Tunnelling machines - Road headers and continuous miners - Safety requirements

EN 12111 specifies all significant hazards, hazardous situations and events relevant to road headers and continuous miners as defined in Clause 3, when they are used as intended and under the conditions foreseen by the manufacturer. Where mentioned, this standard applies also to cutter head attachments and impact hammers mounted on excavators and in tunnel shields. This standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards. Within the conditions stated by the manufacturer, overturning of the road header or continuous miner is not a significant hazard. Noise is not a significant hazard for cutter head attachments. Excavators and tunnel shields mentioned above are out with the scope of this standard and are covered by EN 474+A1 and EN 12336+A1 respectively. This European Standard also covers reasonably foreseeable misuse of such machinery in that compliance with the requirements of Clause 5 mitigates the risk arising from such misuse. The following items and applications are not covered by this European Standard: - the supply of electricity up to the main switch box; - use of the machine in potentially explosive atmospheres; - use of the machine under hyperbaric conditions - loading and transport equipment which is not an integral part of the machine; This European Standard covers monitoring for hazardous atmospheres. This European Standard is not applicable to machines manufactured before the date of publication of this European Standard by CEN.

Tunnelbaumaschinen - Teilschnittmaschinen und Continuous miners - Sicherheitstechnische Anforderungen

Diese Europäische Norm behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die auf Teilschnittmaschinen und Continuous Miners, wie in Abschnitt 3 festgelegt (nachfolgend Maschinen genannt), zutreffen, wenn sie bestimmungsgemäß und entsprechend den vorhersehbaren Bedingungen des Herstellers verwendet werden (siehe Abschnitt 4).
ANMERKUNG 1:   Innerhalb der bestimmungsgemäßen Verwendung von Teilschnittmaschinen und Continuous Miners ist das Umkippen keine signifikante Gefährdung.
Bagger liegen außerhalb des Anwendungsbereichs dieser Norm und sind in EN 474-1:2006+A4:2013 sowie EN 474-5:2006+A3:2013 abgedeckt.
Folgende Sachverhalte und Anwendungen sind nicht durch diese Europäische Norm abgedeckt:
-   elektrische Energieversorgung bis zum Hauptverteilerkasten;
-   Verwendung der Maschine in explosionsfähiger Umgebung;
-   Verwendung der Maschine unter Druckbedingungen;
-   Lade- und Transporteinrichtungen, die nicht integraler Bestandteil der Maschine sind.
Diese Europäische Norm umfasst Überwachungseinrichtungen explosionsgefährdeter Atmosphären.
Diese Europäische Norm gilt nicht für Maschinen, die hergestellt wurden, bevor CEN diese Europäische Norm veröffentlichte.
Anmerkung 2:   Die Richtlinie 94/9/EG bezüglich Ausrüstungen und Schutzsystemen, die für den Gebrauch in explosionsfähiger Atmosphäre vorgesehen sind, kann auf den Maschinentyp oder die Ausrüstungen dieser Europäischen Norm anwendbar sein. Diese Norm liefert keine Anforderungen zur Übereinstimmung mit den wesentlichen Gesundheits- und Sicherheitsanforderungen der Richtlinie 94/9/EG. Für die Anwendung in explosionsfähiger Umgebung siehe EN 1710:2005+A1:2008.

La présente Norme européenne traite tous les phénomènes dangereux significatifs, les situations et les
événements dangereux relatifs aux machines à attaque ponctuelle et aux mineurs continus tels que définis à
l’Article 3, lorsque ceux-ci sont utilisés normalement et dans les conditions prévues par le fabricant (voir
l'Article 4). Lorsque cela est indiqué, la présente norme s’applique également aux machines d’abattage et aux
marteaux à impact montés sur des excavatrices hydrauliques et des tunneliers. La présente norme spécifie
les mesures techniques appropriées pour éliminer ou réduire les risques engendrés par les phénomènes
dangereux significatifs. Dans les conditions spécifiées par le fabricant, le renversement de la machine à
attaque ponctuelle ou du mineur continu ne constitue pas un phénomène dangereux significatif. Le bruit ne
constitue pas un phénomène dangereux significatif pour les machines d’abattage.
Les excavateurs et les boucliers susmentionnés ne relèvent pas du domaine d’application de la présente
norme et sont couverts par l’EN 474+A1 et l’EN 12336+A1 respectivement.
La présente norme européenne couvre également le mauvais usage raisonnablement prévisible de ces
machines du fait que la conformité aux exigences de l’Article 5 permet de pallier le risque engendré par un tel
mauvais usage.
La présente norme européenne ne couvre pas les éléments et applications suivants :
- l’alimentation électrique jusqu’au dispositif de sectionnement ;
- l’utilisation de la machine en atmosphère potentiellement explosive ;
- l’utilisation de la machine dans des conditions hyperbares ;
- les équipements de chargement et de transport ne faisant pas partie intégrante de la machine ;
La présente norme européenne traite la surveillance des atmosphères dangereuses.

EN 12111 določa vsa resna tveganja, nevarne situacije in dogodke, povezane z odkopnimi napravami iz točke 3, pri predvideni uporabi in v pogojih, ki jih je predvidel proizvajalec. Kjer je navedeno, ta standard velja tudi za rezalne glave in udarne vrtalnike, pritrjene na bagre in v tunelskih ščitih. Ta standard določa ustrezne tehnične ukrepe za odpravljanje ali zmanjšanje tveganj, ki nastanejo pri resnih tveganjih. V okviru pogojev, ki jih je določil proizvajalec, prevrnitev odkopne naprave ni resno tveganje. Hrup ni resno tveganje pri rezalnih glavah. Zgoraj omenjeni bagri in tunelski ščiti niso vključeni v ta standard in jih obravnavata standarda EN 474+A1 in EN 12336+A1. Evropski standard prav tako obravnava razumno predvidljivo napačno uporabo teh strojev, pri čemer upoštevanje zahtev iz točke 5 zmanjšuje tveganje, ki se pojavi pri takšni napačni uporabi. 4 Foreword This document (EN 12111:2014) has been prepared by Technical Committee CEN/TC 151 “Construction equipment and building material machines - Safety”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by November 2014 and conflicting national standards shall be withdrawn at the latest by November 2014. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. EN 12111:2014 (E) 5 Introduction This document is a type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. 1 Scope This European Standard deals with all significant hazards, hazardous situations and events relevant to road headers and continuous miners as defined in Clause 3 (hereinafter called machines) when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). NOTE 1 Within the intended use, overturning of the road header or continuous miner is not a significant hazard. Excavators are out of the scope of this standard and are covered by EN 474-1:2006+A4:2013 and EN 474-5:2006+A3:2013. The following items and applications are not covered by this European Standard: — the supply of electricity up to the switch box; — use of the machine in potentially explosive atmospheres; — use of the machine under hyperbaric conditions; — loading and transport equipment which is not an integral part of the machine. This European Standard covers incorporation of monitoring devices for hazardous atmospheres. This European Standard is not applicable to machines manufactured before the date of publication of this European Standard by CEN. NOTE 2 Directive 94/9/EC concerning equipment and protective systems intended for use in potentially explosive atmospheres can be applicable to the type of machine or equipment covered by this European Standard.
