Quality management -- Customer satisfaction -- Guidelines for codes of conduct for organizations

This International Standard provides guidance for planning, designing, developing, implementing, maintaining and improving customer satisfaction codes of conduct. This International Standard is applicable to productrelated codes containing promises made to customers by an organization concerning its behaviour. Such promises and related provisions are aimed at enhanced customer satisfaction. Annex A provides simplified examples of components of codes for different organizations. NOTE 1 Throughout this International Standard, the term “product” encompasses services, software, hardware and processed materials. NOTE 2 In this International Standard, the term “product” applies only to the product intended for, or required by, a customer. This International Standard is intended for use by organizations regardless of type, size and product provided, including organizations that design customer satisfaction codes of conduct for use by other organizations. Annex C gives guidance specifically for small businesses.
This International Standard does not prescribe the substantive content of customer satisfaction codes of conduct, nor does it address other types of codes of conduct, such as those that relate to the interaction between an organization and its personnel, or between an organization and its suppliers. This International Standard is not intended for certification or for contractual purposes, and it is not intended to change any rights or obligations provided by applicable statutory and regulatory requirements. NOTE 3 While this International Standard is not intended for contractual purposes, customer satisfaction codes of conduct promises can be included in an organization’s contracts. NOTE 4 This International Standard is aimed at customer satisfaction codes of conduct concerning individual customers purchasing or using goods, property or services for personal or household purposes, although it is applicable to all customer satisfaction codes of conduct.

L'ISO 10001:2007 fournit des lignes directrices pour la planification, la conception, le d�veloppement, l'entretien et l'am�lioration des codes de conduite relatifs � la satisfaction du client. L'ISO 10001:2007 est applicable aux codes li�s aux produits et contenant des promesses faites aux clients par un organisme au sujet de son comportement. De telles promesses et dispositions associ�es ont pour objectif d'accro�tre la satisfaction du client.
L'ISO 10001:2007 est destin�e � �tre utilis�e par des organismes quels que soient leur type, leur taille et le produit fourni, y compris les organismes qui cr�ent des codes de conduite de satisfaction du client utilisables par d'autres organismes. L'Annexe C fournit des lignes directrices particuli�rement destin�es aux petites entreprises.
L'ISO 10001:2007 ne sp�cifie pas le contenu m�me des codes de conduite de satisfaction du client. Elle ne r�git pas non plus les autres types de codes de conduite, tels que ceux li�s � l'interaction entre un organisme et son personnel ou bien entre un organisme et ses fournisseurs.
L'ISO 10001:2007 n'est pas destin�e � la certification ou � des fins contractuelles pas plus qu'elle n'est destin�e � modifier aucun droit ou obligation pr�vu par les exigences l�gales ou r�glementaires applicables.

Vodenje kakovosti - Zadovoljstvo odjemalcev - Smernice za kodeks ravnanja organizacij

Standard SIST ISO 10001:2008 je namenjen vsem organizacijam ne glede na vrsto ali velikost organizacije in ne glede na njihove proizvode. Podaja smernice za načrtovanje, oblikovanje, razvijanje, izvajanje, vzdrževanje in izboljševanje kodeksa ravnanja za zagotavljanje zadovoljstva odjemalcev. Standard se uporablja v povezavi z ravnanjem organizacij oz. njihovih proizvodov in z njimi povezanih obveznosti do strank/odjemalcev. Cilj pa je ravnanje, usmerjeno k povečanju zadovoljstva odjemalcev. Dodatek A k standardu SIST ISO 10001:2008 vsebuje poenostavljene primere kodeksov ravnanja za različne tipe organizacij in je v pomoč tudi organizacijam, ki načrtujejo kodekse ravnanja za zagotavljanje zadovoljstva odjemalcev za druge organizacije. Dodatek C k standardu podaja smernice posebej za majhna podjetja.
Standard ISO 10001:2007 ne predpisuje vsebinskih zahtev kodeksov ravnanja za zagotavljanje zadovoljstva odjemalcev. Prav tako ne obravnava drugih vrst/tipov kodeksov ravnanja, na primer kodeksov ravnanja, ki se nanašajo na odnos med organizacijo in njenim osebjem ali na odnos med organizacijo in njenimi dobavitelji.
Standarda ISO 10001:2007 ni mogoče uporabljati za certificiranje ali za pogodbene namene. Prav tako ni namenjen spreminjanju pravic ali dolžnosti iz zakonov ali drugih predpisov.

0.1 Общие положения
Поддержание высокого уровня удовлетворенности потребителя является весьма непростой задачей
для многих организаций. Одним из способов ее решения является введение и использование кодекса
поведения для обеспечения удовлетворенности потребителя. Кодекс поведения состоит из обещаний
и соответствующих положений, которые относятся к таким вопросам, как поставка продукции, ее
возврат, работа с персональной информацией потребителей, рекламирование и обусловливание
конкретных свойств продукции или ее рабочих характеристик (см., например, Приложение A). Кодекс
поведения для обеспечения удовлетворенности потребителя может быть частью эффективного
подхода к работе с претензиями. Он включает:
a) предотвращение претензий путем использования соответствующего кодекса поведения для
достижения удовлетворенности потребителя;
b) внутреннюю работу с претензиями, например, при получении сообщений о неудовлетворенности;
c) внешнее урегулирование конфликтов в ситуациях, когда претензии не могут быть
удовлетворительно разрешены внутренними средствами.
Настоящий международный стандарт обеспечивает руководящие указания, помогающие организации
определить, отвечают ли положения ее кодекса запросам и ожиданиям потребителя, и является ли
кодекс поведения для удовлетворенности потребителя правильным и не вводящим в заблуждение. Его
использование позволяет:
⎯ усовершенствовать практику ведения справедливой торговли и повысить доверие потребителя к
организации;
⎯ потребителю лучше понять, чего он ждет от организации в смысле ее продукции и отношений с
клиентами, тем самым уменьшив вероятность предъявления претензий из-за неправильного
понимания;
⎯ потенциально снизить необходимость разработки новых регламентов, регулирующих поведение
организации по отношению к своим клиентам.
0.2 Связь с ISO 9001 и ISO 9004
Настоящий международный стандарт совместим с ISO 9001 и ISO 9004, и поддерживает цели этих
двух стандартов посредством результативного и эффективного применения процесса разработки и
реализации кодекса поведения, связанного с удовлетворенностью потребителя. Настоящий
международный стандарт может также использоваться независимо от ISO 9001 и ISO 9004.
Стандарт ISO 9001 устанавливает требования к системе менеджмента качества, которые могут

0.3 Связь с ISO 10002 и ISO 10003

1 Область применения
Настоящий международный стандарт содержит руководство по планированию, проектированию,
разработке, реализации, поддержанию и усовершенствованию кодексов поведения для
удовлетворенности потребителя. Этот международный стандарт применим к кодексам, в которых
содержатся обещания организации потребителям относительно ее поведения, связанного с ее
продукцией. Такие обещания и соответствующие положения направлены на повышение
удовлетворенности потребителя. В Приложении A даются упрощенные примеры элементов кодексов
для различных организаций.

