Maintenance - Qualification of maintenance personnel

EN 15628 the qualification of the personnel with regard to the tasks to be performed in the context of the maintenance of plants, infrastructure and production systems. In this European Standard, maintenance of plants and buildings is included in terms of technical aspects of services. This European Standard guides to define the knowledge, skills and competencies required for the qualification of maintenance personnel. This European Standard covers the following professional persons in the maintenance organisation: - Maintenance Technician Specialist; - Maintenance Supervisor and Maintenance Engineer; - Maintenance Manager (Responsible of Maintenance Function or Service). This European Standard does not specify the verification criteria nor the specialised training of the personnel, which is related to the specific commodity sector.

Instandhaltung - Qualifikation des Instandhaltungspersonals

Diese Europäische Norm beschreibt die Qualifikation des Personals für die Aufgaben der Instandhaltung von Anlagen, Infrastruktur und Produktionssystemen.
In dieser Europäischen Norm ist die Instandhaltung (kurz: IH) von Anlagen und Gebäuden in die technischen Aspekte der Dienstleistungen eingeschlossen.
Diese Europäische Norm ist eine Anleitung zur Festlegung der Kenntnisse, Fertigkeiten und Kompetenzen, die zur Qualifikation des IH-Personals erforderlich sind.
Diese Europäische Norm gilt für die folgenden Fachkräfte in der Organisation der Instandhaltung:
-   Instandhaltungsfachkraft (IH-Fachkraft);
-   Instandhaltungsführungskraft (IH-Führungskraft) und Instandhaltungsingenieur (IH-Ingenieur);
-   Instandhaltungsleiter (IH-Leiter) (verantwortlich für IH-Funktion oder IH-Dienstleistung).
Diese Europäische Norm legt weder die Überprüfungskriterien noch die spezialisierte Weiterbildung des Personals fest, das mit dem konkreten Handelssektor verbunden ist.
ANMERKUNG   Spezialisierung und Beruf sind Gegenstand der in dem entsprechenden Bereich durchgeführten Weiterbildung.

La présente Norme européenne spécifie la qualification du personnel en fonction des tâches à exécuter dans le cadre de la maintenance des installations, des infrastructures et des systèmes de production.
Dans la présente Norme européenne, la maintenance des installations et des bâtiments est traitée en termes d'aspects techniques des services.
La présente Norme européenne constitue un guide pour définir les connaissances, les aptitudes et les compétences requises pour la qualification du personnel de maintenance.
La présente Norme européenne concerne les professionnels suivants dans l'organisation de la maintenance :
-   Technicien de maintenance spécialisé ;
-   Superviseur de maintenance et ingénieur de maintenance ;

