Surface dressing - Requirements

This European Standard describes the performance requirements and control procedures for the installation of surface dressing as a product for the surface treatment of roads and other trafficked areas.
This European Standard does not apply to surface dressings designed by the purchaser.
This European Standard is not applicable to surface dressings carried out in tunnels and where fire regulations apply.
This European Standard does not apply to small areas of surface dressing on roads that are less than 500 m2 which are not contiguous (for example patch repair surface dressing especially when carried out manually).
This European Standard does not apply to aircraft pavements that are covered by international regulations, for example, International Civil Aviation Organization (ICAO) regulations (airfields).

Foreword This document (EN 12271:2006) has been prepared by Technical Committee CEN/TC 227 “Road materials”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2007, and conflicting national standards shall be withdrawn at the latest by September 2008. This document supersedes EN 12271-3:2002. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of EU Directive(s). EN 12271:2006 (E) 5 3 Terms and definitions For the purposes of this document, the terms and definitions given in EN 12272-2:2003 and the following apply. 3.1 surface dressing consists of at least one layer of binder and at least one layer of chippings 3.2 binder binder as a component of surface dressing is a bituminous material such as: bitumen emulsion; fluxed bitumen; cut-back bitumen; or paving grade bitumen; any of which may be modified with polymer 3.3 chippings coarse aggregate practically free of fines with a narrow grading range 3.4 pre-coated chippings chippings coated with bituminous binder before application 3.5 mosaic arrangement of the chippings such that they are in shoulder to shoulder contact and are thus supported laterally NOTE The initial stability of a surface dressing is dependent upon the formation of a close mosaic and the cohesion and adhesivity of the binder. Subsequent durability is gained by re-orientation of the chippings by traffic to form a tight mosaic, and sufficient binder to secure the chippings to the existing road surface. 3.6 embedment process whereby chippings are forced into an existing road surface by the action of traffic NOTE 1 Factors affecting embedment are:  traffic density of heavy vehicles during summer months;  average road temperature and road hardness. Cement concrete, for example, does not allow embedment;  size of chippings. Larger chippings reduce the rate of embedment;  traffic speed. Slow moving traffic, experienced on hills and at junctions, increases embedment. Conversely, fast traffic in the overtaking lane of a dual carriageway results in less embedment;  shaded areas. A reduction in average road temperature reduces embedment. NOTE 2 Embedment results in a reduction of macrotexture with time (macrotexture is measured in accordance with EN 13036-1 or EN ISO 13473-1). 3.7 Factory Production Control permanent internal control of production exercised by the producer when all the elements, requirements and provisions adopted by the producer are documented in a systematic manner in the form of written policies and procedures NOTE This production control system documentation ensures a common understanding of quality assurance and enables the achievement of the required product characteristics and the effective operation of the production control system to be checked. 3.8 design proposal design proposed (components and method statement) to provide the performance requirements specified