4 Руководящие принципы

принципов с ориентировкой на потребителя, установленных в 4.2 до 4.9.
4.2 Обязательства
Организации следует активно выполнять взятые на себя обязательства по принятию, интеграции и
распространению кодекса, а также по выполнению своих обещаний.
4.3 Возможности
Для планирования, проектирования, разработки, реализации, поддержания и усовершенствования
кодекса и для эффективного и результативного управления этими процессами следует иметь в
наличии достаточное количество ресурсов.
4.4 Открытость
Кодекс следует широко пропагандировать среди потребителей, персонала и других заинтересованных
сторон.
4.5 Доступность
Кодекс и соответствующая информация о нем следует сделать легкодоступными для поиска и
использования (см. Приложение D).

4.6 Оперативность
В своем кодексе организации следует оперативно реагировать на запросы потребителей и ожидания
заинтересованных сторон (см. Приложение E).
4.7 Точность
Организация следует убедиться в том, что ее кодекс и информация о кодексе - точны, не вводят в
заблуждение, могут быть проверены и соответствуют установленным законом и регулятивным
требованиям.
4.8 Отчетность
Организации следует установить и поддерживать отчетность, предоставляя информацию о действиях
и решениях, касающихся своего кодекса.
4.9 Постоянное улучшение
Повышение результативности и эффективности кодекса и его использования следует сделать
постоянной целью организации.
5 Структура кодекса
5.1 Создание
Кодексу следует поддерживаться организационной структурой, которая обеспечивает принятие
решений и действия, используемые в планировании, проектировании, разработке, реализации,
поддержании и усовершенствовании кодекса. Эта структура включает оценивание, предоставление и
размещение ресурсов, необходимых для проведения взаимосвязанных действий для достижения
целей кодекса (см. Приложение F). Она также включает обязательства высшего руководства,
распределение соответствующих обязанностей и полномочий и обучение во всей организации.
5.2 Интеграция
Структуру кодекса следует основывать на системе менеджмента качества и других системах
менеджмента организации и интегрировать ее в эти системы, если приемлемо.
6 Планирование, проектирование и разработка
6.1 Определение целей кодекса
Организации следует определить цели, которые она планирует достичь с помощью кодекса.
ПРИМЕЧАНИЕ Рекомендуется цели кодекса формулировать таким образом, чтобы их выполнение можно было
измерить с помощью показателей эффективности, определенных организацией.

⎯ способов решения таких вопросов в других организациях;
⎯ возможных ресурсов и других средств для урегулирования этих спорных вопросов путем
использования кодекса;
⎯ установленных законом и регулятивных требований, относящихся к решению этих вопросов путем
использования кодекса.
ПРИМЕЧАНИЕ Настоящая информация предназначена помочь организации в формулировке целей кодекса и
в определении соответствующего подхода к разработке и оценке кодекса для обеспечения совместимости с
другими видами деятельности организации. Руководство по рассмотрению факторов для принятия кодекса,
разработанного другой организацией (например, промышленной или профессиональной ассоциацией), дано в
Приложении G.
6.3 Получение и оценка входных данных от соответствующих заинтересованных
сторон
Для организации является важным получить и оценить входные данные от соответствующих
заинтересованных сторон (например, потребителей, поставщиков, промышленных ассоциаций,
потребительских организаций, соответствующих правительственных агентств, персонала, владельцев)
относительно содержания и использования кодекса (см. Приложение E).
6.4 Подготовка кодекса
На основе собранной информации и входных данных организации следует подготовить кодекс (см.
Приложение H). Кодексу следует быть ясным, кратким, точным, не вводящим в заблуждение,
написанным простым языком и включать:
⎯ область применения и цель кодекса, соответствующие организации и потребителям ее продукции;
⎯ обещания, данные организацией потребителям, которые могут быть выполнены, и любые
ограничения относительно этих обещаний;
⎯ определения основных терминов, используемых в кодексе;
⎯ порядок направления запросов и претензий относительно кодекса и лицо, которому их следует
направлять;
⎯ описание действий, которые должны быть предприняты в случае невыполнения обещаний
кодекса.

кодекса учитываются любые другие соответствующие кодексы и стандарты.
Организации следует рассмотреть вопрос о проверке кодекса в действии с целью определения
необходимости корректировок.
6.5 Подготовка показателей эффективности
Организации следует подготовить количественные и качественные показатели эффективности, чтобы
понять, оказался ли кодекс успешным в достижении своих целей.
ПРИМЕЧАНИЕ Показатели эффективности, относящиеся к кодексу, могут включать градацию или рейтинги по
результатам опросов потребителей относительно их удовлетворенности или статистические данные по

6.6 Подготовка процедур для создания кодекса
Организации следует разработать процедуры для реализации, поддержания и усовершенствования
кодекса, включая процедуры разрешения спорных вопросов и претензий. Организации следует
идентифицировать и рассмотреть все препятствия, мешающие результативному использованию
кодекса, и определить все возможные стимулы, которые способствовали бы реализации,
поддержанию и усовершенствованию кодекса. Процедуры будут различными в зависимости от
характера кодекса и организации, которая его использует. Процедуры следует разрабатывать согласно
установленным законом и регулятивным требованиям.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards

