Specifications for dedicated liquefied petroleum gas appliances - Portable vapour pressure liquefied petroleum gas appliances

This European Standard specifies the construction and performance characteristics related to safety and the rational use of energy of portable appliances burning liquefied petroleum gases at the vapour pressure within the gas container. It also defines test methods and the requirements for marking and the information to be given in the instructions.
NOTE   These appliances are referred to in the body of the text as "appliances".
This European Standard applies to various types of portable appliances burning liquefied petroleum gases at vapour pressure and designed to be used with (non refillable) cartridges as complying with EN 417 or any types of gas cylinders other than cartridges. For example the following types of appliances are covered:
a)   cooking appliances (hotplates, grills, barbecues...).
This European Standard does not cover barbecues that can be used indoors;
b)   lighting appliances;
c)   heating appliances.
This European Standard only applies to appliances with a maximum heat input of up to 3 kW (Hs) for outdoor use only;
d)   blowlamps.
This European Standard only applies to blowlamps without a flexible hose;
e)   laboratory burners.
The requirements apply to these appliances or their functional sections whether or not the latter are independent or incorporated into an assembly.
This European Standard only applies to type examination.
Appliances covered by this European Standard are not connected to a flue for the discharge of products of combustion and are not connected to the mains electricity supply.
This European Standard covers neither appliances supplied with LPG in the liquid phase nor those incorporating a fixed gas reservoir which may or may not be refilled by the user. This European Standard does not cover gas containers or flexible hose.
It does not apply to smokers’ lighters covered by EN ISO 9994.
Requirements for rational use of energy have been included for hotplate burners.
However, such requirements have not been included for the

La présente Norme européenne définit les caractéristiques de construction et de fonctionnement liées à la sécurité et à l'utilisation rationnelle de l'énergie des appareils portatifs utilisant des gaz de pétrole liquéfiés à la pression de vapeur des cartouches à gaz ou des récipients à gaz à l’exception de ceux dont la cartouche est insérée horizontalement dans le châssis.
NOTE   Ces appareils portatifs sont désignés dans l'ensemble du texte par « appareils ».
La présente Norme européenne s'applique aux différents types d'appareils portatifs utilisant des gaz de pétrole liquéfiés à la pression de vapeur et conçus pour être utilisés avec des cartouches conformes à l'EN 417 ou d'autres types de récipients de gaz.
Cette norme couvre les appareils pour utilisation en plein air ou dans des espaces bien aérés uniquement.
Sont par exemple visés les types d'appareils suivants :
a)   appareils de cuisson (réchauds, grilloirs, barbecues, ...) ;
La présente Norme européenne ne s'applique pas aux barbecues utilisables dans des locaux.
b)   appareils d'éclairage ;
c)   appareils de chauffage ;
La présente Norme européenne ne s'applique qu'aux appareils de chauffage ayant une puissance calorifique maximale de 3 kW (Hs) et utilisables exclusivement en plein air.
d)   appareils de brasage ;
Seuls les appareils de brasage sans tuyau souple sont couverts par la présente Norme européenne.
e)   brûleurs de laboratoire.
Les exigences s'appliquent à tous ces appareils ou éléments, que ces derniers soient indépendants ou incorporés dans un ensemble.
Les appareils couverts par la présente Norme européenne ne sont pas raccordés à un conduit d'évacuation des produits de la combustion et n'ont pas de raccordement au réseau électrique.
La présente Norme européenne ne s'applique ni aux appareils alimentés aux GPL en phase liquide ni à ceux avec réservoir fixe incorporé remplissable ou non par l'utilisateur.
Elle ne s'applique pas non plus aux briquets définis par l'EN ISO 9994.
Elle ne s’applique pas aux appareils fonctionnant avec une cartouche qui est incorporée horizontalement dans le châssis de l’appareil appelés aussi « réchauds plats à gaz portatifs ».
Des exigences concernant l'utilisation rationnelle de l'énergie ont été définies pour les brûleurs de réchaud.
En revanche, de telles exigences n'ont pas été fixées pour les autres types d'appareils car :
-   pour les grilloirs et les barbecues, la qualité de cuisson est obtenue par différents moyens tels que des éléments rayonnants, laquelle qualité de cuisson varie par ailleurs en fonction du type d'aliment et des régions où l’appareil est utilisé ;
-   pour les appareils d'éclairage, la consommation est insignifiante car ces appareils ont un débit très faible et ne sont utilisés que quelques heures dans l'année ;
-   pour les appareils de chauffage, toute la chaleur produite est transmise dans l'environnement ;
-   pour les outils tels que les lampes à souder, qui ne sont pas des outils professionnels utilisés en permanence, la consommation de gaz dépend beaucoup des habitudes de travail de l'utilisateur.

