Railway applications - Track - Demountable machines and associated equipment - Part 2: General safety requirements

This European Standard deals with the significant hazards, hazardous situations and events, common to demountable machines, as defined in prEN xxxzz-1, intended for construction, maintenance inspection of the railway infrastructure, shunting and emergency rescue vehicles, when they are used as intended by the manufacturer, see clause 4. The manufacturer shall give warning of the risks concerning the conditions of misuse which are reasonably foreseeable .
This European Standard deals with the common hazards during transport, assembly and installation, commissioning, running on track, use including setting, programming, and process changeover, operation, cleaning, fault finding, maintenance and de-commissioning of the machines.
NOTE   Specific measures for exceptional circumstances are not dealt with in this European Standard. They can be subject of negotiation between manufacturer and the operator.
The common hazards dealt with include the general hazards presented by the machines, and also the hazards presented by the following specific machine functions:
-   excavation;
-   ballast tamping, ballast cleaning, ballast regulating, ballast consolidating;
-   track renewal;
-   rail maintenance;
-   craning;
-   catenary renewal / maintenance;
-   maintenance of the components of the infrastructure;
-   inspection and measurement of the components of the infrastructure;
-   tunnel inspection / ventilation;
-   shunting;
-   emergency rescue and recovery
during commissioning, use, maintenance and servicing.
This European Standard applies to self propelled machines that are not intended to operate signalling and control systems. Other similar machines are dealt with in other European Standards, see Annex D.
It is assumed that a finished standard automotive chassis used as a host for a demountable machine will offer an acceptable safety level for its designed functions before conversion. This specific aspect is not dealt with in this European Standard.

Bahnanwendungen - Oberbau - Ausgleisbare Maschinen und zugehörige Ausstattung - Teil 2: Allgemeine Sicherheitsanforderungen

Dieses Dokument legt die allgemeinen Sicherheitsanforderungen für ausgleisbare Maschinen und Anhänger, einschließlich Zweiwege-Anhänger, die nachfolgend als "Maschinen" bezeichnet werden, für die Anwendung bei Versetzfahrten und Arbeiten auf Gleisen fest.
ANMERKUNG   Anhänger, einschließlich Zweiwege-Anhänger, werden als Maschinen angesehen, da sie von angetriebenen Maschinen auf dem Gleis bewegt werden.

Diese Maschinen werden nicht auf Eisenbahnstrecken betrieben, die für den normalen Verkehr freigegeben sind.
ANMERKUNG   Andere schienengebundene Eisenbahninstandhaltungsmaschinen und Maschinen zur Inspektion der Infrastruktur werden in anderen Europäischen Normen behandelt, siehe CEN/TR 17498:2020.
Dieses Dokument gilt auch für Maschinen und zugehörige Ausrüstungen, die sich in Arbeitsmodus teilweise auf dem Schotter oder dem Untergrund (Planum) abstützen.
Die Anforderungen in diesem Dokument basieren auf der Annahme, dass die Maschinen von geschultem Personal benutzt, bedient und gewartet werden.
Dieses Dokument gilt nicht für:
-   Anforderungen an die Arbeitsqualität oder die Leistung der Maschine;
-   Verwendung von separater Ausrüstung, die vorübergehend an Maschinen montiert ist;
-   Maschinen, die eine externe Energieversorgung wie die Oberleitungsanlage für Antriebszwecke oder als Energiequelle verwenden;
-   Gefahren verursacht durch Luftdruckstöße von vorbeifahrenden Hochgeschwindigkeitszügen mit mehr als 200 km/h;
-   Einsätze, die besonderen Regeln unterliegen, z. B. explosionsgefährdete Umgebungen;
-   Gefahren aufgrund natürlicher Ursachen, z. B. Erdbeben, Blitzschlag, Überschwemmung;
-   Arbeitsverfahren;
-   Betrieb unter schwierigen Arbeitsbedingungen, die besondere Maßnahmen erfordern, z. B. korrosive Umgebung, kontaminierte Umgebungen, starke Magnetfelder;
-   Gefahren durch freischwebende Lasten, die schwingen können.

Le présent document concerne les risques significatifs, situations et événements dangereux, communs aux
machines déraillables, définies dans le prEN 15955-1, destinées à la construction, la maintenance et le
contrôle de l’infrastructure ferroviaire, aux manoeuvres et au secours d’urgence. Le présent document
s’applique aux machines déraillables utilisées dans les conditions prévues par le fabricant voir Article 4. Le
fabricant doit alerter sur les risques relatifs à des mauvaises conditions d’emploi qui peuvent être
raisonnablement prévisibles par le fabricant.
La présente norme traite des risques communs qui se produisent durant le transport, l'assemblage et
l'installation, la mise en service, la circulation en voie, l'utilisation (y compris montage, programmation et
changement des procédés), le nettoyage, la localisation des défauts, l’entretien et la mise hors service des
machines.
NOTE Les mesures spécifiques en cas de circonstances exceptionnelles ne concernent pas la présente Norme
européenne. Celles-ci peuvent faire l'objet de négociations entre le fabricant et l'opérateur.
Les risques communs traitent des risques généraux représentés par les machines, ainsi que ceux dus aux
fonctions spécifiques de la machine :

Introduction
This European Standard is a type C standard as stated in EN ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are
covered are indicated in the scope of this European Standard.
When provisions of this type C standard are different from those which are stated in type B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines
that have been designed and built according to the provisions of this type C standard.

1 Scope

 specific requirements established by a railway infrastructure manager;
 negotiations between the manufacturer and the machine operator for additional or alternative
requirements;
 hazards due to air pressure caused by the passing of high-speed trains at more than 190 km/h;
 requirements which could be necessary in case of use in extreme conditions, such as:
 extreme ambient temperatures (tropical or polar);
 highly corrosive or contaminating environment, e.g. due to the presence of chemicals;
 potentially explosive atmospheres.
This European Standard applies to all machines that are ordered one year after the publication date by CEN
of this standard.