Introduction
0.1 General
Maintaining a high level of customer satisfaction is a significant challenge for many organizations. One way of
meeting this challenge is to put in place and use a customer satisfaction code of conduct. A customer
satisfaction code of conduct consists of promises and related provisions that address issues such as product
delivery, product returns, handling of personal information of customers, advertising and stipulations
concerning particular attributes of a product or its performance (see Annex A for examples). A customer
satisfaction code of conduct can be part of an effective approach to complaints management. This involves:
a) complaints prevention, by making use of an appropriate customer satisfaction code of conduct;
b) internal complaints handling, for instances when expressions of dissatisfaction are received;
c) external dispute resolution, for situations in which complaints cannot be satisfactorily dealt with internally.
This International Standard provides guidance to assist an organization in determining that its customer
satisfaction code provisions meet customer needs and expectations, and that the customer satisfaction code
is accurate and not misleading. Its use can:
⎯ enhance fair trade practices and customer confidence in an organization;

0.2 Relationship with ISO 9001 and ISO 9004
This International Standard is compatible with ISO 9001 and ISO 9004 and supports the objectives of these
two standards through the effective and efficient application of a process to develop and implement a code of
conduct related to customer satisfaction. This International Standard can also be used independently of
ISO 9001 and ISO 9004.
ISO 9001 specifies requirements for a quality management system that can be used for internal application by
organizations, or for certification, or for contractual purposes. A customer satisfaction code of conduct
implemented in accordance with this International Standard (ISO 10001) can be an element of a quality
management system. This International Standard is not intended for certification or for contractual purposes.
ISO 9004 provides guidance on continual improvement of performance regarding quality management
systems. This International Standard (ISO 10001) can further enhance performance regarding codes of
conduct, as well as increase the satisfaction of customers and other interested parties. It can also facilitate the
continual improvement of the quality of products and processes based on feedback from customers and other
interested parties.
NOTE Apart from customers, other interested parties can include suppliers, industry associations and their members,
consumer organizations, relevant government agencies, personnel, owners and others who are affected by an
organization’s customer satisfaction code of conduct.

0.3 Relationship with ISO 10002 and ISO 10003
This International Standard is compatible with ISO 10002 and ISO 10003. These three standards can be used
either independently or in conjunction with each other. When used together, this International Standard,
ISO 10002, and ISO 10003 can be part of a broader and integrated framework for enhanced customer
satisfaction through codes of conduct, complaints handling and dispute resolution (see Annex B).
ISO 10002 contains guidance on the internal handling of product-related complaints. By fulfilling the promises
given in a customer satisfaction code of conduct, organizations decrease the likelihood of problems arising
because there is less potential for confusion regarding customer expectations concerning the organization and
its products.
ISO 10003 contains guidance on the resolution of disputes regarding product-related complaints that could not
be satisfactorily resolved internally. When disputes do arise, the existence of a customer satisfaction code of
conduct can assist the parties in understanding customer expectations and the organization’s attempts to
meet those expectations.
0.4 Statements regarding conformity
This International Standard is designed to be used solely as a guidance document. Where all applicable
guidance provided in this International Standard has been implemented, statements that a customer
satisfaction code of conduct is planned, designed, developed, implemented, maintained and improved based
on that guidance can be made.
However, any statements claiming or implying conformity to this International Standard are inconsistent with
this International Standard, and it is therefore inappropriate to make such statements.

1 Scope
This International Standard provides guidance for planning, designing, developing, implementing, maintaining
and improving customer satisfaction codes of conduct. This International Standard is applicable to product-
related codes containing promises made to customers by an organization concerning its behaviour. Such
promises and related provisions are aimed at enhanced customer satisfaction. Annex A provides simplified
examples of components of codes for different organizations.
NOTE 1 Throughout this International Standard, the term “product” encompasses services, software, hardware and
processed materials.
NOTE 2 In this International Standard, the term “product” applies only to the product intended for, or required by, a
customer.
This International Standard is intended for use by organizations regardless of type, size and product provided,
including organizations that design customer satisfaction codes of conduct for use by other organizations.
Annex C gives guidance specifically for small businesses.
This International Standard does not prescribe the substantive content of customer satisfaction codes of
conduct, nor does it address other types of codes of conduct, such as those that relate to the interaction

4 Guiding principles
4.1 General
Effective and efficient planning, design, development, implementation, maintenance and improvement of a
code is based on adherence to the customer-focused guiding principles set out in 4.2 to 4.9.
4.2 Commitment
An organization should be actively committed to the adoption, integration and dissemination of a code and the
fulfilment of its promises.
4.3 Capacity
Sufficient resources should be made available for code planning, design, development, implementation,
maintenance and improvement, and for managing them effectively and efficiently.
4.4 Visibility
A code should be well publicized to customers, personnel and other interested parties.
4.5 Accessibility
A code and relevant information about it should be easy to find and use (see Annex D).
4.6 Responsiveness
An organization should respond to the needs of customers and the expectations of interested parties in its
code (see Annex E).
4.7 Accuracy
An organization should ensure that its code, and information about its code, are accurate, not misleading,
verifiable and in compliance with relevant statutory and regulatory requirements.
4.8 Accountability
The organization should establish and maintain accountability for, and reporting on, the actions and decisions
with respect to its code.
4.9 Continual improvement
Increased effectiveness and efficiency of the code and its use should be a permanent objective of the
organization.
5 Code framework
5.1 Establishment
A code should be supported by an organizational framework for decision-making and action to use in code
planning, design, development, implementation, maintenance and improvement. This framework involves
resource assessment, provision and deployment needed to carry out the interrelated activities to fulfil code
objectives (see Annex F). It also includes top management commitment, assignment of appropriate
responsibilities and authorities, and training throughout the organization.

5.2 Integration
The code framework should be based on, and integrated with, the quality and other management systems of
the organization, where appropriate.
6 Planning, design and development
6.1 Determine code objectives
An organization should determine the objectives to be achieved by the code.
NOTE It is advisable that code objectives be articulated in such a manner that their fulfilment can be measured using
performance indicators as identified by the organization.
6.2 Gather and assess information
Information should be gathered and assessed concerning:
⎯ the issues that the code is attempting to deal with;
⎯ how these issues arise;
⎯ how these issues could be dealt with;
⎯ how and to what extent these issues affect the organization’s activities that are not related to the code;
⎯ how other organizations are dealing with these issues;
⎯ possible resource and other implications of dealing with these issues through use of a code;
⎯ statutory and regulatory requirements associated with dealing with these issues through use of a code.
NOTE This information is intended to assist the organization in articulating the code’s purposes and in determining
an appropriate approach to code development and assessment that is aligned with the organization’s other activities.
Guidance on factors to consider in adopting a code prepared by another organization (e.g. an industry or professional
association) is provided in Annex G.
6.3 Obtain and assess input from relevant interested parties
It is important for the organization to obtain and assess the input from relevant interested parties (e.g.
customers, suppliers, industry associations, consumer organizations, relevant government agencies,
personnel, owners) concerning code content and use (see Annex E).
6.4 Prepare code
Based on the information and input that the organization has gathered, the organization should prepare a
code (see Annex H). The code should be clear, concise, accurate and not misleading, written in simple
language, and should include:
⎯ the code’s scope and purpose appropriate to the organization and its customers;
⎯ the promises made by the organization to its customers that can be fulfilled, and any limitations
concerning those promises;
⎯ definitions of key terms used in the code;

