Gas infrastructure - Gas pressure regulating stations for transmission and distribution - Functional requirements

This European Standard contains the relevant functional requirements for gas pressure regulating stations, which form part of gas transmission or distribution systems. It is applicable to the design, materials, construction, testing, operation and maintenance of gas pressure regulating stations.
This European Standard does not apply to gas pressure regulating stations commissioned prior to the publication of this standard.
The stations covered by this European Standard have a maximum upstream operating pressure which does not exceed 100 bar. For higher maximum upstream operating pressures this standard should be used as a guideline.
If the inlet pipework of the station is a service line and the maximum upstream operating pressure does not exceed 16 bar and the design flowrate is equal to or less than 200 m³/h under normal conditions, EN 12279 applies.
Basic system requirements for gas pressure regulating stations are contained in this European Standard. Requirements for individual components (valves, regulators, safety devices, pipes, etc.) or installation of the components are contained in the appropriate European Standards.
For combined regulating and measuring stations, the additional requirements of EN 1776 can apply.
The requirements in this European standard do not apply to the design and construction of auxiliary facilities such as sampling, calorimetering, odorisation systems and density measuring. These facilities are covered by the appropriate European Standards, where existing, or other relevant standards.
The requirements of this European standard are based on good gas engineering practice under conditions normally encountered in the gas industry. Requirements for unusual conditions cannot be specifically provided for, nor are all engineering and construction details prescribed.
The requirements in this European standard are based on the physical and chemical data of gaseous fuels - including non-conventional gases - in accordance with Table 1 of EN 437:2009 for first and second family gases. Additional requirements in the case of gaseous fuels heavier than air and/or sour gases are not covered by this European Standard.
The objective of this European standard is to ensure the safe operation of such stations. This does not, however, relieve all concerned of the responsibility for taking the necessary care and applying effective quality management during the design, construction and operation.
This European Standard specifies common basic principles for the gas infrastructure. Users of this European Standard should be aware that more detailed national standards and/or codes of practice can exist in the CEN member countries.
This European Standard is intended to be applied in association with these national standards and/or codes of practice setting out the above-mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation with the requirements of this standard, the national legislation/regulation shall take precedence as illustrated in CEN/TR 13737 (all parts). CEN/TR 13737 gives:
-  clarification of all legislations/regulations applicable in a member state;
-  if appropriate, more restrictive national requirements;
-  a national contact point for the latest information.

Gasinfrastruktur - Gas-Druckregelanlagen für Transport und Verteilung - Funktionale Anforderungen

Diese Europäische Norm beinhaltet die wesentlichen funktionalen Anforderungen für Gas-Druckregelanlagen in Gastransport- oder -verteilungssystemen. Sie gilt für Planung, Werkstoffe, Bau, Prüfung, Betrieb und Instandhaltung von Gas-Druckregelanlagen.
Diese Europäische Norm gilt nicht für Gas-Druckregelanlagen, die vor der Publikation dieser Norm in Betrieb genommen worden sind.
Diese Europäische Norm gilt für Anlagen mit maximal zulässigen eingangsseitigen Betriebsdrücken bis 100 bar. Für höhere, maximal zulässige, eingangsseitige Betriebsdrücke sollte diese Norm als eine Leitlinie herangezogen werden.
Wenn die Eingangsleitung der Anlage eine Anschlussleitung ist und der maximal zulässige eingangsseitige Betriebsdruck nicht höher als 16 bar und der Auslegungsdurchfluss nicht größer als 200 m3/h im Normzustand ist, gilt EN 12279.
Diese Europäische Norm behandelt grundsätzliche Systemanforderungen an Gas-Druckregelanlagen. Die Anforderungen an einzelne Komponenten (Armaturen, Regelgeräte, Sicherheitseinrichtungen, Rohre usw.) oder für den Einbau der Komponenten werden in den einschlägigen Europäischen Normen behandelt.
ANMERKUNG   Im Falle von kombinierten Mess- und Regelanlagen können die zusätzlichen Anforderungen nach EN 1776 zur Anwendung kommen.
Diese Europäische Norm gilt nicht für Planung und Errichtung von Hilfseinrichtungen, wie beispielsweise Probenahme, Brennwertmessung, Odorierung und Dichtemessung. Solche Einrichtungen werden in den einschlägigen Europäischen Normen, soweit vorhanden, oder anderen geeigneten Normen behandelt.
Die Anforderungen dieser Europäischen Norm basieren auf allgemein anerkannten Regeln der Gastechnik, wie sie unter gewöhnlichen Bedingungen in der Gasindustrie zur Anwendung kommen. Anforderungen hinsichtlich ungewöhnlicher Bedingungen sowie bautechnischer Details können nicht besonders berücksichtigt werden.
Diese Europäische Norm basiert auf den physikalischen und chemischen Daten von gasförmigen Brennstoffen – einschließlich der nicht-konventionellen Gase – der ersten und zweiten Gasfamilie entsprechend von EN 437:2009, Tabelle 1. Zusätzliche Anforderungen im Falle von gasförmigen Brennstoffen schwerer als Luft oder Sauergasen werden in dieser Europäischen Norm nicht behandelt.
Ziel dieser Europäischen Norm ist, den sicheren Betrieb der Gas-Druckregelanlagen sicherzustellen. Dies befreit jedoch die Verantwortlichen nicht davon, bei Planung, Bau und Betrieb mit der erforderlichen Sorgfalt vorzugehen und ein wirkungsvolles Qualitätsmanagement anzuwenden.

