Railway applications - Rolling stock maintenance - Maintenance records

This Standard defines requirements for content of maintenance records on railway vehicles and guidance to help the parties involved in the maintenance process to fulfil their responsibilities, especially:
—   document that maintenance has been ordered properly;
—   document that maintenance has been delivered according to the maintenance order.
Within the ECM organisation this affects especially the fleet maintenance management and maintenance delivery functions (refer to the ECM-Regulation 445/2011). In addition to the above, maintenance records are an important input for the maintenance development function and be made available to it on request.
As a consequence the following issues are out of the scope of this Standard:
—   managing documentation required to schedule and dispose maintenance (e. g. trigger events for planned maintenance or fault notices reported by train crew);
—   managing fault notices generated by trainborne diagnostic systems;
—   managing documentation related to the interaction between railway undertakings and ECM (e.g. return to operation).

Bahnanwendungen - Instandhaltung von Eisenbahnfahrzeugen - Instandhaltungsaufzeichnungen

Diese Norm legt Anforderungen an den Inhalt von Instandhaltungsaufzeichnungen für Eisenbahnfahrzeuge fest und dient als Leitfaden, um den am Instandhaltungsprozess beteiligten Parteien bei der Erfüllung ihrer Verantwortung zu helfen, insbesondere:
 der Dokumentation, dass die Instandhaltung ordnungsgemäß beauftragt wurde;
 der Dokumentation, dass die Instandhaltung entsprechend dem Instandhaltungsauftrag durchgeführt wurde.
Innerhalb der ECM-Organisation betrifft dies vor allem die Fuhrpark-Instandhaltungsmanagementfunktion sowie die Instandhaltungserbringungsfunktion (siehe die ECM-Verordnung 445/2011). Neben dem Oben-genannten leisten die Instandhaltungsaufzeichnungen einen wichtigen Beitrag zur Instandhaltungs-entwicklungsfunktion und sind dieser auf Anfrage zur Verfügung zu stellen. Infolgedessen liegen die folgenden Themen außerhalb des Anwendungsbereichs dieser Norm:
 Verwaltung der Dokumente, die zur Planung und Einrichtung der Instandhaltung erforderlich ist (z. B. Ereignisse, die eine planmäßige Instandhaltung auslösen oder vom Zugpersonal gemeldete Fehler-meldungen);
 Verwaltung von Fehlermeldungen, die von fahrzeugseitigen Diagnosesystemen erzeugt wurden;
 Verwaltung der Dokumentation bezüglich der Interaktion zwischen Eisenbahnverkehrsunternehmen und ECM (z. B. Wiederaufnahme des Betriebs).

Applications ferroviaires - Maintenance du materiel roulant - Preuves de maintenance

La présente norme définit les exigences relatives au contenu des preuves de maintenance de véhicules
ferroviaires et donne des lignes directrices pour aider les parties impliquées dans le processus de
maintenance à s'acquitter de leurs responsabilités, notamment pour :
— documenter que la maintenance a été commandée de manière correcte ;
— documenter que la maintenance a été exécutée conformément à la commande de maintenance.
Au sein de l'organisation ECE, ce processus concerne plus particulièrement les fonctions de gestion de
l'entretien de la flotte et d'exécution de l'entretien (voir Règlement (UE) n° 445/2011). Outre les
aspects ci-dessus, les preuves de maintenance fournissent également des informations importantes
pour la fonction de développement de l'entretien et sont disponibles sur demande. En conséquence, les
aspects suivants ne relèvent pas du domaine d'application de la présente norme :
— gestion de la documentation nécessaire à la planification et à l'acquittement de la maintenance (par
exemple, événements déclencheurs pour la maintenance planifiée ou signalement d'anomalies par
le personnel de bord) ;
— gestion des signalements d'anomalies générés par les systèmes de diagnostic embarqués ;
— gestion de la documentation concernant les interactions entre les entreprises ferroviaires et l'ECE
(remise en exploitation, par exemple).

Železniške naprave - Vzdrževanje voznega parka - Evidenca o vzdrževanju

Ta standard določa zahteve za vsebino evidence o vzdrževanju železniških vozil in smernice za pomoč strankam, ki so vključene v postopek vzdrževanja, da izpolnijo svoje odgovornosti, zlasti da: – dokumentirajo, da je bilo vzdrževanje ustrezno naročeno; – dokumentirajo, da je bilo vzdrževanje opravljeno v skladu z naročilom o vzdrževanju.  V okviru organizacije ECM to vpliva zlasti na funkcije upravljanja vzdrževanja in izvajanje vzdrževanja voznega parka (glej uredbo ECM 445/2011). Poleg zgoraj navedenega evidence o vzdrževanju vsebujejo pomembne informacije za razvoj vzdrževanja in so na voljo na zahtevo.  Posledično naslednja vprašanja ne spadajo na področje uporabe tega standarda: – upravljanje dokumentacije, potrebne za načrtovanje in izvajanje vzdrževanja (npr. dogodki, ki sprožijo načrtovano vzdrževanje, ali obvestila o napakah, ki jih javi vlakovno osebje);
– upravljanje obvestil o napakah, ki jih javijo diagnostični sistemi na vlaku;
– upravljanje dokumentacije, povezane z interakcijo železniških podjetij in ECM (npr. ponovna vzpostavitev delovanja).

EN 17095:2019 (E) 4 Introduction Parties involved in the planning, ordering and delivery of maintenance on railway vehicles, especially when acting as an entity in charge of maintenance (ECM), should ensure that the vehicles for which they are in charge of the maintenance are in a safe state of running by means of a system of maintenance. Taking into account the wide variety of design and maintenance methods, this system of maintenance should be a process-oriented system. Maintenance records are an important part of the maintenance process regarding the exchange of information and documentation of the decisions made and actions taken. Within the ECM organization, the fleet maintenance management and maintenance delivery functions are especially concerned with maintenance records. In addition, maintenance records are an important input for the maintenance development function. NOTE ECM functions are defined by Directive 2016/798. SIST EN 17095:2019