⎯ how and to whom enquiries and complaints about the code should be directed;
⎯ a description of what action will be taken if the code promises are not fulfilled.
NOTE Enquiries and complaints can pertain to both the content of the code and its use. See ISO 10002 and
ISO 10003 for guidance.
In preparing the code, the organization should ensure that the code can be effectively implemented and that
its provisions are not in violation of any statutory and regulatory requirements. Of particular relevance are
statutory and regulatory requirements concerning deceptive or misleading advertising and prohibitions against
anti-competitive activity. The organization should also ensure that the code’s provisions take into account any
other relevant codes and standards.
The organization should consider testing the code to determine the need for adjustments.
6.5 Prepare performance indicators
The organization should prepare quantitative or qualitative performance indicators designed to assist in
understanding whether the code is successful in fulfilling its objectives.
NOTE Performance indicators associated with a code can include grading or ranking from customer satisfaction
surveys, or statistics regarding complaints and their resolution. Examples are given in Annex A.
6.6 Prepare code procedures
The organization should prepare code implementation, maintenance and improvement procedures, including
how enquiries and complaints are dealt with. The organization should identify and deal with any obstacles to
the effective use of the code, and identify any possible incentives that would assist in code implementation,
maintenance and improvement. Procedures will vary depending upon the nature of the code and the
organization that uses it. Procedures should be developed in accordance with applicable statutory and
regulatory requirements.
NOTE Examples of activities that can be the subject of procedures include:
⎯ communicating the code to customers;
⎯ training relevant personnel on the code;
⎯ resolving instances where code promises are not met;
⎯ recording enquiries and complaints about the code;
⎯ recording and evaluating performance of the code;
⎯ using and managing records;
⎯ disclosing of information regarding code fulfilment (see Annex I).
6.7 Prepare internal and external communication plan
The organization should develop a plan to make its code, and supporting information (e.g. feedback form),
available to personnel and other parties involved in code application (see Annex I).
6.8 Determine resources needed
The organization should determine the resources needed to fulfil code promises and to provide adequate
remedies in cases of non-fulfilment of the code (e.g. customer compensation). Resources include personnel,

training, procedures, documentation, specialist support, materials and equipment, facilities, computer
hardware and software, and finances.
7 Implementation
The organization should manage implementation activities as planned, in a timely manner.
The organization should, at appropriate levels within the organization:
a) apply relevant procedures, and internal and external communication plans;
b) provide appropriate remedies to customers (e.g. compensation);
c) take necessary action to address cases promptly where the code provisions are not fulfilled; these actions
can be initiated following a complaint about the code or as a result of information gathered by the
organization regarding code performance.
The organization should record:
⎯ resource usage in code application;
⎯ the type of training and instruction regarding the code that personnel have received;
⎯ application of the internal and external communication plans;
⎯ handling of enquiries or complaints about the code, and remedial actions undertaken by the organization.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.

Introduction
0.1 General
Maintaining a high level of customer satisfaction is a significant challenge for many organizations. One way of
meeting this challenge is to put in place and use a customer satisfaction code of conduct. A customer
satisfaction code of conduct consists of promises and related provisions that address issues such as product
delivery, product returns, handling of personal information of customers, advertising and stipulations
concerning particular attributes of a product or its performance (see Annex A for examples). A customer
satisfaction code of conduct can be part of an effective approach to complaints management. This involves:
a) complaints prevention, by making use of an appropriate customer satisfaction code of conduct;
b) internal complaints handling, for instances when expressions of dissatisfaction are received;
c) external dispute resolution, for situations in which complaints cannot be satisfactorily dealt with internally.
This International Standard provides guidance to assist an organization in determining that its customer
satisfaction code provisions meet customer needs and expectations, and that the customer satisfaction code
is accurate and not misleading. Its use can:
⎯ enhance fair trade practices and customer confidence in an organization;
⎯ improve customer understanding of what to expect from an organization in terms of its products and
relations with customers, thereby reducing the likelihood of misunderstandings and complaints;

4 Guiding principles
4.1 General
Effective and efficient planning, design, development, implementation, maintenance and improvement of a
code is based on adherence to the customer-focused guiding principles set out in 4.2 to 4.9.
4.2 Commitment
An organization should be actively committed to the adoption, integration and dissemination of a code and the
fulfilment of its promises.
4.3 Capacity
Sufficient resources should be made available for code planning, design, development, implementation,
maintenance and improvement, and for managing them effectively and efficiently.
4.4 Visibility
A code should be well publicized to customers, personnel and other interested parties.
4.5 Accessibility
A code and relevant information about it should be easy to find and use (see Annex D).
4.6 Responsiveness
An organization should respond to the needs of customers and the expectations of interested parties in its
code (see Annex E).
4.7 Accuracy
An organization should ensure that its code, and information about its code, are accurate, not misleading,
verifiable and in compliance with relevant statutory and regulatory requirements.
4.8 Accountability
The organization should establish and maintain accountability for, and reporting on, the actions and decisions
with respect to its code.
4.9 Continual improvement
Increased effectiveness and efficiency of the code and its use should be a permanent objective of the
organization.
5 Code framework
5.1 Establishment
A code should be supported by an organizational framework for decision-making and action to use in code
planning, design, development, implementation, maintenance and improvement. This framework involves
resource assessment, provision and deployment needed to carry out the interrelated activities to fulfil code
objectives (see Annex F). It also includes top management commitment, assignment of appropriate
responsibilities and authorities, and training throughout the organization.