EN 12271:2006 (E) 6 3.9 perceptible properties check evaluation made with the senses: sight, touch, smell, hearing etc. It is a broader concept than the more commonly used term ‘visual inspection’ NOTE 1 For example, a check on a binder delivery might involve visual (colour, fuming, consistency and homogeneity), smell (odour) and touch (estimate of viscosity by stirring and tackiness when cured and at ambient temperature). This would detect whether the binder conformed to the expectations of the tester and would be the quickest way to detect a defective load. Similar principles apply to aggregates, particularly with stockpile inspection where handling soon reveals cleanliness, grading or flakiness problems. NOTE 2 In all cases perceptible property checks should extend only as far as health and safety regulations permit. 3.10 Type Approval Installation Trial (TAIT) synonymous with Initial Type Test (ITT) which demonstrates that the characteristics of the surface dressing complies with the declared characteristics according to this European Standard. The TAIT consists of a defined section where surface dressing has been installed using Factory Production Control (FPC) and which has been submitted to performance tests after a period of one year. EN 12271:2006 (E) 8 4 Symbols and abbreviations For the purposes of this document, the following symbols and abbreviations apply: S is the area of 100 m long surface dressing section, in square metres (m2); P1 is the visual assessment of fatting up, tracking and bleeding, expressed as the percentage (%) of the area of the section, S; P2 is the visual assessment of scabbing and tearing, expressed as the percentage (%) of the area of the section, S; P3 is the visual assessment of fretting, expressed as the percentage (%) of chipping loss; P4 is the visual assessment of streaking, expressed as a linear measurement, in metres (m). NOTE The above are determined by test procedures from EN 12272-2. FPC Factory Production Control TAIT Type Approval Installation Trial PSV Polished Stone Value NPD No Performance Determined 5 Requirements 5.1 Constituent materials 5.1.1 General Only constituent materials with established suitability shall be used. The establishment of suitability shall result from one or more of the following: 1) European Standard; 2) European Technical Approval; 3) specifications for materials based on a history of demonstrating compliance with this European Standard. Evidence shall be provided on their suitability. This evidence may be based on research combined with evidence from practice. 5.1.2 Binders The binder shall be a bituminous material such as: bitumen emulsion; fluxed bitumen; cut-back bitumen; or paving grade bitumen; any of which may be modified with polymers. The appropriate European Standards for binders are given in Table 1. The cohesion of the bituminous binder shall comply with the classes specified in EN 13808:2005, Table 4 or prEN 15322:2005, Table 4 (see Table 2). The use of volatile flux in cut-back may be reduced to minimize any environmental impact.

5.1.3 Chippings Aggregates for chippings shall comply with EN 13043 as appropriate for the intended use and hence the performance required, e.g. resistance to studded tyres, PSV etc. (see Table 2). Material passing a 0,5 mm sieve may be an additional test required for chippings. 5.2 Surface dressing 5.2.1 Type of surface dressing The type of surface dressing shall be described as part of the product description, the most common types of which are illustrated in Figure 1. NOTE The design proposal can include for different treatments for different parts of the road during installation, for example, the wheel tracks can require a pre-chipping layer with a single surface dressing over the whole carriageway. 5.2.2 Application of binder Tolerances for the rate of spread of the binder to be applied to the design of a surface dressing and categories for coefficients of variation for the accuracy of transverse distribution of the binder, shall be declared from those in Table 2. 5.2.3 Application of chippings Tolerances for the rate of spread of the chippings to be applied to the design of a surface dressing and categories for coefficients of variation for the accuracy of transverse distribution of the chippings, shall be declared from Table 2. 5.2.4 Defects as determined by visual assessment Defects can be repaired at any time after the construction of a surface dressing; however, a TAIT shall not include within its length any sections of repaired surface dressing. Categories for visual assessment of defects shall be declared from Table 2, after eleven months and before thirteen months. NOTE 1 In general, most defects occur during the first twelve months of the life of a surface dressing. NOTE 2 The measurement of visual assessment after a year gives an indication of the durability of the surface dressing.



EN 12271:2006 (E) 10 5.2.5 Macrotexture Macrotexture in accordance with EN 13036-1 shall be declared from the categories shown in Table 2 after eleven months and before thirteen months. The patch test EN 13036-1 shall be the reference test, except that the measurement of macrotexture shall be along the wheel track where identifiable (most heavily trafficked part of the carriageway lane – the wheel track nearest the edge of the road) rather than diagonally across the lane. Other test methods may be used (for example laser texture meters – see EN ISO 13473-1) provided that they are correlated with the patch test as the reference test. 5.2.6 Binder-aggregate adhesivity Shall be reported in accordance with EN 12272-3 and declared from Table 2. 5.2.7 Characterising noise generation When noise generation is to be characterised by macrotexture it shall be measured in accordance with EN 13036-1. If the site configuration permits then EN ISO 11819-1 may be used. 5.3 Durability 5.3.1 General Surface dressing produced in accordance with this European Standard is deemed to be durable for a reasonable economic working life. NOTE The effect of changes in traffic levels, climate, substrate etc. prevents exact prediction of lifetime. 5.3.2 Skid resistance 5.3.2.1 General Durability of skid resistance shall be demonstrated by means of measurement of PSV in accordance with EN 13043 together with a measurement of macrotexture in accordance with 5.2.5. NOTE Different categories can be used for different intended uses. 5.3.2.2 Polished Stone Value (PSV) Polished Stone Value shall be declared in accordance with EN 13043. NOTE Different categories can be used for different intended uses. 5.3.2.3 Macrotexture Macrotexture shall be declared in accordance with 5.2.5.



