Tanks for transport of dangerous goods - Testing, inspection and marking of metallic tanks

This European Standard specifies testing, inspection and marking for the type approval, initial inspection, periodic inspection, intermediate inspection and exceptional check of metallic tanks (shell and equipment) of fixed tanks (tank vehicles), demountable tanks, rail tank wagons, portable tanks and tank containers for the transport of dangerous goods.
This European Standard is not applicable to battery-vehicles and battery-wagons comprising cylinders, tubes, pressure drums, bundles of cylinders and multiple element gas containers (MEGCs), independent of whether the elements are receptacles or tanks.
It is essential that the requirements of the applicable regulations for the transport of dangerous goods prevail in all cases over those of this standard.

Tanks für die Beförderung gefährlicher Güter - Prüfung, Inspektion und Kennzeichnung von Metalltanks

Diese Europäische Norm legt die Prüfung, Inspektion und Kennzeichnung für die Baumusterprüfung, erstmalige Prüfung, wiederkehrende Prüfung, Zwischenprüfung und außerordentliche Prüfung von Metalltanks (Tankkörper und Ausrüstung) von fest verbundenen Tanks (Tankfahrzeugen), Aufsetztanks, Eisenbahnkesselwagen, ortsbeweglichen Tanks und Tankcontainern für die Beförderung gefährlicher Güter fest.
Diese Europäische Norm gilt nicht für
-   Batterie-Fahrzeuge und Batterie-Wagen, bestehend aus Flaschen,
-   Großflaschen, Druckfässer, Flaschenbündel, und
-   Gascontainer mit mehreren Elementen (MEGCs),
unabhängig davon, ob die Elemente Gefäße oder Tanks sind.
Es ist von grundlegender Bedeutung, dass die Anforderungen der geltenden Vorschriften für die Beförderung gefährlicher Güter immer Vorrang vor den Anforderungen der vorliegenden Norm haben.

La présente Norme européenne spécifie les épreuves, les contrôles et le marquage pour l’agrément de type, le contrôle initial, le contrôle périodique, le contrôle intermédiaire et le contrôle exceptionnel des citernes métalliques (réservoirs et équipements) des citernes fixes (véhicules-citernes), citernes démontables/amovibles, wagons-citernes, citernes mobiles et conteneurs-citernes destinés au transport de matières dangereuses.
La présente Norme européenne n’est pas applicable aux véhicules-batteries et wagons-batteries composés de bouteilles, tubes, fûts à pression, cadres de bouteilles et aux conteneurs à gaz à éléments multiples (CGEM), qu’il s’agisse de récipients ou de citernes.
Il est essentiel que les prescriptions des réglementations applicables concernant le transport des marchandises dangereuses prévalent dans tous les cas sur celles de la présente norme.

Ta evropski standard določa preskušanje, pregledovanje in označevanje za tipsko odobritev, začetne, redne in vmesne preglede ter izredne preglede kovinskih cistern (posoda cisterne in oprema), pritrjenih cistern (cestna cisterna), odstranljivih cistern, železniških vagonov s cisterno, premičnih cistern in cistern-zabojnikov za prevoz nevarnega blaga.
Ta evropski standard se ne uporablja za akumulatorska vozila in akumulatorske vagone, ki vključujejo valje, cevi, tlačne valje, sklope jeklenk in plinske vsebnike iz več elementov (MEGC), ne glede na to, ali so elementi posode ali cisterne.
Bistveno je, da zahteve ustreznih predpisov za prevoz nevarnega blaga v vseh primerih prevladajo nad zahtevami tega standarda.

This document (EN 12972:2018) has been prepared by Technical Committee CEN/TC 296 “Tanks for
the transport of dangerous goods”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by January 2019, and conflicting national standards shall
be withdrawn at the latest by January 2019.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 12972:2015.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.
In comparison with EN 12972:2015, the following fundamental changes have been made:
a) alignment with RID [1] and ADR [2] as known at publication of this document;
b) update of the normative references;
c) addition of requirements for NDT and manufacturing tolerances;
d) amendment of hydraulic pressure test and leakproofness test;
e) deletion of Subclauses 5.6.4 “Test fluid” and 5.6.5 “Precautions for gas as a test fluid”;
f) deletion of Annex C “Hydraulic pressure testing with gases – hazards and precautions”.
According to the CEN-CENELEC Internal Regulations, the national standards organizations of the

Introduction
The types and frequencies of the inspections and tests as well as the responsibilities are given by the
relevant regulations concerning the transport of dangerous goods. This document becomes mandatory
if declared as such in the relevant regulation concerning the transport of dangerous goods. In all the
other cases, it will remain voluntary like any European Standard, and aim at being used as a guidance
for the testing, inspection and marking of metallic tanks.

1 Scope
This document specifies testing, inspection and marking for the type approval, initial inspection,
periodic inspection, intermediate inspection and exceptional check of metallic tanks (shell and
equipment) of fixed tanks (tank vehicles), demountable tanks, tank-wagons, portable tanks and tank
containers for the transport of dangerous goods.
This document is not applicable to battery-vehicles and battery-wagons comprising cylinders, tubes,
