Energy management systems - Requirements with guidance for use (ISO 50001:2018)

This document specifies requirements for establishing, implementing, maintaining and improving an
energy management system (EnMS). The intended outcome is to enable an organization to follow a
systematic approach in achieving continual improvement of energy performance and the EnMS.
This document:
a) is applicable to any organization regardless of its type, size, complexity, geographical location,
organizational culture or the products and services it provides;
b) is applicable to activities affecting energy performance that are managed and controlled by the
organization;
c) is applicable irrespective of the quantity, use, or types of energy consumed;
d) requires demonstration of continual energy performance improvement, but does not define levels
of energy performance improvement to be achieved;
e) can be used independently, or be aligned or integrated with other management systems.
Annex A provides guidance for the use of this document. Annex B provides a comparison of this edition
with the previous edition.

management and energy savings" in collaboration with Technical Committee CEN/CLC/JTC 14 “Energy
management, energy audits, energy savings” the secretariat of which is held by UNI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by February 2019, and conflicting national standards
shall be withdrawn at the latest by February 2019.

ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical

This second edition cancels and replaces the first edition (ISO 50001:2011), which has been technically
revised.
The main changes compared to the previous edition are as follows:
— adoption of ISO’s requirements for management system standards, including a high-level structure,
identical core text, and common terms and definitions, to ensure a high level of compatibility with
other management system standards;
— better integration with strategic management processes;
— clarification of language and document structure;
— stronger emphasis on the role of top management;
— adoption of context order for the terms and their definitions in Clause 3 and update of some
definitions;
— inclusion of new definitions, including energy performance improvement;
— clarification on exclusions of energy types;
— clarification of “energy review”;
— introduction of the concept of normalization of energy performance indicators [EnPI(s)] and
associated energy baselines [EnB(s)];
— addition of details on the energy data collection plan and related requirements (previously energy
measurement plan);

Introduction
0.1  General
The aim of this document is to enable organizations to establish the systems and processes necessary
to continually improve energy performance, including energy efficiency, energy use and energy
consumption. This document specifies the energy management system (EnMS) requirements for
an organization. Successful implementation of an EnMS supports a culture of energy performance
improvement that depends upon commitment from all levels of the organization, especially top
management. In many instances, this involves cultural changes within an organization.
This document applies to the activities under the control of the organization. Its application can be
tailored to fit the specific requirements of the organization, including the complexity of its systems,
degree of documented information and available resources. This document does not apply to product
use by end-users outside of the scope and boundaries of the EnMS, nor does it apply to product design
outside of facilities, equipment, systems or energy-using processes. This document does apply to the
design and procurement of facilities, equipment, systems or energy-using processes within the scope
and boundaries of the EnMS.
Development and implementation of an EnMS includes an energy policy, objectives, energy targets
and action plans related to its energy efficiency, energy use, and energy consumption while meeting
applicable legal requirements and other requirements. An EnMS enables an organization to set and
achieve objectives and energy targets, to take actions as needed to improve its energy performance,
and to demonstrate the conformity of its system to the requirements of this document.
0.2  Energy performance approach
This document provides requirements for a systematic, data-driven and facts-based process, focused
on continually improving energy performance. Energy performance is a key element integrated within
the concepts introduced in this document in order to ensure effective and measurable results over
time. Energy performance is a concept which is related to energy efficiency, energy use and energy
consumption. Energy performance indicators (EnPIs) and energy baselines (EnBs) are two interrelated
elements addressed in this document to enable organizations to demonstrate energy performance
improvement.
0.3  Plan-Do-Check-Act (PDCA) cycle
The EnMS described in this document is based on the Plan-Do-Check-Act (PDCA) continual improvement
framework and incorporates energy management into existing organizational practices, as illustrated
in Figure 1.
In the context of energy management, the PDCA approach can be outlined as follows.
— Plan: understand the context of the organization, establish an energy policy and an energy
management team, consider actions to address risks and opportunities, conduct an energy review,
identify significant energy uses (SEUs) and establish energy performance indicators (EnPIs), energy
baseline(s) (EnBs), objectives and energy targets, and action plans necessary to deliver results that
will improve energy performance in accordance with the organization's energy policy.
— Do: implement the action plans, operational and maintenance controls, and communication, ensure
competence and consider energy performance in design and procurement.
— Check: monitor, measure, analyse, evaluate, audit and conduct management review(s) of energy
performance and the EnMS.
— Act: take actions to address nonconformities and continually improve energy performance and
the EnMS.