EN 15628:2014 (E) 3 Foreword This document (EN 15628:2014) has been prepared by Technical Committee CEN/TC 319 “Maintenance”, the secretariat of which is held by UNI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by February 2015, and conflicting national standards shall be withdrawn at the latest by February 2015. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. This document supersedes CEN/TR 15628:2007. EN 15628:2014 (E) 4 Introduction Due to the growing extent and the increasing complexity of maintenance in the European industry, very diverse occupational profiles have evolved for maintenance personnel in the different member states. This European Standard specifies requirements such as competences, essential knowledge as well as basic and target qualifications. These requirements are recommended to obtain a specific qualification and to ensure highly qualified professional personnel at the different functions and/or positions in maintenance. EN 15628:2014 (E) 5 1 Scope This European Standard specifies the qualification of the personnel with regard to the tasks to be performed in the context of the maintenance of plant, infrastructure and production systems. EN 15628:2014 (E) 7 — A.1: to perform or ensure the safe execution of the maintenance plans according to business strategies; — A.2: to act promptly in case of failure or malfunction, ensuring the effectiveness of the restoration; — A.3: to perform or ensure the proper execution according to rules and procedures relating to safety, health and environmental protection; — A.4: to ensure the availability of materials, tools and equipment necessary for the execution of maintenance tasks; — A.5: to coordinate and / or supervise on-site maintenance tasks; — A.6: to ensure the quality of the maintenance tasks; — A.7: to use and ensure the use of the ICT (Information and communication technology) systems. The professional person ensures compliance with the relevant laws, ordinances, directives, operational instructions and the commonly accepted good practices. An example of a Maintenance Technician Specialist tasks can be found in Annex A, stipulated by the respective member states. NOTE Tentatively, this professional person can refer to the EQF levels 4 or 5. 4.2 Competences of a Maintenance Supervisor and Maintenance Engineer With the Maintenance Supervisor or Maintenance Engineer there are specific roles which can be executed exclusively or in a joint responsibility. The Maintenance Supervisor or Maintenance Engineer coordinates the maintenance tasks according to the annual budget, related maintenance plans and unplanned maintenance tasks. Furthermore, the Maintenance Supervisor or Maintenance Engineer contributes to ensure the required plant availability/plant performance (measured by key performance indicators), based on the company's or department's technical objectives of availability and quality, including the following key competences: — B.1: to ensure the implementation of maintenance strategies and policies; — B.2: to plan the maintenance tasks within his area of responsibility, defining and organizing the necessary resources; — B.3: to organize, manage and develop the maintenance resources: personnel, materials and equipment; — B.4: to ensure compliance with regulations and procedures related to safety, health and environment; — B.5: to ensure technical and economic efficiency and effectiveness of maintenance tasks based on current state of technology; — B.6: to participate in the technical aspects of contracts and procurement process and manage the performance of the contractors; — B.7: to communicate to all necessary partners such as staff, contractors, customers and suppliers. The Maintenance Engineer works with or supports the Maintenance Manager on the definition of maintenance plans and the identification of the required resources for the execution, the control and the analysis of budget variances. Furthermore, the Maintenance Engineer recommends improvement projects related to availability, reliability, maintainability and safety of assets, including the following key competences. EN 15628:2014 (E) 8 — B.8: to use their technical/engineering knowledge and the organizational tools to improve maintenance tasks and plant efficiency in terms of availability and reliability; — B.9: to fulfil organizational and economical obligations in the field of his undertaken tasks. Both professionals ensure compliance with the relevant laws, ordinances, directives, operational instructions and the current state of technology. A detailed description of a Maintenance Supervisor’s and Maintenance Engineer`s tasks can be found in Annex B, stipulated by the respective member states. NOTE Tentatively, this professional person can refer to the EQF levels 5 or 6. 4.3 Competences of a Maintenance Manager Based on the company's objectives, particularly those relating to availability and quality, the Maintenance Manager is responsible for ensuring the required plant availability/plant performance (based on key performance indicators), including the following key competences with the ability: — C.1: to define and develop maintenance policies according to company strategies; — C.2: to define processes and tools to support maintenance tasks; — C.3: to define, manage and develop the organizational model of maintenance; — C.4: to ensure the levels of availability, reliability, maintainability, supportability, safety and quality required for the entire useful life of assets; — C.5: to ensure appropriate management and continuous improvement of maintenance; — C.6: to ensure and control the compliance with maintenance and company budget, the respect of the planned maintenance tasks and the proper condition of assets; — C.7: to define strategies, policies and criteria for performance management of contractors and for the definition of maintenance materials requirements. The professional person ensures compliance with the relevant laws, ordinances, directives, operational instructions and the current state of technology. A detailed description of a maintenance Manager’s tasks can be found in Annex C, stipulated by the respective member states. NOTE Tentatively, this professional person can refer to the EQF levels 6 or 7. 5 Required minimum skills and essential knowledge (profile) NOTE The competences are not listed in a prioritized importance. 5.1 Required minimum skills and essential knowledge for a Maintenance Technician Specialist The competences listed under 5.1 result in the minimum required skills and essential knowledge given in Table 1. Depending on the individual previous experience, further knowledge related requirements for the Maintenance Technician Specialist can be derived from the description given in Annex A. 5.2 Required minimum skills and essential knowledge for a Maintenance Supervisor/Engineer The skills and competences listed under 5.2 result in the minimum required skills and essential knowledge for a Maintenance Supervisor/Engineer listed in Table 2. Depending on organizational complexity and size of the company, the Supervisor of the work and the Maintenance Engineer can be two separate professionals or be traced to a unique person. If they are two separate professionals, the following criteria apply: — key competences of Maintenance Supervisor are marked by letter (S); — key competences of Maintenance Engineer are marked by letter (E); — key competences of both Maintenance Supervisor and Maintenance Engineer are not marked. NACIONALNI UVOD