5.2 Integration
The code framework should be based on, and integrated with, the quality and other management systems of
the organization, where appropriate.
6 Planning, design and development
6.1 Determine code objectives
An organization should determine the objectives to be achieved by the code.
NOTE It is advisable that code objectives be articulated in such a manner that their fulfilment can be measured using
performance indicators as identified by the organization.
6.2 Gather and assess information
Information should be gathered and assessed concerning:
⎯ the issues that the code is attempting to deal with;
⎯ how these issues arise;
⎯ how these issues could be dealt with;
⎯ how and to what extent these issues affect the organization’s activities that are not related to the code;
⎯ how other organizations are dealing with these issues;
⎯ possible resource and other implications of dealing with these issues through use of a code;
⎯ statutory and regulatory requirements associated with dealing with these issues through use of a code.
NOTE This information is intended to assist the organization in articulating the code’s purposes and in determining
an appropriate approach to code development and assessment that is aligned with the organization’s other activities.
Guidance on factors to consider in adopting a code prepared by another organization (e.g. an industry or professional
association) is provided in Annex G.
6.3 Obtain and assess input from relevant interested parties
It is important for the organization to obtain and assess the input from relevant interested parties (e.g.
customers, suppliers, industry associations, consumer organizations, relevant government agencies,
personnel, owners) concerning code content and use (see Annex E).
6.4 Prepare code
Based on the information and input that the organization has gathered, the organization should prepare a
code (see Annex H). The code should be clear, concise, accurate and not misleading, written in simple
language, and should include:
⎯ the code’s scope and purpose appropriate to the organization and its customers;
⎯ the promises made by the organization to its customers that can be fulfilled, and any limitations
concerning those promises;
⎯ definitions of key terms used in the code;

⎯ how and to whom enquiries and complaints about the code should be directed;
⎯ a description of what action will be taken if the code promises are not fulfilled.
NOTE Enquiries and complaints can pertain to both the content of the code and its use. See ISO 10002 and
ISO 10003 for guidance.
In preparing the code, the organization should ensure that the code can be effectively implemented and that
its provisions are not in violation of any statutory and regulatory requirements. Of particular relevance are
statutory and regulatory requirements concerning deceptive or misleading advertising and prohibitions against
anti-competitive activity. The organization should also ensure that the code’s provisions take into account any
other relevant codes and standards.
The organization should consider testing the code to determine the need for adjustments.
6.5 Prepare performance indicators
The organization should prepare quantitative or qualitative performance indicators designed to assist in
understanding whether the code is successful in fulfilling its objectives.
NOTE Performance indicators associated with a code can include grading or ranking from customer satisfaction
surveys, or statistics regarding complaints and their resolution. Examples are given in Annex A.
6.6 Prepare code procedures
The organization should prepare code implementation, maintenance and improvement procedures, including
how enquiries and complaints are dealt with. The organization should identify and deal with any obstacles to
the effective use of the code, and identify any possible incentives that would assist in code implementation,
maintenance and improvement. Procedures will vary depending upon the nature of the code and the
organization that uses it. Procedures should be developed in accordance with applicable statutory and
regulatory requirements.
NOTE Examples of activities that can be the subject of procedures include:
⎯ communicating the code to customers;
⎯ training relevant personnel on the code;
⎯ resolving instances where code promises are not met;
⎯ recording enquiries and complaints about the code;
⎯ recording and evaluating performance of the code;
⎯ using and managing records;
⎯ disclosing of information regarding code fulfilment (see Annex I).
6.7 Prepare internal and external communication plan
The organization should develop a plan to make its code, and supporting information (e.g. feedback form),
available to personnel and other parties involved in code application (see Annex I).
6.8 Determine resources needed
The organization should determine the resources needed to fulfil code promises and to provide adequate
remedies in cases of non-fulfilment of the code (e.g. customer compensation). Resources include personnel,

training, procedures, documentation, specialist support, materials and equipment, facilities, computer
hardware and software, and finances.
7 Implementation
The organization should manage implementation activities as planned, in a timely manner.
The organization should, at appropriate levels within the organization:
a) apply relevant procedures, and internal and external communication plans;
b) provide appropriate remedies to customers (e.g. compensation);
c) take necessary action to address cases promptly where the code provisions are not fulfilled; these actions
can be initiated following a complaint about the code or as a result of information gathered by the
organization regarding code performan

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.

Introduction
0.1 Généralités
Conserver un niveau élevé de satisfaction du client est l'un des principaux défis que de nombreux organismes
ont à relever. L'une des manières d'atteindre cet objectif, consiste à mettre en place et à appliquer un code de
conduite de satisfaction du client. Un code de conduite de satisfaction du client consiste en promesses et en
dispositions associées qui traitent des aspects tels que la livraison des produits, le retour des produits, le
traitement des informations personnelles du client, la publicité et les dispositions concernant les attributs
particuliers d'un produit ou de ses performances (pour voir des exemples, consulter l'Annexe A). Un code de
conduite de satisfaction du client peut faire partie d'une approche efficace du traitement des réclamations.
Cela implique:
a) la prévention des réclamations, en utilisant un code de conduite de satisfaction du client;
b) le traitement des réclamations en interne, par exemple lorsqu'une insatisfaction est exprimée;
c) la résolution des conflits par un tiers, dans des situations où les réclamations ne peuvent pas être traitées
de manière satisfaisante en interne.
La présente Norme internationale fournit des lignes directrices qui permettent à un organisme de s'assurer
que toutes les dispositions du code de satisfaction du client répondent aux besoins et aux attentes du client,
et que le code de satisfaction du client est exact et sincère. Son utilisation peut
⎯ contribuer à rendre les pratiques commerciales plus équitables et à accroître la confiance du client dans
un organisme,
⎯ permettre à un client de mieux comprendre ce qu'il peut attendre d'un organisme, en termes de produits
et de relations avec le client, en réduisant ainsi le risque d'incompréhensions et de réclamations,
⎯ réduire potentiellement le besoin de nouvelles réglementations concernant la conduite d'un organisme à
l'égard de ses clients.
0.2 Relation avec l'ISO 9001 et l'ISO 9004
La présente Norme internationale est compatible avec l'ISO 9001 et l'ISO 9004 et soutient les objectifs de ces
deux normes, grâce à une application efficace et efficiente du processus de développement et de mise en
place d'un code de conduite lié à la satisfaction du client. La présente Norme internationale peut également
être utilisée indépendamment de l'ISO 9001 et de l'ISO 9004.
L'ISO 9001 spécifie les exigences d'un système de management de la qualité qui peuvent être utilisées en
vue d'une certification ou à des fins contractuelles, ou encore en vue d'une application interne par des
organismes. Un code de conduite de satisfaction du client mis en place conformément à la présente Norme
internationale (ISO 10001) peut constituer un élément d'un système de management de la qualité. La
présente Norme internationale n'est pas destinée à la certification ou à des fins contractuelles.
L'ISO 9004 fournit des lignes directrices en matière d'amélioration continue des performances par le biais de
systèmes de management de la qualité. La présente Norme internationale (ISO 10001) peut permettre
d'améliorer davantage les performances en ce qui concerne les codes de conduite et d'augmenter la
satisfaction des clients et des autres parties intéressées. Cela peut également contribuer à l'amélioration
continue de la qualité des produits et des processus, grâce aux retours des clients comme des autres parties
intéressées.

