible, in parts of ISO 19085 other than ISO 19085-1, safety requirements are referenced
to the relevant sections of ISO 19085-1, to avoid repetition and reduce their length. The other parts
contain replacements and additions to the common requirements given in ISO 19085-1.
Thus, Clauses 4, 5, 6, and 7 with their subclauses and the annexes of this document can either
— confirm as a whole,
— confirm with additions,
— exclude in total, or
— replace with specific text
the corresponding subclauses or annexes of ISO 19085-1.
This interrelation is indicated in the first paragraph of each subclause or annex right after the title by
one of the following possible statements:
— “ISO 19085-1:2020, [subclause/Annex], applies”;
— “ISO 19085-1:2020, [subclause/Annex], applies with the following additions.” or “ISO 19085-1:2020,
[subclause/Annex], applies with the following additions, subdivided into further specific subclauses.”;
— “ISO 19085-1:2020, [subclause/Annex], does not apply.”;
— “ISO 19085-1:2020, [subclause/Annex], is replaced by the following text.” or “ISO 19085-1:2020,
[subclause/Annex], is replaced by the following text, subdivided into further specific subclauses.”.
Specific subclauses and annexes in this document without correspondent in ISO 19085-1:2020 are
indicated by the introductory sentence: “Subclause/Annex specific to this document.”.
Clauses 1 and 2 replace the correspondent clauses of ISO 19085-1, with no need for indication since they
are specific to each part of the series.

1 Scope
This document gives the safety requirements and measures for numerically controlled (NC/CNC) boring
machines, NC/CNC routing machines and NC/CNC combined boring/routing machines (as defined in 3.2
and 3.3), designed for continuous production use, hereinafter referred to as "machines".
This document deals with all significant hazards, hazardous situations and events, listed in Annex A,
relevant to the machines when they are operated, adjusted and maintained as intended and under the
conditions foreseen by the manufacturer including reasonably foreseeable misuse. Also, transport,
assembly, dismantling, disabling and scrapping phases have been taken into account.
This document is also applicable to machines fitted with one or more of the following devices/additional
working units, whose hazards have been dealt with:
— additional working units for sawing, sanding, edge banding, assembling or dowel inserting;
— fixed or movable workpiece support;
— mechanical, pneumatic, hydraulic or vacuum workpiece clamping;
— automatic tool change devices.
Machines covered in this document are designed for workpieces consisting of
— solid wood,
— material with similar physical characteristics to wood (see ISO/DIS 19085-1:2020, 3.2),
— gypsum boards, gypsum bounded fibreboards, cardboard,
— matrix engineered mineral boards, silicate boards,
— composite materials with core consisting of polyurethane or mineral material laminated with