Standard SIST EN 15628 (sl), Vzdrževanje – Kvalificiranje vzdrževalcev, 2014, ima status slovenskega
standarda in je istoveten evropskemu standardu EN 15628 (en), Maintenance – Qualification of
maintenance personnel, 2014.
Ta standard nadomešča SIST-TP CEN/TR 15628:2007.
NACIONALNI PREDGOVOR
Evropski standard EN 15628:2014 je pripravil tehnični odbor Evropskega komiteja za standardizacijo
CEN/TC 319 Vzdrževanje. Slovenski standard SIST EN 15628:2014 je prevod angleškega besedila
evropskega standarda EN 15628:2014. V primeru spora glede besedila slovenskega prevoda v tem
standardu je odločilen izvirni evropski standard v angleškem jeziku. Slovensko izdajo standarda je
pripravil tehnični odbor SIST /TC VZD Vzdrževanje in obvladovanje premoženja.

Odločitev za privzem tega standarda je 5. septembra 2014 sprejel tehnični odbor SIST/TC VZD
Vzdrževanje in obvladovanje premoženja.

Evropski predgovor

Ta dokument (EN 15628: 2014) je pripravil tehnični odbor CEN/TC 319 "Vzdrževanje", katerega tajništvo
vodi UNI.

Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
bodisi z razglasitvijo najpozneje do februarja 2015, nasprotujoče nacionalne standarde pa je treba
razveljaviti najpozneje do februarja 2015.

Upoštevati je treba možnost, da so nekateri deli tega dokumenta lahko predmet patentnih pravic. CEN
[in/ali CENELEC] ne prevzema odgovornosti za opredelitev nekaterih ali vseh takih patentnih pravic.

Ta dokument nadomešča CEN/TR 15628:2007.

Ta dokument vključuje naslednje pomembne tehnične spremembe glede na CEN/TR 15628:2007:

– znatno izboljšanje,

– revizijo strukture, da se dokument usmerja k nalogam in ne k znanju,

– popolno upoštevanje priporočila, vključenega v evropski okvir kvalifikacij (Priporočilo Evropskega
parlamenta in Sveta z dne 23. aprila 2008 o vzpostavitvi evropskega okvira kvalifikacij za
vseživljenjsko učenje) [4].

V skladu z določili notranjih predpisov CEN/CENELEC so ta evropski standard dolžne privzeti
nacionalne organizacije za standarde naslednjih držav: Avstrije, Belgije, Bolgarije, Cipra, Češke
republike, Danske, Estonije, Finske, Francije, Grčije, Hrvaške, Irske, Islandije, Italije, Latvije, Litve,
Luksemburga, Madžarske, Malte, Nekdanje jugoslovanske republike Makedonije, Nemčije,

Uvod

Zaradi naraščajočega obsega in vse večje kompleksnosti vzdrževanja v evropski industriji so se za
vzdrževalno osebje v različnih državah članicah razvili zelo različni poklicni profili. Ta evropski standard
določa zahteve, kot so kompetence, bistveno znanje ter osnovne in ciljne kvalifikacije. Te zahteve se
priporočajo za pridobitev posebne kvalifikacije in za zagotovitev visoke usposobljenosti strokovnega
osebja na različnih funkcijah in/ali položajih v procesu vzdrževanja.

1 Področje uporabe

Ta evropski standard določa kvalifikacijo osebja glede na naloge, ki jih je treba izvajati v okviru
vzdrževanja objektov, infrastrukture in proizvodnih sistemov.

V tem evropskem standardu je vzdrževanje objektov in stavb vključeno s stališča tehničnih vidikov
vzdrževalnih storitev.

Ta evropski standard opredeljuje znanje, veščine in kompetence, potrebne za kvalifikacijo
vzdrževalnega osebja.

Ta evropski standard zajema naslednje strokovne osebe v organiziranosti vzdrževanja:

– tehnik vzdrževanja,

– nadzornik vzdrževanja in inženir vzdrževanja,

– vodja vzdrževanja (odgovoren za funkcijo ali storitev vzdrževanja).

