Foreword

At the Delft meeting of the Technical Committee CENELEC TC 61 in May 2001, it was decided to revise
R061-001:2000, Interpretations related to European Standards within the scope of CENELEC TC 61.

A draft, document CLC/TC 61(SEC)1356, was discussed at the Kista meeting in May 2002, when it was
decided to request authorization to publish from the CENELEC Technical Board.

The draft was circulated for consultation at national level and voting and was approved by CENELEC as
Technical Report CLC/TR 50417 on 2003-10-11.

This Technical Report includes all the interpretations agreed up to the Brussels meeting of TC 61 in
November 2002. However, some interpretations included in R061-001 that have now been taken into
account in the relevant standard have been withdrawn. Interpretations dealing with EN 60335-1:1988 and its
associated parts 2 have not been maintained.

Interpretations relating to a particular standard are listed together, the Parts 2 of EN 60335 being associated
with the appropriate edition of Part 1. For each standard, the interpretations are listed in the order of clauses
and subclauses. Each interpretation is identified by
- the place and date of the meeting when it was agreed,
- the document number of the minutes of the meeting,
- the number of the reference document, when applicable.

Short-circuiting of the low-power circuit is only carried out if the toy contains other circuits having higher
power.

The light emission of the LEDs will increase when the power to the LEDs is increased e.g. during fault
conditions. If the maximum current to the LEDs under abnormal conditions is measured or calculated in the
toy under the worst conditions, testing of the LED in the toy under different abnormal conditions can be
avoided and a data sheet can be used.

In order to carry out the laser radiation test, it may be necessary to detach parts of the toy, including the
enclosure, even if they have not become detached or broken during the preconditioning test in 5.15.

if no reduction of creepage distances and clearances below the values of 29.1 are produced and the
appliance withstands the dielectric strength test of 16.3.

Miniature fuses with other ratings or dimensions than those in EN 60127 can be accepted under the following
conditions:

- It shall not be possible to change the fuse without removing a cover with the use of a tool.

- The fuse and the fuseholder shall be marked to ensure correct replacement.

- The fuse shall be checked in the appliance; 10 samples shall break reliably under fault conditions.