0.4  Compatibility with other management system standards
This document conforms to ISO's requirements for management system standards, including a high-
level structure, identical core text, and common terms and definitions, thereby ensuring a high level of
compatibility with other management system standards. This document can be used independently;
however, an organization can choose to combine its EnMS with other management systems, or integrate
its EnMS in the achievement of other business, environmental or social objectives. Two organizations
carrying out similar operations, but having different energy performance, can both conform to the
requirements of ISO 50001.
This document contains the requirements used to assess conformity. An organization that wishes to
demonstrate conformity with this document can do so by:
— making an evaluation and self-declaration, or
— seeking confirmation of its conformance or self-declaration by interested parties, such as
customers, or
— seeking certification/registration of its EnMS by an external organization.
In this document, the following verbal forms are used:
— “shall” indicates a requirement;
— “should” indicates a recommendation;
— “can” indicates a possibility or a capability;
— “may” indicates a permission.

0.5 Benefits of this document
Effective implementation of this document provides a systematic approach to improvement of energy
performance that can transform the way organizations manage energy. By integrating energy
management into business practice, organizations can establish a process for continual improvement
of energy performance. By improving energy performance and associated energy costs, organizations
can be more competitive. In addition, implementation can lead organizations to meet overall climate
change mitigation goals by reducing their energy-related greenhouse gas emissions.

Dieses Dokument (EN ISO 50001:2018) wurde vom Technischen Komitee ISO/TC 301 „Energy management
and energy savings“ in Zusammenarbeit mit dem Technischen Komitee CEN/CLC/JTC 14
„Energiemanagement, Energieaudits und Energieeinsparungen“ erarbeitet, dessen Sekretariat von UNI
gehalten wird.
Diese Europäische Norm muss den Status einer nationalen Norm erhalten, entweder durch Veröffentlichung
eines identischen Textes oder durch Anerkennung bis Februar 2019, und etwaige entgegenstehende
nationale Normen müssen bis Februar 2019 zurückgezogen werden.
Es wird auf die Möglichkeit hingewiesen, dass einige Elemente dieses Dokuments Patentrechte berühren

Vorwort
ISO (die Internationale Organisation für Normung) ist eine weltweite Vereinigung nationaler
Normungsorganisationen (ISO-Mitgliedsorganisationen). Die Erstellung von Internationalen Normen wird
üblicherweise von Technischen Komitees von ISO durchgeführt. Jede Mitgliedsorganisation, die Interesse an
einem Thema hat, für welches ein Technisches Komitee gegründet wurde, hat das Recht, in diesem Komitee
vertreten zu sein. Internationale staatliche und nichtstaatliche Organisationen, die in engem Kontakt mit ISO
stehen, nehmen ebenfalls an der Arbeit teil. ISO arbeitet bei allen elektrotechnischen Themen eng mit der
Internationalen Elektrotechnischen Kommission (IEC) zusammen.
Die Verfahren, die bei der Entwicklung dieses Dokuments angewendet wurden und die für die weitere Pflege

Dieses Dokument wurde vom Technischen Komitee ISO/TC 301, Energy management and energy savings,
erarbeitet.
Diese zweite Ausgabe ersetzt die erste Ausgabe (ISO 50001:2011), die technisch überarbeitet wurde.
Die wesentlichen Änderungen im Vergleich zur Vorgängerausgabe sind folgende:
— Übernahme der ISO-Anforderungen an Managementsystemnormen, die eine Grundstruktur (en: High
Level Structure, HLS), einen einheitlichen Basistext und gemeinsame Benennungen und
Basisdefinitionen enthalten, um ein hohes Maß an Kompatibilität mit anderen
Managementsystemnormen sicherzustellen;
— bessere Integration in strategische Managementprozesse;
— sprachliche Klarstellung und Klärung der Dokumentenstruktur;
— stärkere Betonung der Rolle der obersten Leitung;
— Anordnung der Begriffe und ihrer Definitionen in Abschnitt 3 nach ihrem thematischen Kontext und
Aktualisierung einiger Definitionen;
— Aufnahme neuer Definitionen, darunter die der Verbesserung der energiebezogenen Leistung;

