This draft European Standard specifies the conformity assessment arrangements for newly manufactured EMS installed on a traction unit. This includes the integration conformity assessment and installation conformity assessment. In addition, this document also specifies the conformity assessment procedures for device and ancillary component replacement (e.g. due to damage in service), and periodic check to verify the EMS conformity assessment remains valid.
This draft European Standard does not include elements related to conformity assessment aspects other than design review and testing provisions for the products, processes or services specified. Consequently, this part does not delete, change or interpret the general requirements for conformity assessment procedures and vocabulary detailed in EN/ISO/IEC 17000.

Introduction
The Energy Measurement System provides measurement and data suitable for billing and may also be used
for energy management, e.g. energy saving.
This series of European Standards uses the functional approach to describe the Energy Measurement
System and on-ground Data Collection Service. These functions are implemented in one or more physical
devices. The user of this Series of standards is free to choose the physical implementation arrangements.
a) Structure and main contents of the EN 50463 series:
This series of European Standards is divided into five parts. The titles and brief descriptions of each part
are given below:
1) EN 50463-1 — General:
The scope of EN 50463-1 is the Energy Measurement System (EMS).
EN 50463-1 provides system level requirements for the complete EMS and common requirements
for all devices implementing one or more functions of the EMS.
2) EN 50463-2 — Energy measuring:
The scope of EN 50463-2 is the Energy Measurement Function (EMF).
The EMF provides measurement of the consumed and regenerated active energy of a traction unit.
If the traction unit is designed for use on AC traction systems, the EMF also provides measurement
of reactive energy. The EMF provides the measured quantities via an interface to the Data Handling
System.
The EMF consists of the three functions: Voltage Measurement Function, Current Measurement
Function and Energy Calculation Function. For each of these functions, accuracy classes are
specified and associated reference conditions are defined. This part also defines all specific
requirements for all functions of the EMF.
The Voltage Measurement Function measures the voltage of the CL system and the Current
Measurement Function measures the current taken from and returned to the CL system. These
functions provide signal inputs to the Energy Calculation Function.
The Energy Calculation Function inputs the signals from the Current and Voltage Measurement
Functions and calculates a set of values representing the consumed and regenerated energies.
These values are transferred to the Data Handling System and are used in the creation of Compiled
Energy Billing Data (CEBD).
The standard has been developed taking into account that in some applications, the EMF may be
subjected to legal metrological control. All relevant metrological aspects are covered in this part of
EN 50463.
EN 50463-2 also defines the conformity assessment of the EMF.
3) EN 50463-3 — Data handling:
The scope of EN 50463-3 is the Data Handling System (DHS) and the associated requirements of
Data Collecting System (DCS).
The on board DHS receives, produces and stores data, ready for transmission to any authorized
receiver of data on board or on ground. The main goal of the DHS is to produce Compiled Energy

Billing Data and transfer it on an interoperable basis to an on-ground Data Collecting System
(DCS). The DHS can support other functionality on board or on-ground with data, as long as this
does not conflict with the main goal.
The DCS on-ground receives Compiled Energy Billing Data and transfer it to settlement system.
EN 50463-3 also defines the conformity assessment of the DHS and for the transfer of CEBD to an
on-ground Data Collecting System (DCS).
4) EN 50463-4 — Communication:
The scope of EN 50463-4 is the communication services.
This part of EN 50463 gives requirements and guidance regarding the data communication
between the functions implemented within EMS as well as between such functions and other on
board units where data are exchanged using a communications protocol stack over a dedicated
physical interface or a shared network.
It includes the on board to ground communication service and covers the requirements necessary
to support data transfer between DHS and DCS including the transfer of CEBD on an interoperable
basis.
EN 50463-4 also defines the conformity assessment of the communications services.
5) EN 50463-5 — Conformity assessment:
The scope of EN 50463-5 is the conformity assessment procedures for the EMS.
EN 50463-5 also covers re-verification procedures and conformity assessment in the event of the
replacement of a device of the EMS.
b) EMS functional structure and dataflow:
Figure 1 illustrates the functional structure of the EMS, the main sub-functions and the structure of the
dataflow and is informative only. Only the main interfaces required by this standard are displayed by
arrows.
Since the communication function is distributed throughout the EMS, it has been omitted for clarity. Not
all interfaces are shown.