Ta evropski standard določa konstrukcijske značilnosti in značilnosti delovanja, povezane z varnostjo in racionalno uporabo energije prenosnih aparatov na utekočinjene naftne pline pri parnem tlaku v posodi za plin. Določa tudi preskusne metode in zahteve za označevanje in informacije, ki bodo podane v navodilih.
OPOMBA Ti aparati so v telesu besedila označeni z besedo »aparati«.
Ta evropski standard se uporablja za različne vrste prenosnih aparatov na utekočinjene naftne pline pri parnem tlaku in takšnih, zasnovanih za uporabo s kartušami (brez možnosti ponovnega polnjenja) skladno s standardom EN 417 ali s katerimi koli drugimi vrstami plinskih jeklenk, ki niso kartuše. Zajete so na primer naslednje vrste aparatov:
a) aparati za kuhanje (grelne plošče, žari ...).
Ta evropski standard ne zajema žarov, ki se lahko uporabljajo v zaprtih prostorih;
b) aparati za vzplamtenje;
c) aparati za segrevanje.
Ta evropski standard se uporablja le za aparate z največjo toplotno močjo največ 3 kW (Hs) samo za notranjo uporabo;
d) spajkalke.
Ta evropski standard se uporablja le za spajkalke brez gibke cevi;
e) laboratorijski gorilniki.
Zahteve veljajo za te aparate ali njihove funkcionalne dele, ne glede na to, ali so ti deli samostojni ali vgrajeni v sestav.
Ta evropski standard se uporablja samo za pregled tipa.
Aparati, ki jih zajema ta evropski standard, niso povezani s cevjo za praznjenje produktov gorenja in niso povezani z električnim omrežjem.

This document (EN 521:2019) has been prepared by Technical Committee CEN/TC 181 “Appliances and
leisure vehicle installations using liquefied petroleum gas and appliances using natural gas for outdoor
use”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by October 2019, and conflicting national standards shall
be withdrawn at the latest by October 2019.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 521:2006.
The main changes from the 2006 version are linked to the fact that the flat gas stoves have been
removed from the scope of this new version.
According to the CEN-CENELEC Internal Regulations, the national standards organisations of the
following countries are bound to implement this European Standard: Austria, Belgium, Bulgaria,

1 Scope
This document specifies the construction and performance characteristics related to safety and the
rational use of energy of portable appliances burning liquefied petroleum gases at the vapour pressure
within the gas cartridge or gas cylinder, excepting those where the gas cartridge is inserted horizontally
in the chassis.
NOTE These appliances are referred to in the body of the text as “appliances”.
This document applies to various types of portable appliances burning liquefied petroleum gases at
vapour pressure and designed to be used with cartridges as complying with EN 417 or gas cylinders.
This document covers appliances for outdoor or in well ventilated areas uses only.
For example the following types of appliances are covered:
a) cooking appliances (stoves, grills, barbecues.);
This document does not cover barbecues that can be used indoors;
b) lighting appliances;
c) heating appliances;
This document only applies to appliances with a maximum heat input of up to 3 kW (H ) for outdoor

use only;
d) blowtorches;
This document only applies to blowtorches without a flexible hose;
e) laboratory burners.
The requirements apply to these appliances or their functional sections whether or not the latter are
independent or incorporated into an assembly.
Appliances covered by this document are not connected to a flue for the discharge of products of

It does not apply to lighters as defined in EN ISO 9994.
It does not apply to gas appliances operating with a valve cartridge which is horizontally integrated into
the chassis of the appliance also called “flat portable gas stove”.
Requirements for rational use of energy have been included for stove burners.
However, such requirements have not been included for the other types of appliances because:
— for grills and barbecues, this is a type of cooking which is achieved by various means such as
radiant elements; in addition this type of cooking varies according to the type of food and region
where the appliance is used;
— for lighting appliances, the consumption is insignificant because these appliances have a very low
rate and are used only for a few hours in a year;
— for heating appliances, all the heat produced is discharged into the environment;

— for tools such as blowtorches which are not professional tools in regular use, the gas consumption
depends very much on the way it is used.
