Sustainability of construction works - Framework for assessment of buildings and civil engineering works

This document provides principles and requirements for the assessment of environmental, social and economic performance of buildings and civil engineering works taking into account their technical characteristics and functionality. Assessments of environmental, social and economic performance are the three aspects of sustainability assessment of buildings and civil engineering works, or combination thereof, (hereafter referred to as “construction works”).
The framework applies to all types of construction works, both new and existing, and it is relevant for the assessment of the environmental, social and economic performance of new construction works over their entire life cycle, and of existing construction works over their remaining service life and end of life stage.
The sustainability assessment of construction works concentrates on the assessment of environmental, social and economic aspects and impacts of construction works expressed with quantifiable indicators. It includes the assessment of a construction works’ influence on the environmental, social and economic aspects and impacts on the local area (area of influence) and of the local infrastructure beyond the curtilage of the building and the civil engineering works. It excludes environmental, social and economic risk assessment.
The European Standards developed under this framework do not set the rules for how the different assessment methodologies may provide valuation methods; nor do they prescribe levels orclasses for measuring performance.
NOTE   Valuation methods, levels, classes or benchmarks can be prescribed in the requirements for environmental, social and economic performance in the client’s brief, construction regulations, national standards, national codes of practice, construction works assessment and certification schemes, etc.
The rules for assessment of environmental, social and economic aspects of organizations, such as management systems, are not included within this framework. However, the consequences of decisions or actions that influence the environmental, social and economic performance of the object of assessment are taken into account.

Nachhaltigkeit von Bauwerken - Allgemeine Rahmenbedingungen zur Bewertung von Gebäuden und Ingenieurbauwerken

Dieses Dokument stellt die Grundsätze und Anforderungen für die Bewertung von Gebäuden und Ingenieurbauwerken hinsichtlich ihrer umweltbezogenen, sozialen und ökonomischen Qualität unter Berücksichtigung ihrer technischen Eigenschaften und Funktionalität bereit. Die Bewertungen der umweltbezogenen, sozialen und ökonomischen Qualität stellen die drei Aspekte der Nachhaltigkeitsbewertung von Gebäuden und Ingenieurbauwerken oder einer Kombination derselben (nachfolgend als „Bauwerke“ bezeichnet) dar.
Die Rahmenbedingungen gelten für alle Arten von Bauwerken, für neue wie für Bestandsbauten, und sind für die Bewertung der umweltbezogenen, sozialen und ökonomischen Qualität bei neuen Bauwerken über deren gesamten Lebenszyklus und bei Bestandsbauten für deren restliche Nutzungsdauer und die Entsorgungsphase maßgeblich.
Die Nachhaltigkeitsbewertung von Bauwerken legt den Schwerpunkt auf die Bewertung der umweltbezogenen, sozialen und ökonomischen Aspekte und Auswirkungen von Bauwerken mittels quantitativer Indikatoren. Sie schließt die Bewertung des Einflusses eines Bauwerks auf die umweltbezogenen, sozialen und ökonomischen Aspekte und Auswirkungen auf die Region (das Einflussgebiet) und die lokale Infrastruktur über das Grundstück des Gebäudes und des Ingenieurbauwerks hinaus ein. Sie schließt die umweltbezogene, soziale und ökonomische Risikobewertung ein.
Die unter diesen Rahmenbedingungen erarbeiteten Europäischen Normen enthalten weder Festlegungen hinsichtlich der unterschiedlichen Verfahrensweisen bei der Beurteilung von Bauwerken zu Bewertungsverfahren, noch schreiben sie Grenzwerte oder Klassen für die Ermittlung der Qualität vor.
ANMERKUNG   Bewertungsverfahren, Grenzwerte, Klassen oder Richtwerte können in den umweltbezogenen, sozialen und ökonomischen Qualitätsanforderungen im Lastenheft des Auftraggebers, durch gesetzliche Bestimmungen im Bauwesen, in nationalen Normen, in nationalen Verfahrensregeln, in Programmen zur Beurteilung oder Zertifizierung von Bauwerken usw. festgelegt sein.
Regeln zur Bewertung der umweltbezogenen, sozialen und ökonomischen Aspekte von Organisationen, wie Managementsysteme, sind in diesem Leitfaden nicht enthalten. Jedoch werden die Folgen von Entscheidungen oder Maßnahmen, die die umweltbezogene, soziale und ökonomische Qualität des bewerteten Objektes beeinflussen, berücksichtigt.