La présente Norme internationale est compatible avec l'ISO 10002 et l'ISO 10003. Ces trois normes peuvent
être utilisées soit indépendamment les unes des autres, soit conjointement. Lorsqu'elles sont utilisées
conjointement, l'ISO 10001, l'ISO 10002 et l'ISO 10003 peuvent faire partie d'un cadre intégré plus large
visant à augmenter la satisfaction du client par le biais de codes de conduite, du traitement des réclamations
et de la résolution des conflits (voir Annexe B).
L'ISO 10002 contient des lignes directrices relatives au traitement interne des réclamations liées aux produits.
En tenant les promesses formulées dans un code de conduite de satisfaction du client, les organismes
réduisent les problèmes liés au risque de confusion en termes d'attentes du client par rapport à l'organisme et
à ses produits.
L'ISO 10003 contient des lignes directrices relatives à la résolution des conflits concernant les réclamations
liées aux produits et qui ne peuvent être résolus de manière satisfaisante en interne. Lorsque des conflits
apparaissent, l'existence d'un code de conduite de satisfaction du client peut aider les parties à mieux
comprendre les attentes du client ainsi que les efforts de l'organisme pour répondre à ces attentes.
0.4 Déclarations de conformité
La présente Norme internationale est destinée à être utilisée uniquement comme directives. Lorsque toutes
les lignes directrices contenues dans la présente Norme internationale ont été mises en place, des
déclarations indiquant qu'un code de conduite de satisfaction du client est planifié, conçu, développé, mis en
place, entretenu et amélioré sur la base de ces lignes directrices, peuvent être faites.
Toutefois, toute déclaration indiquant de manière explicite ou implicite la conformité à la présente Norme
internationale est incompatible avec la présente Norme internationale. Il est, par conséquent, inapproprié de

1 Domaine d'application
La présente Norme internationale fournit des lignes directrices pour la planification, la conception, le
développement, l'entretien et l'amélioration des codes de conduite relatifs à la satisfaction du client. La
présente Norme internationale est applicable aux codes liés aux produits et contenant des promesses faites
aux clients par un organisme au sujet de son comportement. De telles promesses et dispositions associées
ont pour objectif d'accroître la satisfaction du client. Des exemples sont donnés dans l'Annexe A.
NOTE 1 Dans la présente Norme internationale, le terme «produit» englobe les services, les logiciels, le matériel ainsi
que les matériaux traités.
NOTE 2 Dans la présente Norme internationale, le terme «produit» s'applique uniquement au produit destiné à, ou
exigé par, un client.
La présente Norme internationale est destinée à être utilisée par des organismes quels que soient leur type,
leur taille et le produit fourni, y compris les organismes qui créent des codes de conduite de satisfaction du

4 Principes directeurs
4.1 Généralités
Une planification, une conception, un développement, une mise en place, un entretien et une amélioration
efficaces et efficientes d'un code reposent sur l'adhésion aux principes directeurs orientés clients et définis
de 4.2 à 4.9.
4.2 Engagement
Il convient qu'un organisme soit activement engagé dans l'adoption, l'intégration et la dissémination d'un code
et dans l'accomplissement de ses promesses.
4.3 Capacité
Il convient de rendre disponible les ressources nécessaires à la planification, à la conception, au
développement, à la mise en place, à l'entretien et à l'amélioration du code ainsi qu'à leur gestion efficace et
efficiente.
4.4 Visibilité
Il convient qu'un code soit rendu public de manière convenable aux clients, au personnel et aux autres parties
intéressées.
4.5 Accessibilité
Il convient qu'un code et les informations pertinentes correspondantes soient faciles à trouver et à utiliser.

4.6 Réactivité
Il convient qu'un organisme réponde aux besoins des clients ainsi qu'aux attentes des parties intéressées
dans son code (voir Annexe E).
4.7 Exactitude
Il convient qu'un organisme s'assure que son code et les informations relatives à son code soient exactes,
sincères, vérifiables et conformes aux exigences légales et réglementaires correspondantes applicables.
4.8 Responsabilité
Il convient que l'organisme établisse, se porte responsable et rende compte des actions et des décisions
relatives à son code.

4.9 Amélioration continue
Il convient que l'efficacité et l'efficience accrues du code, ainsi que son utilisation, soient un objectif permanent
de l'organisme.
5 Cadre du code
5.1 Établissement
Il convient qu'un code s'inscrive dans un cadre organisationnel pour la prise de décision et les actions à
entreprendre. Ce cadre doit être utilisé pour la planification, la conception, le développement, la mise en
œuvre, l'entretien et l'amélioration du code. Ce cadre implique l'évaluation, la mise à disposition et le
déploiement des ressources nécessaires pour mener à bien les activités corrélées permettant d'atteindre les
objectifs du code (voir Annexe F). Il traite également de l'engagement des cadres supérieurs, de la
désignation des responsabilités et des autorités adéquates ainsi que de la formation dans toutes les strates
de l'organisme.
5.2 Intégration
Il convient que le cadre du code repose sur et soit intégré à la qualité et aux autres systèmes de management
de l'organisme, le cas échéant.
6 Planification, conception et développement
6.1 Déterminer les objectifs du code
Il convient qu'un organisme détermine les objectifs à atteindre par le code.
NOTE Il est préférable que les exigences du code s'articulent de telle manière que leur satisfaction peut être
mesurée à l'aide d'indicateurs de performance tels qu'identifiés par l'organisme.
6.2 Rassembler et évaluer les informations
Il convient que soient rassemblées et évaluées les informations concernant
⎯ les problèmes que le code tente de traiter,
⎯ la manière dont ces problèmes naissent,
⎯ la manière dont ces problèmes pourraient être traités,
⎯ la manière et dans quelles mesures, ces problèmes affectent les activités de l'organisme qui ne sont pas
liées au code,
⎯ la manière dont les autres organismes traitent ces problèmes,
⎯ les ressources possibles et les autres conséquences induites par le traitement de ces problèmes par le
biais de l'utilisation d'un code, et
⎯ les exigences légales et réglementaires associées au traitement de ces problèmes par le biais de
l'utilisation d'un code.