Ta evropski standard ne določa niti meril za preverjanje niti posebnega usposabljanja osebja v zvezi s
specifičnim proizvodnim sektorjem.

OPOMBA: Specializacija in poklic sta predmet usposabljanja, ki se izvaja v ustreznem sektorju.

4 Kompetence

4.1 Kompetence tehnika vzdrževanja

Na podlagi ciljev vzdrževanja kompetence tehnika vzdrževanja vključujejo samostojno izvajanje
vzdrževalnih nalog, vključno z naslednjimi ključnimi kompetencami:

– A.1: izvajati ali zagotavljati varno izvedbo planov/načrtov vzdrževanja v skladu s poslovnimi
strategijami,

– A.2: ukrepati takoj ob odpovedi ali slabem delovanju in zagotavljati učinkovito obnovitev
obratovalne sposobnosti,

– A.3: izvajati ali zagotavljati pravilno izvajanje v skladu s pravili in postopki v zvezi z varnostjo,
zdravjem in varstvom okolja,

– A.4: zagotavljati razpoložljivost materialov, orodja in opreme, potrebnih za izvajanje vzdrževalnih
nalog,

4.2 Kompetence nadzornika vzdrževanja in inženirja vzdrževanja

Nadzornik vzdrževanja ali inženir vzdrževanja imata posebni vlogi, ki ju je mogoče izvajati ločeno ali z
delitvijo odgovornosti.

Nadzornik vzdrževanja ali inženir vzdrževanja usklajuje vzdrževalne naloge v skladu z letnim
proračunom, ustreznimi plani/načrti vzdrževanja in neplaniranimi/nenačrtovanimi vzdrževalnimi
nalogami. Poleg tega nadzornik vzdrževanja ali inženir vzdrževanja prispeva k zagotavljanju zahtevane
razpoložljivosti/zmogljivosti objekta (merjeno s ključnimi kazalniki uspešnosti) na podlagi tehničnih ciljev
podjetja ali njegovega oddelka glede razpoložljivosti in kakovosti, vključno z naslednjimi ključnimi
kompetencami:

– B.1: zagotavljati izvajanje strategij in politik vzdrževanja,

– B.2: planirati/načrtovati vzdrževalne naloge na svojem področju odgovornosti, opredeliti in
organizirati potrebne vire,

– B.3: organizirati, upravljati in razvijati vire za vzdrževanje: osebje, materiali in oprema,

– B.4: zagotavljati skladnost s predpisi in postopki v zvezi z varnostjo, zdravjem in okoljem,

– B.5: zagotavljati tehnično in ekonomsko učinkovitost ter uspešnost izvedbe vzdrževalnih nalog
glede na trenutno stanje tehnike,

– B.6: sodelovati pri tehničnih vidikih pogodb in postopkov javnih naročil ter upravljati izvajanje
izvajalcev,

– B.7: komunicirati z vsemi potrebnimi partnerji, kot so osebje, pogodbeniki, odjemalci in dobavitelji.

Inženir vzdrževanja sodeluje z vodjem vzdrževanja ali mu je v podporo pri izdelavi planov/načrtov
vzdrževanja in prepoznavanju potrebnih virov za izvedbo ter pri nadzoru in analizi odstopanj od
proračuna. Poleg tega inženir vzdrževanja priporoča izboljšave, povezane z razpoložljivostjo,
zanesljivostjo, vzdrževalnostjo in varnostjo premoženja, vključno z naslednjimi ključnimi kompetencami:

– B.8: uporabljati svoje inženirsko znanje in organizacijska orodja za izboljšanje vzdrževalnih nalog
in učinkovitosti objektov glede na razpoložljivost in zanesljivost,

– B.9: izpolnjevati organizacijske in ekonomske obveznosti na področju svojih prevzetih nalog.

Oba strokovnjaka zagotavljata skladnost z ustreznimi zakoni, uredbami, direktivami, operativnimi
navodili in trenutnim stanjem tehnike.

Podroben opis nalog nadzornika vzdrževanja in inženirja vzdrževanja, ki jih določijo posamezne države
članice, so na voljo v dodatku B.