Contribution des ouvrages de construction au développement durable - Cadre pour l’évaluation des bâtiments et des ouvrages de génie civil

Le présent document énonce les principes et les exigences de l’évaluation des performances environnementales, sociales et économiques des bâtiments et des ouvrages de génie civil en tenant compte de leurs caractéristiques techniques et fonctionnelles. Les évaluations des performances environnementales, sociales et économiques sont les trois aspects de l’évaluation de la contribution des bâtiments et des ouvrages de génie civil, ou d’une combinaison de ceux ci, (ci après dénommés « ouvrages de construction ») au développement durable.
Le cadre méthodologique s’applique à tous les types d’ouvrages de construction, neufs ou existants, pour l’évaluation des performances environnementales, sociales et économiques : pour les ouvrages de construction neufs tout au long de leur cycle de vie, et pour les ouvrages de construction existants pour leur durée de vie résiduelle et leur phase de fin de vie.
L’évaluation de la contribution des ouvrages de construction au développement durable se concentre sur l’évaluation des aspects et impacts environnementaux, sociaux et économiques des ouvrages de construction exprimés à l’aide d’indicateurs quantifiables. Elle inclut l’évaluation de l’influence d’un ouvrage de construction pour les aspects et impacts environnementaux, sociaux et économiques sur la zone locale (zone d’influence) et ceux de l’infrastructure locale au delà du périmètre du bâtiment et de l’ouvrage de génie civil. Elle exclut l’évaluation des risques environnementaux, sociaux et économiques.
Les Normes européennes élaborées dans ce cadre méthodologique ne définissent pas de règles concernant la façon dont les différentes méthodologies d’évaluation peuvent fournir des méthodes d’attribution de valeur. Elles ne prescrivent pas non plus de niveaux ou de classes pour situer les performances.
NOTE   Des méthodes de notation, des niveaux, des classes ou des références comparatives peuvent être prescrits dans les exigences en matière de performances environnementales, sociales et économiques du programme du maître d’ouvrage, des réglementations du secteur de la construction, des normes nationales, des codes de bonnes pratiques nationaux, des programmes d’évaluation des ouvrages de construction et de certification, etc.
Les règles de l’évaluation des aspects environnementaux, sociaux ou économiques des organisations, telles que les systèmes de management, ne sont pas incluses dans ce cadre méthodologique. En revanche, les conséquences des décisions ou actions ayant un impact sur les performances environnementales, sociales et économiques de l’objet de l’évaluation sont prises en compte.

This document (EN 15643:2021) has been prepared by Technical Committee CEN/TC 350 “Sustainability
of construction works”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by December 2021, and conflicting national standards shall
be withdrawn at the latest by December 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.

— consolidates and develops the content of the previous standards (EN 15643-1 to -5) into a single
common framework for the assessment of the environmental, social and economic performance
assessment of all construction works (buildings and civil engineering works), while continuing to
recognize the distinction between, and differences of approach, that are appropriate for the separate
assessment of buildings and the assessment of civil engineering works;
— reflects the changes required under the revised Mandate M350, particularly the changes already
introduced on response to the Mandate in the amendment of EN 15804 (EN 15804+A2:2019);
— expands and consolidates the main Terms and definitions that are used across the standards of CEN
TC350;
— expands the modular structure of the assessment (adding Module B8) to include for the assessment
of users’ activities associated with object of assessment and expands the scope of Module D to cover
“exported utilities” for both buildings and civil engineering works;
— includes for the assessment of the technical feasibility for sustainable refurbishment of existing
buildings.