4 Conformity assessment approach
4.1 General
This clause specifies the structure and methodology for the conformity assessment. The procedures, design
review requirements, testing requirements, and conformity assessment documentation requirements are
specified in Clause 5. Completion of devices level conformity assessment is a pre-requisite to carry out EMS
conformity assessment. The conformity assessment is undertaken in the following key stages:
1) device level;
2) EMS level;
3) EMS re-verification and device / ancillary component replacement.
Stage 1 is mandatory for newly manufactured devices and is covered by EN 50463-2, EN 50463-3 and
EN 50463-4. Stages 2, 3 are mandatory for every EMS in accordance with the scope as specified in
Clause 1. The conformity assessment, undertaken during stages 2 and 3, deals primarily with system level
requirements, and it does not replicate the detail in stage 1.
4.2 Situation of applicability
The EMS conformity assessment described in this part applies in case of:
• EMS integration,
• EMS installation,
• EMS periodic re-verification,
• EMS device / ancillary component replacement.
4.3 General Methodology
The conformity assessment is undertaken using the following methods:
a) device design review;
b) device type test;
c) device routine test;
d) EMS integration design review;
e) EMS integration type test;
f) EMS installation design review;
g) EMS installation type test;
h) EMS installation routine test.
Furthermore the following methods cover re-verification and replacement:

i) EMS periodic re-verification;
j) EMS device / ancillary component replacement.
Methods a) to c) are used at device level and the conformity assessment arrangements are covered by
EN 50463-2, EN 50463-3 and EN 50463-4. Methods d) to j) apply at EMS system level and are described in
this part of the EN 50463 series of standards.
Each method described generates evidence of conformity. Methods d) to h) are listed in logical order. They
may be undertaken in the same testing environment.
Completing the integration methods d) and e) allows the possibility of using this integration conformity
assessment in conjunction with multiple installation conformity assessment’s. This approach can be
employed when the same EMS equipment type is to be used on several different traction unit types, using
multiple installation conformity assessment’s to deal with the installation issues only.
Figure 2 illustrates the methods of conformity assessment arrangements.

4.4 EMS Specific Methodology
4.4.1 General
Methods d) to j) apply at EMS system level, the methods i) and j) address re-verification and device
component replacement. Methods are listed in logical order. They may be undertaken in the same testing
environment.
4.4.2 EMS integration design review
The integration design review demonstrates that all the devices of a specific equipment type used to form an
EMS are able to be brought together correctly in accordance with an EMS design, and when integrated
together provides the intended functionality in accordance with this series of standards.
4.4.3 EMS integration type test
The integration type test demonstrates that all the devices of a specific equipment type forming the EMS
when integrated together are functioning as intended in accordance with this series of standards.
4.4.4 EMS installation design review
The installation design review assesses the compatibility between an EMS of a specific equipment type and
a traction unit type, so that its functionality is maintained when installed on board.
4.4.5 EMS installation type test
The installation type test demonstrates that the integrated EMS of a specific equipment type, when installed
on board on a specimen representative of the traction unit type, is functioning as intended in accordance with
this series of standards.
4.4.6 EMS installation routine test
The installation routine test demonstrates that the type tested EMS functionality is ensured for each
installation on traction units of the same type.
4.4.7 EMS periodic re-verification
The EMS periodic re-verification activities are used to ensure the conformity assessment of an in-service
EMS remains valid, where necessary confirm metrological properties, so that the EMS can continue to be
used.
4.4.8 Replacement of devices and ancillary components
If a device / ancillary component of an in-service EMS is replaced, the substitution procedure ensures that
the EMS conformity assessment remains valid and the EMS can continue to be used.
5 Conformity assessment procedures
5.1 General
Before undertaking conformity assessment in accordance with Clause 5, all devices forming an EMS of a
specific equipment type shall have passed the appropriate device level conformity assessment in
accordance with EN 50463-2, EN 50463-3, and EN 50463-4.
NOTE If design changes are made to traction unit, no conformity assessment of EMS is required unless the
changes affect the EMS.

