Textile child care articles - Safety requirements and test methods for children's sleep bags for use in a cot

This document specifies requirements for the safety of children's sleep bags which are used in the
children's sleeping environment (i.e. not under supervision), and designed to provide sufficient warmth
so as to remove the need for additional bedding when sleeping in a cot or similar product (e.g.
crib/cradle) in which a child is contained. It is applicable to products for use by younger children based
on the ability of the children to not being able to climb out of the cot (approximately under the age of 24
months).
NOTE The informative Annex D lists topics of further investigations, which might lead to necessary
improvement of the safety requirements of children's sleep bags.
This document does not apply to products designed for use during the care of premature children or
children of low birthweight or for outdoor use or to products designed to keep a child warm in a
pushchair or car seats (e.g. foot muff).
If a part of the children's sleep bag is designed to offer additional function (e.g. play function), this part
will, in addition to the following requirements, be subjected to safety requirements related to relevant
standards (see A.1).

Es ist anzuwenden auf Produkte, die von jüngeren Kindern benutzt werden und beruhen auf der Unfähigkeit der Kinder, aus dem Kinderbett herauszuklettern (etwa im Alter bis zu 24 Monaten).
ANMERKUNG   Im informativen Anhang D sind Themen zur weiteren Untersuchungen aufgeführt, die zu notwendiger Verbesserung der sicherheitstechnischen Anforderungen an Kinderschlafsäcke führen können.
Dieses Dokument ist nicht anzuwenden für Produkte für Frühgeborene oder Kinder mit geringem Geburtsgewicht oder zur Verwendung im Freien oder für Produkte zum Warmhalten eines Kindes in einem Kinderwagen oder Autositz (z. B. Fußsack).
Wenn ein Teil des Kinderschlafsacks so gestaltet ist, dass er eine zusätzliche Funktion bietet (z.B. Spielfunktion), unterliegt dieser Teil zusätzlich zu den folgenden Anforderungen auch den sicherheitstechnischen Anforderungen der zutreffenden Normen (siehe A.1).

Le présent document spécifie les exigences de sécurité des gigoteuses utilisées dans l’environnement de sommeil d’enfants (c’est-à-dire hors surveillance) et conçues pour fournir une chaleur suffisante de sorte à éliminer le besoin en articles de literie supplémentaires quand l’enfant dort dans un lit d’enfant ou dans un produit similaire (berceau par exemple) dans lequel il est installé. Il est applicable aux produits destinés à être utilisés par les enfants en bas âge sur la base de l’incapacité de l’enfant à grimper pour sortir du lit d’enfant (à un âge inférieur à 24 mois environ).
NOTE   L’Annexe D, informative, présente des pistes de recherches complémentaires susceptibles de faire évoluer les exigences de sécurité des gigoteuses.
Le présent document ne concerne pas les produits conçus pour un usage pendant le soin des enfants prématurés ou des enfants ayant un faible poids à la naissance, les produits conçus pour un usage en extérieur ou les produits conçus pour garder l’enfant au chaud dans une poussette ou un siège de voiture (chancelière par exemple).

Ta dokument določa varnostne zahteve za otroške spalne vreče, ki se uporabljajo v otrokovem spalnem okolju (tj. brez nadzora), ki so zasnovane za zagotavljanje zadostne toplote brez dodatne posteljnine pri spanju v otroški posteljici ali podobnem izdelku (npr. zibelki), v katerem se nahaja otrok. Uporablja se za izdelke, ki jih uporabljajo mlajši otroci, na podlagi zmožnosti otroka, da ne more splezati iz otroške posteljice (do starosti približno 24 mesecev).

EN 16781:2018 (E) 4 European foreword This document (EN 16781:2018) has been prepared by Technical Committee CEN/TC 248 “Textiles and textile products”, the secretariat of which is held by BSI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by February 2019, and conflicting national standards shall be withdrawn at the latest by February 2019. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN shall not be held responsible for identifying any or all such patent rights. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association. EN 16781:2018 (E) 5 Introduction The European Commission Mandate N° M/497, followed by Product and Service safety in the Directorate-General Health and Consumers, under the title “Standardisation mandate to CEN, CENELEC and ETSI on the safety of child-care articles; Cluster 2- risks in the sleeping environment; Mattresses for cots, cot bumpers, suspended beds for children, duvets for children, sleep bags for children”, issued on 2011-10-20 and accepted by CEN BT on 2011-12-20, requested that CEN develop standards or specifications including safety requirements and test methods, warnings and instructions to adult users in order to address the possible hazard posed by these products. The aim of this European Standard is to minimize the main risks posed by products in the sleep environment of babies and young children, such as: — internal asphyxiation (choking); — entrapment; — hyperthermia (overheating); — strangulation; — external asphyxiation (suffocation); — flammability; — injuries due to falls; — injuries due to ingestion of small parts; — injuries due to chemicals. For the development of this document, attention was paid to: — the child’s stages of development (age, height, weight, ability, etc.). Sleep bags were studied in relation to children up to 3 years of age. — the intended or foreseeable use of the product, bearing in mind a child’s behaviour. Such behaviour exposes children to injury in ways that differ from those of adults, making children a particularly vulnerable group in society; — the hazard presented by the product in the circumstances under which the product and the child come into contact with each other. IMPORTANT — In order to comply with the essential safety requirements, this document is hazard based. As this document only deals with a particular textile child-care article, i.e. children's sleep bags, design characteristics have been specified only when necessary in order to introduce inherently safe design. These characteristics have been specified in a manner which allows compliance to be checked by interested parties, from designers to market surveillance authority officers. SIST EN 16781:2018