EN 12271:2006 (E) 12 6 Evaluation of conformity Evaluation of conformity shall be demonstrated by:  Initial Type Testing (Type Approval Installation Trial) in accordance with Annex C;  Factory Production Control in accordance with Annex A.



EN 12271:2006 (E) 13 Annex A (normative)
Factory Production Control A.1 General The producer shall establish, document and maintain a Factory Production Control (FPC) system to ensure that the surface dressing placed on the market conforms with the stated performance characteristics. The FPC system shall consist of procedures, regular inspections and tests and/or assessments and the use of the results to control incoming materials, equipment, the production process and the product. Alternative tests to those referred to in this European Standard may be used for Factory Production Control: for example – a spray bar test bench. Where the producer purchases constituent materials or has the surface dressing designed, or parts of the production or testing carried out by subcontracting, the FPC of the supplier or subcontractor may be taken into account. However, where this occurs, the producer shall retain the overall control of the surface dressing and ensure that he receives all the information that is necessary to fulfil his responsibilities according to this European Standard. The producer who subcontracts all of his activities may in no circumstances discharge himself of his responsibilities to a subcontractor. All the elements, requirements and provisions adopted by the producer shall be documented in a systematic manner in the form of written policies and procedures. This production control system documentation shall ensure a common understanding of conformity evaluation and enable the achievement of the required component characteristics and the effective operation of the production control system to be checked. Factory Production Control therefore brings together operational techniques and all measures allowing maintenance and control of the conformity of the surface dressing with its technical requirements. Its implementation may be achieved by controls and tests on measuring equipment, constituents, processes, machines and manufacturing equipment and finished components, including material properties of components, and by making use of the results thus obtained. A producer who has a Factory Production Control which complies with EN ISO 9001 and made specific to this European Standard shall be deemed to satisfy the requirements of this annex. A.2 General requirements The FPC system shall at least fulfil the requirements as described in the clauses of EN ISO 9001 specified in Table A.1, where applicable:

Standard SIST EN 12271 (sl), Površinske prevleke – Zahteve, 2007, ima status slovenskega
standarda in je enakovreden evropskemu standardu EN 12271 (en, de, fr), Surface dressing –
Requirements, 2006.

NACIONALNI PREDGOVOR

Evropski standard EN 12271:2006 je pripravil tehnični odbor Evropskega komiteje za standardizacijo
CEN/TC 227 Materiali za ceste. Slovenski standard SIST EN 12271:2007 je prevod evropskega
standarda EN 12271:2006. V primeru spora glede besedila slovenskega prevoda v tem standardu je
odločilen izvirni evropski standard v enem izmed treh uradnih jezikov CEN. Slovensko izdajo
standarda je pripravil tehnični odbor SIST/TC CES Ceste.

Ta dokument nadomešča SIST EN 12271-3:2002.

Odločitev za izdajo tega standarda je dne 7. junija 2006 sprejel SIST/TC CES Ceste.

Ta evropski standard (EN 12271:2006) je pripravil tehnični odbor CEN/TC 227 Materiali za ceste,
katerega tajništvo vodi DIN.

Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo najpozneje od junija 2007, nacionalni standardi, ki so z njim v nasprotju, pa morajo
biti razveljavljeni najpozneje do septembra 2008.

Ta dokument nadomešča EN 12271-3:2002.

Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko
združenje za prosto trgovino (EFTA) dala CEN, in podpira bistvene zahteve direktive (direktiv)
Evropske unije.

Za zveze z direktivo(-ami) EU glej informativni dodatek ZA, ki je sestavni del tega dokumenta.

1 Področje uporabe

Ta evropski standard določa zahteve za obnašanje in kontrolne postopke za izvedbo površinskih
prevlek kot obdelave površine na cestah in drugih prometnih površinah.