74 The Energy Measurement System provides measurement and data suitable for billing and may also be used
75 for energy management, e.g. energy saving.
76 This series of European Standards uses the functional approach to describe the Energy Measurement
77 System and on-ground Data Collection Service. These functions are implemented in one or more physical
78 devices. The user of this Series of standards is free to choose the physical implementation arrangements.
79 — Structure and main contents of the EN 50463 series:
80 This series of European Standards is divided into five parts. The titles and brief descriptions of each part are
81 given below:
82 — EN 50463-1 — General:
83 The scope of EN 50463-1 is the Energy Measurement System (EMS).
84 EN 50463-1 provides system level requirements for the complete EMS and common requirements for all
85 devices implementing one or more functions of the EMS.
86 — EN 50463-2 — Energy measuring:
87 The scope of EN 50463-2 is the Energy Measurement Function (EMF).
88 The EMF provides measurement of the consumed and regenerated active energy of a traction unit. If the
89 traction unit is designed for use on a.c. traction systems, the EMF also provides measurement of reactive
90 energy. The EMF provides the measured quantities via an interface to the Data Handling System.
91 The EMF consists of the three functions: Voltage Measurement Function, Current Measurement Function
92 and Energy Calculation Function. For each of these functions, accuracy classes are specified and
93 associated reference conditions are defined. This part also defines all specific requirements for all functions
94 of the EMF.
95 The Voltage Measurement Function measures the voltage of the CL system and the Current Measurement
96 Function measures the current taken from and returned to the CL system. These functions provide signal
97 inputs to the Energy Calculation Function.
98 The Energy Calculation Function inputs the signals from the Current and Voltage Measurement Functions
99 and calculates a set of values representing the consumed and regenerated energies. These values are
100 transferred to the Data Handling System and are used in the creation of Compiled Energy Billing Data.
101 The standard has been developed taking into account that in some applications, the EMF may be subjected
102 to legal metrological control. All relevant metrological aspects are covered in this part of EN 50463.
103 EN 50463-2 also defines the conformity assessment of the EMF.
104 — EN 50463-3 — Data handling:
105 The scope of EN 50463-3 is the Data Handling System (DHS) and the associated requirements of Data
106 Collection Service (DCS).
107 The on board DHS receives, produces and stores data, ready for transmission to any authorized receiver of
108 data on board or on ground. The main goal of the DHS is to produce Compiled Energy Billing Data and
109 transfer it on an interoperable basis to an on-ground Data Collection Service (DCS). The DHS can support
110 other functionality on board or on-ground with data, as long as this does not conflict with the main goal.

111 The DCS on-ground receives Compiled Energy Billing Data and transfer it to settlement system.
112 EN 50463-3 also defines the conformity assessment of the DHS and for the transfer of CEBD to an on-
113 ground Data Collection Service (DCS).
114 — EN 50463-4 — Communication:
115 The scope of EN 50463-4 is the communication services.
116 This part of EN 50463 gives requirements and guidance regarding the data communication between the
117 functions implemented within EMS as well as between such functions and other on board units where data
118 are exchanged using a communications protocol stack over a dedicated physical interface or a shared
119 network.
120 It includes the on board to ground communication service and covers the requirements necessary to support
121 data transfer between DHS and DCS including the transfer of CEBD on an interoperable basis.
122 EN 50463-4 also defines the conformity assessment of the communications services.
123 — prEN 50463-5 — Conformity assessment:
124 The scope of prEN 50463-5 is the conformity assessment procedures for the EMS.
125 prEN 50463-5 also covers re-verification procedures and conformity assessment in the event of the
126 replacement of a device of the EMS.
127 — EMS functional structure and dataflow:
128 Figure 1 illustrates the functional structure of the EMS, the main sub-functions and the structure of the
129 dataflow and is informative only. Only the main interfaces required by this standard are displayed by arrows.
130 Since the communication function is distributed throughout the EMS, it has been omitted for clarity. Not all

134 1 Scope
135 This draft European Standard specifies the conformity assessment arrangements for newly manufactured
136 EMS installed on a traction unit. This includes the integration conformity assessment and installation
137 conformity assessment. In addition, this document also specifies the conformity assessment procedures for
138 device and ancillary component replacement (e.g. due to damage in service), and periodic check to verify
139 the EMS conformity assessment remains valid.
140 This draft European Standard does not include elements related to conformity assessment aspects other
141 than design review and testing provisions for the products, processes or services specified. Consequently,
142 this part does not delete, change or interpret the general requirements for conformity assessment
143 procedures and vocabulary detailed in EN/ISO/IEC 17000.
144 This draft European Standard does not cover the conformity assessment schemes that, according to
145 CENELEC Internal Regulations, are the responsibility of ISO policy committee “Committee on conformity