Introduction
This document forms part of a series of European Standards, written by CEN/TC 350, that provide a
system for the sustainability assessment of buildings and civil engineering works using a life cycle
approach. The sustainability assessment quantifies aspects and impacts to assess the environmental,
social and economic performance of buildings and civil engineering works using quantifiable indicators
measured without value judgements. The purpose of the standards developed under this framework is
to enable comparability of the results of assessments. The European Standards developed under this
framework do not set actual benchmarks.
The sustainability assessment of buildings and civil engineering works uses different types of
information. The results of a sustainability assessment of a building and/or civil engineering works
provide information on the different types of indicators, the related works scenarios, and the life cycle
stages included in the assessment.
In carrying out assessments, scenarios and a functional equivalent are determined at the construction
works level. This means that the descriptive model of the works with the major technical and functional
requirements has been defined in the client’s brief or in regulations, as illustrated in Figure 1.
Assessments can be undertaken for the object under consideration that is a whole building or civil
engineering works, a part of the works or a combination of several buildings and/or civil engineering
works.
Although the evaluation of technical and functional performance is beyond the scope of the standards
developed under this framework, the technical and functional characteristics are considered by reference
to the functional equivalent of the object of assessment. The functional equivalent takes into account the
technical and functional requirements and forms the basis for comparisons of the results of the
assessment under the basic principle that the functional equivalent is being fulfilled, when those set
technical and functional requirements are being met or exceeded. Therefore, the concept of functional
equivalent is used in this context instead of the concept of functional unit.
Figure 1 shows schematically how the functional equivalent and the following required technical
characteristics and functionality of the construction works are to be fulfilled by provided technical
characteristics and functionality. These all are communicated as illustrated in the box “Communication
of:”, so that those technical characteristics and functionality provided by the construction works that
exceed from those required, either by the client’s brief or through regulations, are to be communicated
together with the results of the assessment. Furthermore, any particular demands for, or related to, the
environmental, social and economic performance defined in the client’s brief, or in regulations, are to be
communicated, if relevant.

In concept, the integrated performance of construction works incorporates environmental, social and
economic performance as well as the technical and functional performance, and these are intrinsically
related to each other. Although the assessment of technical and functional performance does not form
part of this series of standards, their interrelationship with environmental, social and economic
performance is a prerequisite for an assessment of sustainability of construction works and, therefore, is
taken into account, as illustrated in Figure 1.
The users’ activities associated with the constructed asset (referred to as “users’ activities”) are part of
the assessment of construction works. These can include, for example, the fuel consumed by the cars
using a road as part of the assessment of infrastructure, or the energy used for commuting to and from a
building, as part of a building assessment.
It is advisable to carry out an assessment at the earliest opportunity during the conceptual/initial
planning stages of a construction or refurbishment project. This will allow a broad estimate of the
environmental, social and/or economic performance to be determined. As the project evolves, the
assessment may be periodically reviewed and updated to support decision-making. A final assessment
(as-built) should be carried out. The results of this final assessment can be used to inform all parties
concerned, and also serve as the database for future new similar projects.

As described in the Figure 2, this framework is the general framework for sustainability assessment of
buildings and civil engineering works. The purpose of this EN 15643 is to provide a framework with
principles, requirements and guidelines for the assessment of the environmental, social and economic
performance of a building and/or civil engineering works or combination thereof at the “framework
level”. This document has been drafted by combining the previously published 5 parts of the framework
standards; i.e. EN 15643-1, -2, -3, -4 and -5 into one framework standard.
The documents developed under this framework for the assessment of the construction works,

EN 15978, EN 16309, EN 16627 for buildings and EN 17472 for civil engineering works, contribute to
the achievement of United Nations Sustainable Development Goals (SDG). The SDG icons are shown
below in Figure 3.

1 Scope
This document provides principles and requirements for the assessment of environmental, social and
economic performance of buildings and civil engineering works taking into account their technical
characteristics and functionality.
NOTE 1 Assessments of environmental, social and economic performance are the three aspects of sustainability
assessment of buildings and civil engineering works, or combination thereof, (hereafter referred to as “construction
works”).
The framework applies to all types of construction works and it is relevant for new construction works

NOTE 2 The sustainability assessment in the standards developed under this framework encompasses potential
impacts e.g. intrinsic hazards from chemicals that are not based on a full environmental risk assessment.
The assessment of environmental, social and economic aspects of organizations, such as management
systems, are not included in the standards developed under this framework. However, the decisions or
actions that influence the environmental, social and economic performance of the object of assessment
can be taken into account where the assessment includes management process related aspects.