NOTE Ces informations sont destinées à aider l'organisme à clarifier les objectifs du code et à déterminer une
approche adéquate du développement et de l'évaluation du code, cette approche devant être en cohérence avec les
autres activités de l'organisme. Des lignes directrices relatives aux facteurs à prendre en compte dans l'adoption d'un
code élaboré par un autre organisme (par exemple une industrie ou une association professionnelle) sont fournies dans

6.3 Obtenir et évaluer les données d'entrée des parties intéressées correspondantes
Il est important que l'organisme obtienne et évalue les données d'entrée des parties intéressées
correspondantes (par exemple les clients, les fournisseurs, les associations d'industriels, les organismes de
clients, les agences gouvernementales concernées, le personnel, les propriétaires) au sujet du contenu et de
l'utilisation du code (voir Annexe E).
6.4 Élaborer le code
Il convient que l'organisme élabore un code reposant sur les informations et les éléments d'entrée rassemblés
par l'organisme (voir Annexe H). Il convient que le code soit clair, concis, exact et sincère, écrit dans un
langage simple, et qu'il comprenne
⎯ le domaine d'application et l'objectif du code pertinents pour l'organisme et ses clients,
⎯ les promesses faites par l'organisme à ses clients, capables d'être tenues, ainsi que toute restriction
concernant ces promesses,
⎯ les définitions des termes clés utilisés dans ce code,
⎯ la manière dont il convient que les demandes et les réclamations au sujet du code soient effectuées et
leur destinataire,
⎯ une description de l'action à entreprendre si les promesses du code ne sont pas tenues.
NOTE Les demandes et les réclamations peuvent appartenir à la fois au contenu du code et à son utilisation. Pour
des conseils, se référer à l'ISO 10002 et à l'ISO 10003.
Dans l'élaboration du code, il convient que l'organisme s'assure que le code puisse être réellement mis en
place et que ses dispositions n'enfreignent pas les exigences légales et réglementaires. Les exigences
légales et réglementaires se révèlent particulièrement importantes sur le thème des publicités trompeuses ou
équivoques et des interdictions des activités anticoncurrentielles. Il convient que l'organisme s'assure
également que les dispositions du code prennent en compte les autres codes et normes appropriés.
Il convient que l'organisme prenne en compte l'essai du code afin de déterminer les ajustements à effectuer.

Prólogo
ISO (la Organización Internacional de Normalización) es una federación mundial de organismos
nacionales de normalización (organismos miembros de ISO). El trabajo de preparación de las Normas
Internacionales normalmente se realiza a través de los comités técnicos de ISO. Cada organismo miembro
interesado en una materia para la cual se haya establecido un comité técnico, tiene el derecho de estar
representado en dicho comité. Las organizaciones internacionales, públicas y privadas, en coordinación
con ISO, también participan en el trabajo. ISO colabora estrechamente con la Comisión Electrotécnica
Internacional (IEC) en todas las materias de normalización electrotécnica.
Las Normas Internacionales se redactan de acuerdo con las reglas establecidas en la Parte 2 de las
Directivas ISO/IEC.

Esta Norma Internacional ha sido traducida por el Grupo de Trabajo Spanish Translation Task Group
(STTG), del Comité Técnico ISO/TC 176, Gestión y aseguramiento de la calidad, en el que participan
representantes de los organismos nacionales de normalización y representantes del sector empresarial
de los siguientes países:
Argentina, Bolivia, Brasil, Chile, Colombia, Costa Rica, Cuba, Ecuador, España, Estados Unidos de América,
México, Perú, República Dominicana, Uruguay y Venezuela.
Igualmente, en el citado Grupo de Trabajo participan representantes de COPANT (Comisión Panamericana
de Normas Técnicas) y de INLAC (Instituto Latinoamericano de Aseguramiento de la Calidad).

Introducción
0.1 Generalidades
Mantener un nivel elevado de satisfacción del cliente es un reto significativo para muchas organizaciones.
Una manera de conseguir este reto es desarrollar y utilizar un código de conducta para la satisfacción
del cliente. Un código de conducta para la satisfacción del cliente consta de promesas y disposiciones
relacionadas que tratan asuntos tales como la entrega del producto, la devolución de los productos,
el tratamiento de la información personal de los clientes, la publicidad y las disposiciones relativas a
los atributos particulares de un producto o su desempeño (véase el Anexo A para ejemplos). Un código
de conducta para la satisfacción del cliente puede ser parte de un enfoque eficaz para la gestión de las
quejas. Esto implica:
a) la prevención de las quejas, utilizando un código de conducta apropiado para la satisfacción del cliente;
b) el tratamiento interno de quejas, por ejemplo cuando se reciben manifestaciones de insatisfacción;
c) la resolución de conflictos de forma externa, para aquellas situaciones en las que las quejas no
pueden tratarse satisfactoriamente de forma interna.
Esta Norma Internacional proporciona orientación para ayudar a una organización a determinar que
las disposiciones de su código para la satisfacción del cliente cumplen las necesidades y expectativas del
cliente, y que el código para la satisfacción del cliente es exacto y no induce a error. Su utilización puede:
— fomentar las prácticas de comercio justo y la confianza del cliente en una organización;
— mejorar el entendimiento del cliente sobre qué esperar de una organización en términos de sus
productos y las relaciones con los clientes, reduciendo así la probabilidad de malentendidos y quejas;
— disminuir potencialmente la necesidad de nueva reglamentación que rijan la conducta de la
organización respecto a sus clientes.
0.2 Relación con las Normas ISO 9001 e ISO 9004
Esta Norma Internacional es compatible con las Normas ISO 9001 e ISO 9004 y apoya los objetivos de
estas dos normas a través de la aplicación eficaz y eficiente de un proceso para desarrollar e implementar
un código de conducta relacionado con la satisfacción del cliente. Esta Norma Internacional se puede
utilizar también independientemente de las Normas ISO 9001 e ISO 9004.
La Norma ISO 9001 especifica los requisitos de un sistema de gestión de la calidad que se puede utilizar
para su aplicación interna por las organizaciones, para la certificación, o para propósitos contractuales.
Un código de conducta para la satisfacción del cliente implementado de acuerdo con esta Norma
Internacional (ISO 10001) puede ser un elemento de un sistema de gestión de la calidad. Esta Norma
Internacional no está prevista para la certificación o para propósitos contractuales.
La Norma ISO 9004 proporciona orientación sobre la mejora continua del desempeño con respecto a
los sistemas de gestión de la calidad. Esta Norma Internacional (ISO 10001) puede mejorar aún más el
desempeño con respecto a los códigos de conducta, así como aumentar la satisfacción de los clientes y de
otras partes interesadas. Puede también facilitar la mejora continua de la calidad de los productos y de