201 4 Conformity assessment approach
202 4.1 General
203 This clause specifies the structure and methodology for the conformity assessment. The procedures, design
204 review requirements, testing requirements, and conformity assessment documentation requirements are
205 specified in Clause 5. Completion of devices level conformity assessment is a pre-requisite to carry out EMS
206 conformity assessment. The conformity assessment is undertaken in the following key stages:
207 1) device level;
208 2) EMS level;
209 3) EMS re-verification and device / ancillary component replacement.
210 Stage 1 is mandatory for newly manufactured devices and is covered by prEN 50463-2, EN 50463-3 and
211 EN 50463-4. Stages 2, 3 are mandatory for every EMS in accordance with the scope as specified in
212 Clause 1. The conformity assessment, undertaken during stages 2 and 3, deals primarily with system level
213 requirements, and it does not replicate the detail in stage 1.
214 4.2 Situation of applicability
215 The EMS conformity assessment described in this part applies in case of:
216 • EMS integration,
217 • EMS installation,
218 • EMS periodic re-verification,
219 • EMS device / ancillary component replacement.
220 4.3 General Methodology
221 The conformity assessment is undertaken using the following methods:
222 a) device design review;
223 b) device type test;
224 c) device routine test;
225 d) EMS integration design review;
226 e) EMS integration type test;
227 f) EMS installation design review;
228 g) EMS installation type test;
229 h) EMS installation routine test.

230 Furthermore the following methods are covering the re-verification and replacement:
231 i) EMS periodic re-verification;
232 j) EMS device / ancillary component replacement.
233 Methods a) to c), are used at device level and the conformity assessment arrangements are covered by
234 prEN 50463-2, EN 50463-3 and EN 50463-4. Methods d) to j) apply at EMS system level and are described
235 in this part of the EN 50463 series of standards.
236 Each method described generates evidence of conformity. Methods d) to h) are listed in logical order. They
237 may be undertaken in the same testing environment.
238 Completing the integration methods d) and e) allows the possibility of using this integration conformity
239 assessment in conjunction with multiple installation conformity assessment’s. This approach can be
240 employed when the same EMS equipment type is to be used on several different traction unit types, using
241 multiple installation conformity assessment’s to deal with the installation issues only.

245 4.4 EMS Specific Methodology
246 4.4.1 General
247 Methods d) to j) apply at EMS system level, the methods i) and j) address re-verification and device
248 component replacement. Methods are listed in logical order. They may be undertaken in the same testing
249 environment.
250 4.4.2 EMS integration design review
251 The integration design review demonstrates that all the devices of a specific equipment type used to form an
252 EMS are able to be brought together correctly in accordance with an EMS design, and when integrated
253 together provides the intended functionality in accordance with this series of standards.
254 4.4.3 EMS integration type test
255 The integration type test demonstrates that all the devices of a specific equipment type forming the EMS
256 when integrated together are functioning as intended in accordance with this series of standards.
257 4.4.4 EMS installation design review
258 The installation design review assesses the compatibility between an EMS of a specific equipment type and
259 a traction unit type, so that its functionality is maintained when installed on board.
260 4.4.5 EMS installation type test
261 The installation type test demonstrates that the integrated EMS of a specific equipment type, when installed
262 on board on a specimen representative of the traction unit type, is functioning as intended in accordance with
263 this series of standards.
264 4.4.6 EMS installation routine test
265 The installation routine test demonstrates that the type tested EMS functionality is ensured for each
266 installation on traction units of the same type.
267 4.4.7 EMS periodic re-verification
268 The EMS periodic re-verification activities are used to ensure the conformity assessment of an in-service
269 EMS remains valid, where necessary confirm metrological properties, so that the EMS can continue to be
270 used.
271 4.4.8 Replacement of devices and ancillary components
272 If a device / ancillary component of an in-service EMS is replaced, the substitution procedure ensures that
273 the EMS conformity assessment remains valid and the EMS can continue to be used.
274 5 Conformity assessment procedures
275 5.1 General
276 Before undertaking conformity assessment in accordance with Clause 5, all devices forming an EMS of a
277 specific equipment type shall have passed the appropriate device level conformity assessment in
278 accordance with prEN 50463-2, EN 50463-3, and EN 50463-4.