— Klarstellung bezüglich des Ausschlusses von Energiearten;

— Ergänzung von Details bezüglich des Plans für die Energiedatensammlung und der damit verbundenen

Einleitung
0.1 Allgemeines
Das Ziel dieses Dokuments ist es, Organisationen in die Lage zu versetzen, die Systeme und Prozesse
festzulegen, die zur fortlaufenden Verbesserung der energiebezogenen Leistung – einschließlich Energie-
effizienz, Energieeinsatz und Energieverbrauch – erforderlich sind. Dieses Dokument legt die
Energiemanagementsystem-(EnMS-)Anforderungen an eine Organisation fest. Eine erfolgreiche Einführung
eines EnMS unterstützt eine Verbesserungskultur bezüglich der energiebezogenen Leistung, die von dem
Engagement aller Ebenen der Organisation abhängt, insbesondere von dem der obersten Leitung. In vielen
Fällen setzt dies einen Kulturwandel innerhalb einer Organisation in Gang.
Dieses Dokument gilt für die Tätigkeiten, die der Kontrolle der Organisation unterliegen. Seine Anwendung
kann an die spezifischen Anforderungen der Organisation, einschließlich der Komplexität ihrer Systeme, des
Grads der dokumentierten Information und der verfügbaren Ressourcen angepasst werden. Dieses
Dokument gilt weder für die Produktnutzung durch Endnutzer außerhalb des Anwendungsbereichs und der
Grenzen des EnMS (en: energy management system) noch für die Produktgestaltung außerhalb von
Anlagen/Standorten, Einrichtungen, Systemen oder Energie nutzenden Prozessen. Dieses Dokument gilt für
Auslegung und Beschaffung von Anlagen/Standorten, Einrichtungen, Systemen oder Energie nutzenden
Prozessen innerhalb des Anwendungsbereichs und der Grenzen des EnMS.
Die Entwicklung und Verwirklichung eines EnMS beinhalten eine Energiepolitik, Ziele, Energieziele und
Aktionspläne bezogen auf die Energieeffizienz, den Energieeinsatz und den Energieverbrauch der
Organisation bei gleichzeitiger Erfüllung geltender gesetzlicher und anderer Anforderungen. Ein EnMS
ermöglicht einer Organisation, Ziele und Energieziele festzulegen und zu erreichen, erforderliche
Maßnahmen zur Verbesserung ihrer energiebezogenen Leistung zu ergreifen und die Konformität ihres
Systems mit den Anforderungen dieses Dokuments nachzuweisen.
0.2 Ansatz für die energiebezogene Leistung
Dieses Dokument enthält Anforderungen an einen systematischen, datengetriebenen und faktenbasierten
Prozess, dessen Schwerpunkt auf der fortlaufenden Verbesserung der energiebezogenen Leistung liegt. Die
energiebezogene Leistung ist ein Schlüsselelement, das ein integraler Bestandteil der in diesem Dokument
vorgestellten Konzepte ist, um wirksame und messbare Ergebnisse im zeitlichen Verlauf sicherzustellen.
Energiebezogene Leistung ist ein Konzept, das sich auf Energieeffizienz, Energieeinsatz und
Energieverbrauch bezieht. Energieleistungskennzahlen (EnPIs) und energetische Ausgangsbasen (EnBs)
sind zwei zusammenhängende Elemente, die in diesem Dokument behandelt werden, um Organisationen in
die Lage zu versetzen, eine Verbesserung der energiebezogenen Leistung nachzuweisen.
0.3 Plan-Do-Check-Act-(PDCA-)Zyklus
Das in diesem Dokument beschriebene EnMS beruht auf dem Zyklus von Planen-Durchführen-Prüfen-
Handeln (PDCA, en: Plan-Do-Check-Act) als Rahmen zur fortlaufenden Verbesserung und baut das
Energiemanagement in bestehende Organisationsabläufe ein, wie in Bild 1 dargestellt.
Im Kontext des Energiemanagements kann der PDCA-Ansatz wie folgt umrissen werden:
— Planen: Verstehen des Kontextes der Organisation, Festlegen einer Energiepolitik und eines
Energiemanagement-Teams, Berücksichtigen von Maßnahmen zur Behandlung von Risiken und
Chancen, Durchführen einer energetischen Bewertung, Identifizieren wesentlicher Energieeinsätze
(SEUs, en: significant energy use) und Festlegen von Energieleistungskennzahlen (EnPIs), einer/von
energetischen Ausgangsbasis/Ausgangsbasen (EnBs) sowie von Zielen, Energiezielen und
Aktionsplänen, die zum Erbringen von Ergebnissen, die die energiebezogene Leistung in
Übereinstimmung mit der Energiepolitik der Organisation verbessern, notwendig sind;