Table A.1 summarizes the relation between the design characteristics (4.1) and the hazards (4.2). 4.1 Design characteristics (see A.2) 4.1.1 General 4.1.1.1 Children's sleep bags shall not have any hood or other head covering (A.5), legs (A.1) or pockets (A.2.2). 4.1.1.2 When the children's sleep bag is fastened as intended, there shall be no openings which allow the child’s legs to penetrate and which would permit the child to walk. 4.1.1.3 Children's sleep bags shall not have any bulky seams or hard objects in the back panel (A.2.2). 4.1.1.4 Only buttons, metal press fasteners or slide fasteners shall be used for fastening the neck opening and the arm opening (see A.2.5). 4.1.1.5 Children's sleep bags shall not be designed, manufactured or supplied with magnetic components (see A.3.3.4.). 4.1.2 Neck openings 4.1.2.1 Requirements Neck opening, in relation to the child height, shall comply with the requirements according to Table 1, when measured in accordance with 4.1.2.2 (see A.2.3). Apply hooks to both the centre-back and centre-front points. Suspend the sleep bag using one hook so that the axis described is in a vertical orientation. Support the body of the sleep bag so as to avoid twisting or distortion of the neck opening during testing. Apply a mass to the lower hook so that the total mass of hook and mass applies a force (F) of (2,5 ± 0,2) N to the neck opening. SIST EN 16781:2018

EN 16781:2018 (E) 11 4.1.3 Press fasteners, buttons 4.1.3.1 When buttons or metal press fasteners are used for fastening the neck opening and the arm opening, they shall remain fastened when tested according to 4.1.2.2, but with a mass applying a force (F) of (10 ± 1) N (see A.2.3). 4.1.3.2 Metal press fasteners with plastic top cover, two-part buttons (buttons made of more than one piece), fabric-covered buttons and buttons made of wood or shells shall not be used (see A.2.5, A.3.3.1). 4.1.4 Slide fasteners 4.1.4.1 Requirements 4.1.4.1.1 Slide fasteners shall comply with EN 16732, at least the performance requirements of code B, with the exception of the strength of closed-end for which the minimum shall be 70N, and with the requirements of Table 2, as stated in EN 16732. 4.1.4.1.2 The top stop and the elements (teeth) shall be free from burrs and sharp edges (see A.3.5.1). Where components of a slide fastener could come into contact with the skin, the use of a plastic slide fastener with plastic top stops and bottom stops is recommended, in preference to a slide fastener with claw-type metal stops. NOTE Test methods are referred to in 4.1.4.2. 4.1.4.1.3 Slide fasteners shall have a slider locking device and shall not have a removable slider (see A.3.3.1). 4.1.4.1.4 Slide fasteners shall include a top stop (see A.3.3.1) and either a bottom stop or be secured in a manner so that the slider cannot be removed from the chain. Claw type stops are not recommended. 4.1.4.1.5 When slide fasteners are placed at the neck opening or at the arm opening, the top stop shall be placed away from the neck opening or the arm opening (see A.2.3). 4.1.4.1.6 In order to avoid direct skin contact in wear, a fabric guard shall cover the slide fastener in the neck and under arm area. 4.1.4.2 Test method Slide fastener characteristics shall be carried out in accordance with the test methods as described in EN 16732. The absence of a removable slider may be confirmed by manual inspection. EN 16781:2018 (E) 12 4.1.6 Threads (including sleep bag seams) 4.1.6.1 Single thread chain stitches, as described in ISO 4915, are not permitted (see A.3.1.2). 4.1.6.2 Seams shall have a seam allowance (distance between the fabric edge and sewing line) of no less than 5 mm (see A.3.1.2). 4.1.6.3 Seams shall be sewn so as to meet one of the following conditions (see A.3.3.2): a) a minimum of 10 stitches per 3 cm; b) if fewer than 10 stitches per 3 cm are used then the seam shall be tested as follows: Use clamps with jaws to which discs with a diameter of 19 mm are affixed. Attach the clamps not less than 30 mm apart and equidistant to the seam. Gradually apply a force of (70 ± 2) N between the two clamps over a period of approximately 5 s. Maintain the force for 10 s. Apply the test to this seam only once. Determine whether the front part of the 12 mm probe (see Figure 2) can be inserted through any one opening in the seam, using a maximum force of 10 N. NOTE Decorative stitches and quilting stitches are excluded from this requirement.
Figure 2 — Test Probe for seams 4.1.6.4 For accessible faces of the article, the maximum length of uncut float threads or uncut stitches shall be 10mm, and the maximum length for cut threads or cut stitches shall be 20 mm (see A.3.1.2). 4.1.6.5 Monofilament thread shall not be used (see A.3.1.2, A.3.5.1). 4.1.6.6 Buttons shall not be attached by chain stitch (see A.2.5, A.3.1.2). 4.1.7 Labels 4.1.7.1 Labels in the form of a loop (loop label) or in a way they may create a loop when the sleep bag is used shall not be attached on the sleep bag except in the upper inside back (see A.3.1.1, A.3.1.2). 4.1.7.2 Heat-sealed or laser cut materials shall not have sharp edges (see A.3.5.1).