279 NOTE If design changes are made to traction unit no conformity assessment of EMS is required unless the
280 changes affect the EMS.
281 5.2 EMS integration design review
282 5.2.1 EMS integration design review documentation
283 In order to carry out the EMS integration design review, the following documentation shall be provided by the
284 integrator for each designated EMS equipment type:
285 a) list of the devices / ancillary components integrated into the equipment type and relevant setting
286 information;
287 b) mapping of the function(s) and sub-function(s) specified in prEN 50463-1, prEN 50463-2, EN 50463-3
288 and EN 50463-4 to the devices integrated into the equipment type;
289 c) EMS integration design;
290 d) device level conformity assessment documentation for each device integrated into the EMS.
291 5.2.2 EMS integration design review assessment
292 Using the documentation listed above and, if necessary, any further information provided by agreement with
293 the integrator, the EMS integration design review is carried out and shall give the evidence that:
294 a) all mandatory EMS functionality is provided;
295 b) the integration ensures compatibility between the devices forming the EMS and, if applicable, any
296 aspects of the EMS and other systems;
297 c) the conformity assessment done at device level remains valid;
298 d) EMS level requirements, which are to be verified by design review, are met;
299 e) interfaces between devices that are exchanging CEBD and CEBD-related data are protective interfaces;
300 f) interface(s) for service and testing are available and protective;
301 g) the software dealing with CEBD and CEBD-related data provides the security means requested by
302 prEN 50463-1:2015, 4.3.4;
303 h) installation constraints necessary to ensure safety and performance are clearly identified and
304 documented;
305 i) the required indicators are available according to prEN 50463-1:2015, 4.3.7.3.
306 All requirements that cannot be verified by design review shall be listed and verified by the EMS integration
307 type test. This information shall be produced and used as an input document during the execution of the
308 conformity assessment type test methods to ensure all requirements are addressed. For example,
309 knowledge of the insulation arrangements at EMS level and the testing done at device level are necessary to
310 ensure the correct test requirements are adequate at EMS conformity assessment stage.
311 5.2.3 Integration Design Review Report (IDRR)
312 In case of a positive fulfilment of all the requirements of 5.2, the the Integration Design Review Report shall
313 be issued and shall be included in the conformity assessment file.

314 5.3 EMS integration type test
315 5.3.1 General
316 This clause contains the test requirements for integration type testing carried out as part of the conformity
317 assessment during the integration phase.
318 5.3.2 Integration type test procedure
319 The integrator shall produce a type test procedure for the EMS equipment type which describes how the
320 integration type tests are to be performed. The procedure shall also take into account requirements not
321 verified during integration design review and shall clearly identify the service, operational and test interfaces
322 including arrangements for applying test signals and monitoring performance. This document can be
323 produced in collaboration with the test authority.
324 This integration type test procedure is specific to the integration design detailing how the devices are
325 integrated and interconnected to form a specific EMS equipment type.
326 The integration type test procedure shall be included in the Conformity Assessment File.
327 5.3.3 Integration type tests
328 5.3.3.1 General
329 As a minimum the following test activities shall be performed.
330 5.3.3.2 Visual inspection
331 Check that the IUA matches the EMS equipment type and carry out a visual inspection in accordance with
332 EN 50155:2007, 12.2.1.
333 5.3.3.3 Power-up
334 Energize the power supply to the EMS and check the EMS reaches operational status within the time limit of
335 60 s.
336 5.3.3.4 Power-down
337 Energize the IUA such that it simulates the EMS operating with all external equipment behaving as intended
338 before and during the power down test.
339 Power down the EMS, and check
340 1) the EMS has successfully powered down,
341 2) any data being recorded during power down is successfully processed and stored.
342 NOTE Simulated operation can use signals introduced at the sensor outputs as an alternative to injecting signals
343 directly into the EMS input.
344 5.3.3.5 Traction supply system change
345 Simulate one traction supply system change and check that the requirements stated in prEN 50463-1:2015,
346 4.2.5.1 are fulfilled.
347 NOTE The assessment procedure can use simulated output from the sensors as an alternative to injecting signals
348 directly into the EMS input.

349 5.3.3.6 EMS Data flow test
350 Simulate input to the EMS and check the correlation between the input signals applied and the data stored in
351 the DHS, also ensure that the CEBD is stored correctly.
352 NOTE 1 The assessment procedure can use simulated output from the sensors as an alternative to injecting signals
353 directly into the EMS input.
354 Simulate data export from the DHS via the local service port and compare the data stored in the DHS with
355 data exported and ensure the data exported is identical to that held in the DHS.
356 Simulate data export from the DHS to the DCS and compare the data stored in the DHS with the data stored
357 in the DCS and ensure the two data sets are identical.
358 NOTE 2 The DCS can be the actual or a simulated one.
359 5.3.4 Integration Type Test Report (ITTR)
360 In case of a positive fulfilment of all the requirements of 5.3 the assessor shall issue the Integration Type
361 Test Report. The Integration Type Test Report shall be included in the Conformity Assessment