0.3 Relación con las Normas ISO 10002 e ISO 10003

quejas y la resolución de conflictos (véase el Anexo B).
La Norma ISO 10002 orienta sobre el tratamiento interno de las quejas relacionadas con el producto.
Al cumplir las promesas proporcionadas en un código de conducta para la satisfacción del cliente, las
organizaciones disminuyen la posibilidad de que surjan problemas, al ser potencialmente menos confusas
con respecto a las expectativas del cliente que tienen que ver con la organización y sus productos.
La Norma ISO 10003 orienta sobre la resolución de conflictos con respecto a las quejas relacionadas
con el producto que no se pueden resolver internamente de forma satisfactoria en las organizaciones.
Cuando los conflictos aparecen, la existencia de un código de conducta para la satisfacción del cliente
puede ayudar a las partes a comprender las expectativas del cliente y los intentos de la organización
para cumplir esas expectativas.
0.4 Declaraciones relativas a la conformidad
Esta Norma Internacional está diseñada para utilizarse de manera independiente como un documento
de orientación. Cuando todas las orientaciones aplicables proporcionadas en esta Norma Internacional
se hayan implementado, se pueden realizar declaraciones de que el código de conducta para satisfacción
del cliente se ha planificado, diseñado, desarrollado, implementado, mantenido y mejorado tomando

1 Objeto y campo de aplicación
Esta Norma Internacional proporciona orientación para la planificación, el diseño, el desarrollo, la
implementación, el mantenimiento y la mejora de los códigos de conducta para la satisfacción del cliente.
Esta Norma Internacional se aplica a los códigos relativos a productos que contengan promesas hechas a
los clientes por una organización con respecto a su comportamiento. Dichas promesas y las disposiciones
relacionadas tienen el objetivo de mejorar la satisfacción del cliente. El Anexo A proporciona ejemplos
simplificados de los componentes de los códigos para diferentes organizaciones.
NOTA 1 A lo largo de esta Norma Internacional, el término “producto” comprende servicios, software, hardware
y materiales procesados.
NOTA 2 En esta Norma Internacional, el término “producto” se aplica únicamente al producto destinado a un
cliente o solicitado por él.
Esta Norma Internacional está prevista para utilizarse por organizaciones independientemente del tipo,

4.1 Generalidades
La planificación, el diseño, el desarrollo, la implementación, el mantenimiento y la mejora eficaz y
eficiente de un código se basa en la adhesión a los principios de orientación dirigidos al cliente, que se
exponen en los apartados 4.2 a 4.9.
4.2 Compromiso
Una organización se debería comprometer activamente con la adopción, la integración y la difusión de
un código y con el cumplimiento de sus promesas.
4.3 Capacidad
Se debería disponer de suficientes recursos para la planificación, el diseño, el desarrollo, la
implementación, el mantenimiento y la mejora del código, y para gestionarlos eficaz y eficientemente.
4.4 Visibilidad
Se debería publicitar adecuadamente un código para los clientes, el personal y otras partes interesadas.
4.5 Accesibilidad
Debería ser fácil de encontrar y utilizar un código y la información pertinente sobre él (véase el Anexo D).
4.6 Receptividad
En su código, una organización debería responder a las necesidades de los clientes y a las expectativas
de las partes interesadas (véase el Anexo E).
4.7 Exactitud
Una organización debería asegurarse de que su código y la información al respecto sean exactos, no
induzcan a error, sean verificables y sean conformes con los requisitos legales y reglamentarios pertinentes.
4.8 Responsabilidad y rendición de cuentas
La organización debería establecer y mantener la responsabilidad y la rendición de cuentas sobre las
acciones y decisiones respecto a su código, e informar sobre ellas.
4.9 Mejora continua
La organización debería tener como un objetivo permanente el aumentar la eficacia y eficiencia del
código y su utilización.
5 Marco de referencia del código
5.1 Establecimiento
Un código debería tener como soporte un marco de referencia de la organización para la toma de
decisiones y acciones que se utilice en la planificación, el diseño, el desarrollo, la implementación, el
mantenimiento y la mejora del código. Este marco de referencia implica la evaluación, la disposición
y el despliegue de los recursos necesarios para llevar a cabo las actividades interrelacionadas para
satisfacer los objetivos del código (véase el Anexo F). También incluye el compromiso de la alta dirección,
la asignación de responsabilidades y autoridad apropiadas, y la formación en toda la organización.

5.2 Integración
El marco de referencia del código debería basarse e integrarse con el sistema de gestión de la calidad y
otros sistemas de gestión de la organización, cuando sea apropiado.
6 Planificación, diseño y desarrollo
6.1 Determinar los objetivos del código
Una organización debería determinar los objetivos a alcanzar por el código.
NOTA Se aconseja que los objetivos del código se articulen de tal manera que su cumplimiento se pueda
medir mediante los indicadores de desempeño identificados por la organización.
6.2 Recopilar y evaluar la información
Se debería recopilar y evaluar la información relativa a:
— los aspectos que el código intenta abordar;
— cómo surgen estos aspectos;
— cómo se pueden tratar estos aspectos;
— cómo y en qué medida afectan estos aspectos a las actividades de la organización que no están
relacionadas con el código;
— cómo se tratan estos aspectos en otras organizaciones;
— los posibles recursos y otras implicaciones de tratar estos aspectos mediante la utilización de un código;
— los requisitos legales y reglamentarios asociados con el tratamiento de estos aspectos mediante la
utilización de un código.
NOTA Esta información está prevista para ayudar a la organización a articular los propósitos del código y a
determinar un enfoque apropiado para desarrollar y evaluar si el código está alineado con otras actividades de la