— Durchführen: Umsetzen der Aktionspläne, Ablauf- und Instandhaltungssteuerung und Kommunikation,
Sicherstellen von Kompetenz und Berücksichtigen der energiebezogenen Leistung bei Auslegung und
Beschaffung;
— Prüfen: Überwachen, Messen, Analysieren, Bewerten, Auditieren und Durchführen einer/von
Managementbewertung(en) der energiebezogenen Leistung und des EnMS;
— Handeln: Ergreifen von Maßnahmen zum Umgang mit Nichtkonformitäten und zur fortlaufenden
Verbesserung der energiebezogenen Leistung und des EnMS.

0.4 Kompatibilität mit anderen Managementsystemnormen
Dieses Dokument entspricht den ISO-Anforderungen an Managementsystemnormen, die eine Grundstruktur,
einen einheitlichen Basistext und gemeinsame Benennungen und Basisdefinitionen enthalten, damit ein
hohes Maß an Kompatibilität mit anderen Managementsystemnormen sichergestellt ist. Dieses Dokument
kann unabhängig angewendet werden. Eine Organisation kann sich jedoch auch dafür entscheiden, ihr EnMS
mit anderen Managementsystemen zu kombinieren oder ihr EnMS in das Erreichen weiterer geschäftlicher,
umweltbezogener oder sozialer Ziele zu integrieren. Zwei Organisationen, die ähnliche Tätigkeiten
durchführen, jedoch eine unterschiedliche energiebezogene Leistung aufweisen, können beide die
Anforderungen nach ISO 50001 erfüllen.
Dieses Dokument enthält die Anforderungen, die zur Bewertung der Konformität verwendet werden. Eine
Organisation, die ihre Konformität mit diesem Dokument nachweisen möchte, kann das tun, indem sie
— eine Bewertung und eine Selbsterklärung vornimmt oder
— die Bestätigung ihrer Konformität oder Selbsterklärung durch interessierte Parteien, wie etwa Kunden,
anstrebt oder
— die Zertifizierung/Registrierung ihres EnMS durch eine externe Organisation anstrebt.

Ta standard nadomešča SIST EN ISO 50001:2011.
NACIONALNI PREDGOVOR
Besedilo standarda EN ISO 50001:2018 je pripravil tehnični odbor ISO/TC 301 "Upravljanje in
varčevanje z energijo" v sodelovanju s CEN/CLC/JTC 14 "Upravljanje z energijo, energetske presoje,
varčevanje z energijo", katerega sekretariat vodi UNI. Slovenski standard SIST EN ISO 50001:2018 je
prevod angleškega besedila evropskega standarda EN ISO 50001:2018. V primeru spora glede
besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski standard v angleškem jeziku.
Slovensko-angleško izdajo standarda je pripravil tehnični odbor SIST /TC VZK Vodenje in zagotavljanje
kakovosti.
Odločitev za privzem tega standarda je 10. septembra 2018 sprejel tehnični odbor SIST/TC SIST /TC
VZK Vodenje in zagotavljanje kakovosti.