Infrastructures gazières - Postes de détente régulation de pression de gaz pour le transport et la distribution - Prescriptions fonctionnelles

La présente norme contient les prescriptions fonctionnelles relatives aux postes de détente régulation de pression de gaz faisant partie de réseaux de transport ou de distribution de gaz. Elle s'applique à la conception, aux matériaux, à la construction, aux essais, à l'exploitation et à la maintenance des postes de détente-régulation de pression de gaz (dénommés ci-après "postes de détente-régulation").
La présente Norme européenne ne s’applique pas aux postes de détente-régulation mis en service avant la publication de cette norme.
Les postes couverts par la présente Norme européenne ont une pression maximale de service en amont inférieure ou égale à 100 bar. Pour des pressions maximales de service en amont plus élevées, il convient d'utiliser la présente norme comme guide.
Si la tuyauterie d'entrée du poste est un branchement, et si la pression maximale de service en amont est inférieure à 16 bar et le débit de conception inférieur ou égal à 200 m3/h dans des conditions normales, l'EN 12279 s'applique.
Des prescriptions de base concernant les postes de détente-régulation de pression de gaz font partie de cette Norme européenne. Les prescriptions relatives aux composants individuels (robinets, détendeurs-régulateurs, dispositifs de sécurité, tubes, etc.) ou à l'installation des composants sont traitées dans les Normes européennes correspondantes.
NOTE   Dans le cas de postes de régulation et de comptage combinés, les prescriptions supplémentaires issues de l’EN 1776 peuvent être appliquées.
Les prescriptions de la présente Norme européenne ne s'appliquent pas à la conception et à la construction d'installations auxiliaires telles que systèmes d'échantillonnage, de calorimétrie, d'odorisation et de mesure de la densité. Ces types d’installations sont traités dans les Normes européennes appropriées, si elles existent, ou dans d’autres normes pertinentes.
Les prescriptions de la présente Norme européenne sont fondées sur une bonne pratique de l'ingénierie gazière, dans les conditions normalement rencontrées dans l'industrie du gaz. Les prescriptions pour les conditions inhabituelles ne peuvent pas être spécifiquement traitées, ni tous les détails relatifs à l'ingénierie et à la construction prescrits.
Les prescriptions de la présente Norme européenne s'appuient sur les données physiques et chimiques relatives aux gaz combustibles, y compris les gaz dits non conventionnels, conformément au Tableau 1 de l'EN 437:2003+A1:2009 pour les gaz des première et deuxième familles. Des prescriptions complémentaires pour les gaz combustibles plus lourds que l’air et/ou les gaz corrosifs, ne sont pas traitées dans la présente Norme européenne.
La présente Norme européenne a pour objet de garantir le fonctionnement en toute sécurité de ces postes. Toutefois, cela ne dégage pas de leur responsabilité l'ensemble des personnes concernées, qui doivent accorder toute l'attention nécessaire et mettre en application une gestion de la qualité efficace lors des phases de conception, de construction et d'exploitation.