Ta evropski standard se ne uporablja za površinske prevleke, ki jih načrtuje kupec.

Ta evropski standard ne velja za površinske prevleke, izvedene v predorih, in kjer veljajo požarni
predpisi.

Ta evropski standard se ne uporablja za manjše površinske prevleke na cestah s površino, manjšo od

500 m , ki niso izvedene kontinuirano (na primer krpanje površine s površinsko prevleko, še posebej
kadar je izvedeno ročno).

Ta evropski standard se ne uporablja za letališke površine, kjer veljajo mednarodni predpisi, npr.
predpisi Mednarodne organizacije za civilno letalstvo (ICAO).

grobi agregat praktično brez finih delcev z ozkim območjem porazdelitve zrnavosti

OPOMBA: Začetna stabilnost površinske prevleke je odvisna od tvorbe tesnega mozaika ter od kohezije in sprijemljivosti
veziva. Posledično je trajnost dosežena z reorientacijo drobirja zaradi prometa, ki tvori tesen mozaik, in z dovolj
veziva, ki zadrži drobir na obstoječi vozni površini.

3.6
vtisnjenje (ang. embedment)
postopek, s katerim se drobir vtisne v obstoječo vozno površino s pomočjo prometa

OPOMBA 1: Dejavniki, ki vplivajo na vtisnjenje, so:
– gostota prometa težkih vozil v poletnem času,
– povprečna temperatura ceste in trdota ceste; cementni beton npr. ne dovoljuje vtisnjenja,
– velikost drobirja; večja zrna drobirja zmanjšujejo stopnjo vtisnjenja,
– hitrost prometa; počasen promet na vzponih in v križiščih povečuje vtisnjenje; nasprotno se hiter promet na
prehitevalnem pasu ceste z dvema smernima voziščema odraža v manjšem vtisnjenju,
– senčna območja; znižanje povprečne temperature vozišča zniža vtisnjenje.

OPOMBA 2: Vtisnjenje se kaže v zmanjšanju makroteksture s časom (makrotekstura se meri skladno z EN 13036-1 ali EN
ISO 13473-1).

vrednotenje, izvedeno s čutili: vidom, otipom, vohom, sluhom itd. To je širši pojem od pogosteje
uporabljenega pojma "vizualni pregled"

OPOMBA 1: Na primer, preverjanje dobave veziva lahko vključuje vid (barva, dim, konsistenca in homogenost), voh (vonj) in
otip (ocena viskoznosti z mešanjem in lepljivostjo po hlapenju in pri temperaturi okolice). S tem se zazna, ali
vezivo izpolnjuje pričakovanja preskuševalca, in je najhitrejša pot za zaznavanje pomanjkljive dobave. Podobna
načela veljajo za agregate, posebej za pregled zalog, kjer rokovanje kmalu razkrije težave s čistostjo, zrnavostjo
ali ploščatostjo.

OPOMBA 2: V vseh primerih naj se preverjanje zaznavnih lastnosti izvaja le toliko, kolikor dovoljujejo predpisi o varnosti in
zdravju pri delu.

preskusna vgradnja za odobritev tipa (ang. Type Approval Installation Trial – TAIT)
sinonim za začetni tipski preskus (ITT), ki dokazuje, da so značilnosti površinske prevleke skladne z
deklariranimi značilnostmi po tem evropskem standardu. TAIT vključuje določen odsek, kjer je bila
površinska prevleka vgrajena z uporabo kontrole proizvodnje v obratu (FPC) in ki je bil po preteku
enega leta izpostavljen preskusom obnašanja. Podrobni podatki se zabeležijo za jasno identifikacijo
proizvoda, njegovega obnašanja in nameravane uporabe (glej dodatek C)

OPOMBA: Proizvajalec uporablja TAIT za pridobitev zaupanja v svoj proizvod in sposobnost njegovega načrtovanja in
vgradnje.

5 Zahteve

5.1 Sestavni materiali

5.1.1 Splošno

Uporabljati je treba samo sestavne materiale z ugotovljeno ustreznostjo.