108 ISO (the International Organization for Standardization) is a worldwide federation of national
109 standards bodies (ISO member bodies). The work of preparing International Standards is normally
110 carried out through ISO technical committees. Each member body interested in a subject for which a

145 The aim of this document is to enable organizations to establish the systems and processes
146 necessary to continually improve energy performance, including energy use, energy consumption,
147 and energy efficiency. Successful implementation of an energy management system (EnMS) requires a
148 culture of energy performance and in many instances this involves cultural change within an
149 organization. It also depends upon commitment from all levels and functions of the organization,
150 especially top management. This document applies to the activities under the control of the
151 organization. Its application can be tailored to fit the specific requirements of the organization,
152 including the complexity of its systems, degree of documented information and available resources.
153 This document does not apply to product use by end-users outside of the scope and boundaries of the
154 EnMS, nor does it apply to the product design outside of facilities, equipment, systems or energy-using
155 processes. This document does apply to the design and procurement of facilities, equipment, systems
156 or energy-using processes within the scope and boundaries of the EnMS.

158 This document specifies the EnMS requirements for an organization. These include development and
159 implementation of an energy policy, objectives, energy targets, and action plans related to its energy
160 use, energy consumption, and energy efficiency while meeting applicable legal and other
161 requirements. An EnMS enables an organization to set and achieve objectives and energy targets,
162 take action as needed to improve its energy performance and to demonstrate the conformity of the
163 system to the requirements of this document.

165 0.2 Energy Performance approach
166 This document provides requirements for a systematic, data-driven process, focused on continually
167 improving energy performance. Energy performance is a key element integrated within the concepts
168 introduced in this document in order to ensure effective results based on comparable measurements
169 across time. Energy performance is a broad concept which is related to energy consumption, energy
170 use and energy efficiency. Energy performance indicators (EnPIs) and energy baselines (EnBs) are two
171 interrelated elements addressed in this document means to enable organizations to demonstrate
172 energy performance improvement.
173 0.3  Plan-Do-Check-Act cycle
174 Energy management described in this document is based on the Plan Do Check Act (PDCA)
175 continual improvement framework and incorporates energy management into existing organizational
176 practices, as illustrated in Figure 1.

178 In the context of energy management, the PDCA approach can be outlined

182 management team, consider actions to address risks and opportunities, conduct the

185 will improve energy performance in accordance with the organization's energy policy;

199 This document incorporates the common elements of ISO Directive 1 Annex SL High Level Structure,
200 thereby ensuring a high level of compatibility with other management system standards. This
201 document can be used independently, but an organization can also choose to combine its EnMS with
202 other management systems, or integrate its EnMS in the achievement of other business, environmental
203 or social objectives. Two organizations carrying out similar operations, but having different energy
204 performance, can both conform to the requirements of ISO 50001. An organization can choose the
205 order in which to implement and maintain the requirements.

207 This document contains the requirements used to assess conformity. An organization that wishes to
208 demonstrate conformity with this document can do so by:
209 — making a self-determination and self-declaration, or

225 0.5  Benefits of ISO 50001
226 Effective implementation of ISO 50001 can transform the way organizations manage energy, offering a
227 systematic approach to improvement of energy performance over time. The standard has value as a
228 best practice model for strategic management of energy and associated costs.
229 ISO 50001 is:
230  Business-friendly: energy and cost savings based on a proven management framework;
231  Globally relevant: developed by over 50 countries, many of whom have implemented supporting
232 policies and programs;
233  Transformational: embeds energy best practices into any organization, allowing continual
234 improvement in energy performance and therefore overall productivity.
235 Most importantly, by embedding energy management as an integral business practice, companies
236 ensure that energy performance improvement opportunities are continually realized and energy
237 performance improvements endure and grow over time.
238 Energy management systems have an important role in accelerating climate change actions in support
239 of United Nations climate change agreements. Standards related to energy management have a critical
240 role in helping meet climate goals by promoting energy performance improvements while providing
241 transparency, reliability and accountability.
242 Broad implementation of the ISO 50001 standard across the commercial, industrial, and services
243 sectors may achieve significant energy performance improvement for individual organizations while
244 driving progress towards meeting climate actions globally.
245 BLUE text in this document is high-level structure ISO/IEC Directive 1 Annex SL Annex 2 text or
246 template ISO text and justification is required for changes. The BLACK text is discipline specific text
247 from ISO/TC 301. Colour text will not be used after the Draft International Standard (DIS) stage,