Infrastruktura za plin - Plinske postaje za regulacijo tlaka za prenos in distribucijo - Funkcionalne zahteve

Ta evropski standard vsebuje relevantne funkcionalne zahteve za plinske postaje za regulacijo tlaka, ki so del plinskih sistemov za prenos ali distribucijo. Uporablja se pri obliki, materialih, konstrukciji, testiranju, obratovanju in vzdrževanju plinskih postaj za regulacijo tlaka.
Ta evropski standard se ne uporablja za plinske postaje za regulacijo tlaka, ki so obratovale pred objavo tega standarda.
Postaje, vključene v ta evropski standard, delujejo z največjim vhodnim delovnim tlakom, ki ne presega 100 barov. Pri višjih največjih vhodnih delovnih tlakih naj bi ta standard služil kot smernica.
Če je sesalni cevovod postaje priključni vod, največji vhodni delovni tlak ne preseže 16 barov, načrtovani pretok pa je enak ali manjši od 200 m³/h v normalnih razmerah, potem velja standard EN 12279.
V tem evropskem standardu so vključene osnovne sistemske zahteve za plinske postaje za regulacijo tlaka. Zahteve za posamezne sestavne dele (ventili, regulatorji, varnostne naprave, cevi itd.) ali inštalacija sestavnih delov so vsebovani v ustreznih evropskih standardih.
Pri kombiniranih postajah za regulacijo in merjenje je mogoče, da veljajo dodatne zahteve standarda EN 1776.
Zahteve v tem evropskem standardu se ne uporabljajo za projektiranje in gradnjo pomožnih obratov, kot so sistemi za vzorčenje, kalorimetrijo, odišavljenje in merjenje gostote. Ti obrati so zajeti v ustreznih evropskih standardih, če obstajajo, ali v drugih relevantnih standardih.
Zahteve tega evropskega standarda temeljijo na dobri tehnološki praksi oskrbe s plinom v razmerah, ki so običajne v plinski industriji. Zahtev za neobičajne razmere ni mogoče izrecno določiti, niti niso predpisane vse inženirske in gradbene podrobnosti.
Zahteve v tem evropskem standardu temeljijo na fizikalnih in kemijskih podatkih plinastih goriv, vključno z nekonvencionalnimi plini, v skladu s preglednico 1 standarda EN 437 2009 za pline prve in druge družine. Ta evropski standard določa splošna osnovna načela za infrastrukturo za plin. Uporabniki tega evropskega standarda naj bi se zavedali, da lahko v državah članicah CEN obstajajo podrobnejši nacionalni standardi in/ali kodeksi ravnanja.
Ta evropski standard je namenjen uporabi v povezavi s temi nacionalnimi standardi in/ali kodeksi ravnanja, ki določajo zgoraj navedena osnovna načela.
Kadar so strožje zahteve v nacionalni zakonodaji/predpisih v nasprotju z zahtevami iz tega standarda, ima prednost nacionalna zakonodaja/predpis, kot je navedeno v standardu CEN/TR 13737 (vsi deli). CEN/TR 13737 navaja:

EN 12186:2014 (E) 4 Foreword This document (EN 12186:2014) has been prepared by Technical Committee CEN/TC 234 “Gas infrastructure”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by April 2015 and conflicting national standards shall be withdrawn at the latest by April 2015. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. This document supersedes EN 12186:2000. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association. Annex B provides details of significant technical changes between this European Standard and the previous edition. There is a complete suite of functional standards prepared by CEN/TC 234 "Gas Infrastructure" to cover all parts of the gas infrastructure from the input of gas into the on-shore transmission network up to the inlet connection of gas appliances, including transmission, distribution, storage, compression, pressure regulation and metering, installation, injection of non-conventional gases, gas quality issues and others. In preparing this European Standard, a basic understanding of gas infrastructure by the user has been assumed. The gas infrastructure is complex and the importance on safety of its construction and use has led to the development of very detailed codes of practice and operating manuals in the member countries. These detailed statements embrace recognized standards of gas engineering and the specific requirements imposed by the legal structures of the member countries. As gas pressure regulating stations for transmission and distribution are specifically designed for pipelines, they are considered as annexed equipment, and as such are excluded from the scope of the Directive 97/23/EC (Pressure Equipment Directive – PED [11]). However, standard pressure equipment installed in these stations, e.g. gas pressure regulators, safety valves, valves, filters, heat exchangers, vessels, is covered by the directive [15]. Directive 2009/73/EC [13] concerning common rules for the internal market in natural gas and the related Regulation (EC) No 715/2009 [14] on conditions for access to the natural gas transmission networks also aim at technical safety (security) including technical reliability of the European gas system. These aspects are also in the scope of CEN/TC 234 standardization. In this respect CEN/TC 234 evaluated the indicated EU legislation and amended this technical standard accordingly, where required and appropriate. In this edition of EN 12186 environmental aspects relevant to the design, construction and testing, operation and maintenance, decommissioning and disposal of gas pressure regulating stations are covered in accordance with CEN Guide 4 and CEN/TR 16388. This European Standard specifies common basic principles for the gas infrastructure. Users of this European Standard should be aware that more detailed national standards and/or codes of practice can exist in the CEN member countries. Foreword
This document (prEN 12186:2013) has been prepared by Technical Committee CEN/TC 234 “Gas
infrastructure”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This document will supersede EN 12186:2000.
Annex A provides details of significant technical changes between this European Standard and the previous
edition.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.
There is a complete suite of functional standards prepared by CEN/TC 234 „Gas Infrastructure" to cover all
parts of the gas infrastructure from the input of gas into the on-shore transmission network up to the inlet
connection of gas appliances, including transmission, distribution, storage, compression, pressure regulation
and metering, installation, injection of non-conventional gases, gas quality issues and others. In preparing this
standard a basic understanding of gas infrastructure by the user has been assumed.
The gas infrastructure is complex and the importance on safety of its construction and use has led to the
development of very detailed codes of practice and operating manuals in the member countries. These
detailed statements embrace recognised standards of gas engineering and the specific requirements imposed
by the legal structures of the member countries.
As gas pressure regulating stations for transmission and distribution are specifically designed for pipelines,
they are considered as annexed equipment, and as such are excluded from the scope of the Directive
97/23/EC (Pressure Equipment Directive – PED [11]). However, standard pressure equipment installed in
these stations, e. g. gas pressure regulators, safety valves, valves, filters, heat exchangers, vessels, is
covered by the directive [15].
Directive 2009/73/EC [13] concerning common rules for the internal market in natural gas and the related
Regulation (EC) No 715/2009 [14] on conditions for access to the natural gas transmission networks also aim
at technical safety (security) including technical reliability of the European gas system. These aspects are also
in the scope of CEN/TC 234 standardisation. In this respect CEN/TC 234 evaluated the indicated EU
legislation and amended this technical standard accordingly, where required and appropriate.
In this edition of EN 12186 environmental aspects relevant to the design. construction and testing, operation
and maintenance, decommissioning and disposal of gas pressure regulating stations are covered in
accordance with CEN Guide 4 and CEN/TR 16388.

1 Scope
This European Standard contains the relevant functional requirements for gas pressure regulating stations,
which form part of gas transmission or distribution systems. It is applicable to the design, materials,
construction, testing, operation and maintenance of gas pressure regulating stations.
This European Standard does not apply to gas pressure regulating stations commissioned prior to the
publication of this standard.
The stations covered by this European Standard have a maximum upstream operating pressure which does
not exceed 100 bar. For higher maximum upstream operating pressures this standard should be used as a
guideline.
If the inlet pipework of the station is a service line and the maximum upstream operating pressure does not
exceed 16 bar and the design flowrate is equal to or less than 200 m³/h under normal conditions, EN 12279
applies.
Basic system requirements for gas pressure regulating stations are contained in this European Standard.
Requirements for individual components (valves, regulators, safety devices, pipes, etc.) or installation of the
components are contained in the appropriate European Standards.
For combined regulating and measuring stations, the additional requirements of EN 1776 can apply.
The requirements in this European standard do not apply to the design and construction of auxiliary facilities
such as sampling, calorimetering, odorisation systems and density measuring. These facilities are covered by
the appropriate European Standards, where existing, or other relevant standards.
The requirements of this European standard are based on good gas engineering practice under conditions
normally encountered in the gas industry. Requirements for unusual conditions cannot be specifically provided
for, nor are all engineering and construction details prescribed.
The requirements in this European standard are based on the physical and chemical data of gaseous fuels –
including non-conventional gases – in accordance with Table 1 of EN 437:2009 for first and second family
gases. Additional requirements in the case of gaseous fuels heavier than air and/or sour gases are not
covered by this European Standard.
The objective of this European standard is to ensure the safe operation of such stations. This does not,
however, relieve all concerned of the responsibility for taking the necessary care and applying effective quality
management during the design, construction and operation.
This European Standard specifies common basic principles for the gas infrastructure. Users of this European
Standard should be aware that more detailed national standards and/or codes of practice can exist in the CEN
member countries.
This European Standard is intended to be applied in association with these national standards and/or codes of
practice setting out the above-mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation with the
requirements of this standard, the national legislation/regulation shall take precedence as illustrated in
CEN/TR 13737 (all parts). CEN/TR 13737 gives:
 clarification of all legislations/regulations applicable in a member state;
 if appropriate, more restrictive national requirements;
 a national contact point for the latest information.