4.3 Kompetence vodje vzdrževanja

Na podlagi ciljev podjetja, zlasti tistih, ki se nanašajo na razpoložljivost in kakovost, je vodja vzdrževanja
odgovoren za zagotavljanje zahtevane razpoložljivosti/zmogljivosti objekta (na podlagi ključnih
kazalnikov uspešnosti), vključno z naslednjimi ključnimi kompetencami glede zmožnosti:

– C.1: opredeliti in razvijati politike vzdrževanja v skladu s strategijami podjetja,

– C.2: opredeliti procese in orodja za podporo vzdrževalnim nalogam,

– C.3: opredeliti, voditi in razvijati organizacijski model vzdrževanja,

– C.4: zagotavljati ravni razpoložljivosti, zanesljivosti, vzdrževalnosti, zmogljivosti podpore, varnosti
in kakovosti, ki so potrebne v celotni uporabni dobi premoženja,

– C.5: zagotavljati ustrezno vodenje/upravljanje in nenehno izboljševanje vzdrževanja,

– C.6: zagotavljati in nadzorovati skladnost med vzdrževanjem in proračunom podjetja, dosledno
upoštevanje planiranih/načrtovanih vzdrževalnih nalog in primerno stanje premoženja,

– C.7: opredeliti strategije, politike in merila za upravljanje zmogljivosti pogodbenikov ter za
opredelitev zahtev za materiale za vzdrževanje.

Strokovna oseba zagotavlja skladnost z ustreznimi zakoni, uredbami, direktivami, operativnimi navodili
in trenutnim stanjem tehnologije.

5.2 Zahtevane minimalne veščine in bistveno znanje nadzornika vzdrževanja/inženirja
vzdrževanja

Veščine in kompetence, navedene v točki 5.2, pomenijo minimalne veščine in bistveno znanje,
zahtevane za nadzornika vzdrževanja/inženirja vzdrževanja, in so naštete v preglednici 2. Odvisno od
organizacijske strukture in velikosti podjetja sta lahko nadzornik vzdrževanja in inženir vzdrževanja
ločena strokovnjaka, lahko pa sta obe funkciji združeni v eni osebi.

Če gre za ločena strokovnjaka, veljajo naslednja merila:

– ključne kompetence nadzornika vzdrževanja so označene s črko (S),

– ključne kompetence inženirja vzdrževanja so označene s črko (E),

– ključne kompetence obeh, nadzornika vzdrževanja in inženirja vzdrževanja, niso označene.

This document will supersede CEN/TR 15628:2007.
This document includes the following significant technical changes with respect to CEN/TR 15628:2007:
— substantial improvement;
— revision of the structure to orient the document to the tasks rather than to the knowledge;
— full consideration of the recommendation included in the European Qualification Framework
(Recommendation of the European Parliament and of the Council of 23 April 2008 on the establishment

Introduction
Due to the growing extent and the increasing complexity of maintenance in the European industry, very
diverse occupational profiles have evolved for maintenance personnel in the different member states. This
European Standard specifies requirements such as competences, essential knowledge as well as basic and
target qualifications. These requirements are recommended to obtain a specific qualification and to ensure
highly qualified professional personnel at the different functions and/or positions in maintenance.

1 Scope
This European Standard specifies the qualification of the personnel with regard to the tasks to be performed in
the context of the maintenance of plant, infrastructure and production systems.
In this European Standard, maintenance of plants and buildings is included in terms of technical aspects of
services.
This European Standard guides to define the knowledge, skills and competencies required for the qualification
of maintenance personnel.
This European Standard covers the following professional persons in the maintenance organisation:
— Maintenance Technician Specialist;
— Maintenance Supervisor and Maintenance Engineer;
— Maintenance Manager (Responsible of Maintenance Function or Service).
This European Standard does not specify the verification criteria nor the specialised training of the personnel,
which is related to the specific commodity sector.
NOTE Specialisation and profession are the subject of the training carried out in the relevant sector.

4.1 Competences of a Maintenance Technician Specialist
Based on the maintenance objectives, the competences of the maintenance technician specialist consists in
the independent execution of maintenance tasks, including the following key competences:
— A.1: To perform or ensure the safe execution of the maintenance plans according to business strategies.
— A.2: To act promptly in case of failure or malfunction, ensuring the effectiveness of the restoration.
— A.3: To perform or ensure the proper execution according to rules and procedures relating to safety,
health and environmental protection.