Ustreznost je treba ugotoviti na podlagi enega ali več naslednjih dokumentov:
– evropskega standarda,
– evropskega tehničnega soglasja,
– specifikacij za materiale, ki temeljijo na zgodovini dokazane skladnosti s tem evropskim
standardom. Ustreznost materialov mora biti dokazana. Dokazi lahko temeljijo na raziskavah,
združenih z dokazi iz prakse.

5.1.2 Veziva

Vezivo mora biti bitumenski material, kot so: bitumenska emulzija, fluksirani bitumen, rezani bitumen
ali cestogradbeni bitumen; vsak od naštetih je lahko modificiran s polimeri. Ustrezni evropski standardi
za veziva so podani v preglednici 1.

Kohezija bitumenskega veziva mora ustrezati razredom, določenim v EN 13808:2005, preglednica 4,
ali v prEN 15322:2005, preglednica 4 (glej preglednico 2).

Poraba hlapnega topila v rezanem bitumnu se lahko zmanjša za zmanjšanje vpliva na okolje.

Agregati za drobir morajo ustrezati EN 13043 kot primerni za predvideno uporabo in s tem
zahtevanemu obnašanju, tj. odpornosti proti ježevkam, PSV itd. (glej preglednico 2).
Presejek materiala skozi sito 0,5 mm je lahko dodatni preskus, ki se zahteva za drobir.

5.2 Površinska prevleka

5.2.1 Vrsta površinske prevleke

Vrsta površinske prevleke mora biti opisana kot del opisa proizvoda, najbolj običajne vrste so
predstavljene na sliki 1.

OPOMBA: Predlog načrtovane sestave lahko vsebuje različne obdelave za različne dele ceste med vgradnjo, na primer,
kolesnice lahko zahtevajo plast preddrobirja z enojno površinsko prevleko preko celotne širine vozišča.

5.2.2 Uporaba veziva

Tolerance za količino uporabljenega pobrizga veziva v sestavi površinske prevleke in kategorije za
količnik raztrosa za natančnost prečne razporeditve veziva morajo biti izbrane iz preglednice 2.

5.2.3 Uporaba drobirja

Tolerance za količino uporabljenega drobirja v sestavi površinske prevleke in kategorije za količnik
raztrosa za natančnost prečne razporeditve drobirja morajo biti izbrane iz preglednice 2.

5.2.4 Pomanjkljivosti, določene z vizualno oceno

Pomanjkljivosti se lahko odpravijo kadar koli po izgradnji površinske prevleke; vendar, TAIT na svoji
dolžini ne sme vsebovati nobenega odseka popravljene površinske prevleke.

Kategorije za vizualno oceno pomanjkljivosti po enajstih mesecih in pred trinajstimi meseci morajo biti
izbrane iz preglednice 2.

OPOMBA 1: V splošnem se večina pomanjkljivosti pokaže v prvih dvanajstih mesecih življenjske dobe površinske prevleke.

OPOMBA 2: Meritev vizualne ocene po enem letu da indikacijo trajnosti površinske prevleke.

5.2.5 Makrotekstura

Makrotekstura skladno z EN 13036-1 mora biti izbrana iz kategorij, navedenih v preglednici 2, po
enajstih mesecih in pred trinajstimi meseci.

Referenčni preskus mora biti preskus z volumetrijsko metodo po EN 13036-1, le merjenje
makroteksture je treba izvesti vzdolž kolesnice, kjer jo je moč ugotoviti (najbolj obremenjen del
smernega vozišča – kolesnica najbližje robu ceste), namesto diagonalno preko pasu. Uporabijo se
lahko tudi druge preskusne metode (na primer laserski merilnik teksture – glej EN ISO 13473-1), če so
umerjene s preskusom z volumetrijsko metodo kot referenčnim preskusom.

5.2.6 Sprijemljivost veziva in agregata

Podana mora biti skladno z EN 12272-3 in izbrana iz preglednice 2.

5.2.7 Karakterizacija povzročanja hrupa

Kadar se povzročanje hrupa karakterizira z makroteksturo, mora biti merjeno skladno z EN 13036-1.
Če konfiguracija terena dopušča, se lahko uporabi EN ISO 11819-1.