Introduction
This document forms part of a series of European Standards, written by CEN/TC 350, that provide a
system for the sustainability assessment of buildings and civil engineering works using a life cycle
approach. The sustainability assessment quantifies aspects and impacts to assess the environmental,
social and economic performance of buildings and civil engineering works using quantifiable indicators
measured without value judgements. The purpose of this series of standards is to enable comparability
of the results of assessments. This series of European Standards does not set benchmarks or levels of
performance.
This series of standards will allow the sustainability assessment, i.e. the assessment of environmental,
social and economic performance of a builings and/or civil engineering works, to be made concurrently
and on an equal footing, on the basis of the technical characteristics and functionality of the object of
assessment.
The sustainability assessment of buildings and civil engineering works uses different types of
information. The results of a sustainability assessment of a building and/or civil engineering works
provide information on the different types of indicators, the related works scenarios, and the life cycle
stages included in the assessment.
In carrying out assessments, scenarios and a functional equivalent are determined at the construction
works level. Assessment at the construction works level means that the descriptive model of the works
with the major technical and functional requirements has been defined in the client’s brief or in the
regulations, as illustrated in Figure 1.
Assessments can be undertaken either for the whole building or civil engineering works, for a part of the
works or for a combination of several buildings and/or civil engineering works.
Although the evaluation of technical and functional performance is beyond the scope of this series of
standards, the technical and functional characteristics are considered within this framework by reference
to the functional equivalent. The functional equivalent takes into account the technical and functional
requirements and forms the basis for comparisons of the results of the assessment.
Any particular demands for, or related to, the environmental, social and economic performance defined
in the client’s brief, or in regulations, may be declared and communicated. Figure 1 shows how the
functional equivalent, and the technical and functional characteristics that differ from those required,
either by the client’s brief or through regulations, are to be declared and communicated with the results
of the assessment.

In concept, the integrated construction works performance incorporates environmental, social and
economic performance as well as the technical and functional performance, and these are intrinsically
related to each other. Although the assessment of technical and functional performance does not form
part of this series of standards, their interrelationship with environmental, social and economic
performance is a prerequisite for an assessment of sustainability of construction works and, therefore, is
taken into account, as illustrated in Figure 1.
The users’ activities associated with the constructed asset (referred to as “users’ activities”) are part of
the assessment of construction works. These can include, for example, the fuel consumed by the cars
users of a road as part of the assessment of infrastructure, or the energy used for commuting to and from
a building, as part of a building assessment.
It is advisable to carry out an assessment at the earliest opportunity during the conceptual stages of a
construction or refurbishment project such as in the initial planning stage in order to provide a broad
estimate of the environmental performance, social performance and economic performance. As the
project evolves, the assessment can be periodically reviewed and updated to support decision-making. A
final assessment (as-built) should be carried out. The results of this final assessment can be used to
inform all parties concerned, and also serve as the database for future new similar projects.

This framework is the general framework for sustainability assessment of buildings and civil engineering
works. The purpose of this EN 15643 is to provide a framework with principles, requirements and
guidelines for the assessment of the environmental, social and economic performance of a building
and/or civil engineering works or combination thereof at the “framework level”. This document has been
drafted by combining the previously publishled 5 parts of the framework standards; i.e. EN 15643-1, −2,
−3, −4 and −5 into one framework standard.

1 Scope
This document provides principles and requirements for the assessment of environmental, social and
economic performance of buildings and civil engineering works taking into account their technical
characteristics and functionality. Assessments of environmental, social and economic performance are
the three aspects of sustainability assessment of buildings and civil engineering works, or combination
thereof, (hereafter referred to as “construction works”).
The framework applies to all types of construction works, both new and existing, and it is relevant for the
assessment of the environmental, social and economic performance of new construction works over their
entire life cycle, and of existing construction works over their remaining service life and end of life stage.
The sustainability assessment of construction works concentrates on the assessment of environmental,
social and economic aspects and impacts of construction works expressed with quantifiable indicators.
It includes the assessment of a construction works’ influence on the environmental, social and economic
aspects and impacts on the local area (area of influence) and of the local infrastructure beyond the
curtilage of the building and the civil engineering works. It excludes environmental, social and economic
risk assessment.
The European Standards developed under this framework do not set the rules for how the different
assessment methodologies may provide valuation methods; nor do they prescribe levels or classes for
measuring performance.
NOTE Valuation methods, levels, classes or benchmarks can be prescribed in the requirements for
environmental, social and economic performance in the client’s brief, construction regulations, national standards,
national codes of practice, construction works assessment and certification schemes, etc.
The rules for assessment of environmental, social and economic aspects of organizations, such as
management systems, are not included within this framework. However, the consequences of decisions
or actions that influence the environmental, social and economic performance of the object of assessment
are taken into account.