— A.4: To ensure the availability of materials, tools and equipment necessary for the execution of
maintenance tasks.
— A.5: To coordinate and / or supervise on-site maintenance tasks.
— A.6: To ensure the quality of the maintenance tasks.
— A.7: To use and ensure the use of the ICT (Information and communication technology) systems.
The professional person ensures compliance with the relevant laws, ordinances, directives, operational
instructions and the commonly accepted good practices.
An example of a Maintenance Technician Specialist tasks can be found in Annex A, stipulated by the
respective member states.
NOTE Tentatively, this professional person can refer to the EQF levels 4 or 5.
4.2 Competences of a Maintenance Supervisor and Maintenance Engineer
With the Maintenance Supervisor or Maintenance Engineer there are specific roles which can be executed
exclusively or in a joint responsibility.
The Maintenance Supervisor or Maintenance Engineer coordinates the maintenance tasks according to the
annual budget, related maintenance plans and unplanned maintenance tasks. Furthermore, the Maintenance
Supervisor or Maintenance Engineer contributes to ensure the required plant availability/plant performance
(measured by key performance indicators), based on the company's or department's technical objectives of
availability and quality, including the following key competences:
— B.1: To ensure the implementation of maintenance strategies and policies.
— B.2: To plan the maintenance tasks within his area of responsibility, defining and organising the
necessary resources.
— B.3: To organise, manage and develop the maintenance resources: personnel, materials and equipment.
— B.4: To ensure compliance with regulations and procedures related to safety, health and environment.
— B.5: To ensure technical and economic efficiency and effectiveness of maintenance tasks based on
current state of technology.
— B.6: To participate in the technical aspects of contracts and procurement process and manage the
performance of the contractors.
— B.7: To communicate to all necessary partners such as staff, contractors, customers and suppliers.
The Maintenance Engineer works with or supports the Maintenance Manager on the definition of maintenance
plans and the identification of the required resources for the execution, the control and the analysis of budget
variances. Furthermore, the Maintenance Engineer recommends improvement projects related to availability,
reliability, maintainability and safety of assets, including the following key competences.
— B.8: To use their technical/engineering knowledge and the organisational tools to improve maintenance
tasks and plant efficiency in terms of availability and reliability.
— B.9: To fulfil organisational and economical obligations in the field of his undertaken tasks.
Both professionals ensure compliance with the relevant laws, ordinances, directives, operational instructions
and the current state of technology.

4.3 Competences of a Maintenance Manager
Based on the company's objectives, particularly those relating to availability and quality, the Maintenance
Manager is responsible for ensuring the required plant availability/plant performance (based on key
performance indicators), including the following key competences with the ability:
— C.1: To define and develop maintenance policies according to company strategies.
— C.2: To define processes and tools to support maintenance tasks.
— C.3: To define, manage and develop the organisational model of maintenance.
— C.4: To ensure the levels of availability, reliability, maintainability, supportability, safety and quality
required for the entire useful life of assets.
— C.5: To ensure appropriate management and continuous improvement of maintenance.
— C.6: To ensure and control the compliance with maintenance and company budget, the respect of the
planned maintenance tasks and the proper condition of assets.
— C.7: To define strategies, policies and criteria for performance management of contractors and for the
definition of maintenance materials requirements.
The professional person ensures compliance with the relevant laws, ordinances, directives, operational
instructions and the current state of technology.

5.2 Required minimum skills and essential knowledge for a Maintenance
Supervisor/Engineer
The skills and competences listed under 5.2 result in the minimum required skills and essential knowledge for
a Maintenance Supervisor/Engineer listed in Table 2. Depending on organisational complexity and size of the
company, the Supervisor of the work and the Maintenance Engineer can be two separate professionals or be
traced to a unique person.
If they are two separate professionals, the following criteria apply:
— key competences of Maintenance Supervisor are marked by letter (S);
— key competences of Maintenance Engineer are marked by letter (E);
— key competences of both Maintenance Supervisor and Maintenance Engineer are not marked.
