Railway applications - Track - Railbound construction and maintenance machines - Part 3: General safety requirements

This European Standard specifies the significant hazards, hazardous situations and events, common to rail bound machines and arising due to the adaptation for their use on railways. These machines are intended for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, see Clause 4. This European Standard applies to railbound machines and other vehicles - referred to as machines - working exclusively on the railway (utilising friction adhesion between the rail and rail wheels) but including machines that in working position are partly supported on the ballast or the formation and used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment. This European Standard applies to machines that are intended to operate signalling and control systems. Other similar machines are dealt with in other European Standards, see Annex D. This European Standard specifies the common hazards, in normal circumstances, during running, assembly and installation, commissioning, use (including setting, programming, and process changeover), operation, cleaning, fault finding, maintenance and de-commissioning of the machines. Additional safety measures can be required by exceptional circumstances, such as extreme ambient temperatures (less than - 20 °C or greater than + 40 °C), highly corrosive or contaminating environment; e.g. due to the presence of chemicals, and potentially explosive atmospheres. Air pressure caused by the passing of high-speed trains at more than 190 km/h is also not dealt with. The common hazards specified include the general hazards presented by the machines, and also the hazards presented by the following specific machine functions, common to two or more machine types: - ballast excavation, ballast cleaning, ballast regulating, ballast consolidating; - tamping; - track renewal; - craning; - maintenance of the components of the infrastructure; during commissioning, use, maintenance and servicing. This European Standard does not deal comprehensively with specific machine functions other than the common functions listed in the previous paragraph, or with all possible hazards presented by complete machines or by the combination of functions.

Bahnanwendungen - Oberbau - Schienengebundene Bau- und Instandhaltungsmaschinen - Teil 3: Allgemeine Sicherheitsanforderungen

1.1   Allgemeines
Diese Europäische Norm legt die signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungs-ereignisse, die von schienengebundenen Maschinen ausgehen können und während ihres Einsatzes entstehen können, fest. Diese Maschinen werden für den vorgesehenen Einsatz bei Bau, Instandhaltung und Inspektion des Oberbaus, Bauwerke, Unterbau und der Fahrleitungsanlagen (Oberleitung und Stromschiene) eingesetzt unter Bedingungen für einen fehlerhaften Einsatz, der vom Hersteller begründbar vorhergesehen werden kann, siehe Abschnitt 4.
Diese Europäische Norm gilt für alle schienengebundenen Maschinen und anderen Fahrzeuge  nach¬folgend Maschine genannt  für Arbeiten auf dem Gleis (unter Verwendung von Reibung zwischen Schiene und Rädern) und für Bau, Instandhaltung und Untersuchung des Gleises, Bauwerke, Infrastruktur und der Fahrleitungsanlagen (Oberleitung und Stromschiene). Diese Europäische Norm gilt für Maschinen, die für den Einsatz mit Signal- und Steuerungssystemen gebaut sind. Anforderungen an ähnliche Maschinen sind in anderen Europäischen Normen festgelegt, siehe Anhang D.
Diese Europäische Norm legt die allgemeinen Gefährdungen unter normalen Umständen während des Fahrens, des Zusammenbaus, der Installation, der Inbetriebnahme, des Einsatzes (eingeschlossen die Einstellung, die Programmierung und Prozesswechsel), Arbeitseinsatz, Reinigen, Fehlersuche, Instand¬haltung und Außerbetriebsetzung der Maschinen fest. Bei außergewöhnlichen Umständen können zusätzliche Sicherheitsmaßnahmen erforderlich sein, z. B. extreme Umgebungstemperaturen (weniger als 20 °C oder größer als 40 °C), hoch korrosive oder kontaminierte Umgebung, z. B. Vorhandensein von Chemikalien, und potentielle explosive Atmosphären. Luftdrücke, die durch die Vorbeifahrt von Hochgeschwindigkeitszügen mit mehr als 190 km/h verursacht werden, werden nicht behandelt.

Le présent document concerne les risques significatifs, situations et événements dangereux, pour le travail des machines et autres véhicules utilisés pour la construction, la maintenance et l’inspection de la voie, des ouvrages d'art, des infrastructures et des installations fixes de traction électrique, selon le prEN 14033 1:2007.
La présente Norme européenne s'applique a toutes les machines empruntant exclusivement les voies ferrées et autres véhicules (y compris les machines, qui en position de travail, prennent partiellement appui sur le ballast ou la plate-forme) [référencés comme des machines], destinées exclusivement pour le travail en voie ferrée (utilisant l’adhérence entre le rail et les roues) et utilisées pour la construction, la maintenance, et l’inspection de la voie, des ouvrages d'art, des infrastructures, des installations fixes de traction électrique.
La présente norme traite des risques communs qui se produisent en circonstances normales, durant le transport, l'assemblage et l'installation, la mise en service, l'utilisation (y compris montage, programmation et changement des procédés), le nettoyage, la localisation des défauts, l’entretien et la mise hors service des machines.
Des mesures de sécurité supplémentaires peuvent etre exigées dans des circonstances exceptionnelles telles :
   que températures ambiantes extremes (températures tropicales ou polaires) ;
   environnement hautement corrosif ou contaminant, par exemple provoqué par la présence de produits chimiques, et atmospheres potentiellement explosives.
La pression de l'air causée par le passage des trains a grande vitesse supérieures a 190 km/h n'est pas traité.
NOTE 1   Les mesures spécifiques en cas de circonstances exceptionnelles ne concernent pas la présente norme. Celles-ci peuvent faire l'objet de négociations entre le fabricant et l'opérateur.

Ta evropski standard opredeljuje bistvene nevarnosti, nevarne situacije in dogodke, ki so skupne tirni mehanizaciji in do katerih pride zaradi prilagoditve njene uporabe na železniških progah. Ti stroji so namenjeni konstrukciji, vzdrževanju in nadzoru tračnic, struktur, infrastrukture in fiksne električne vlečne opreme, ko se uporabljajo kot predvideno in pod pogoji napačne uporabe, ki jo proizvajalec lahko upravičeno predvidi (glej Klavzulo 4). This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2010, and conflicting national standards shall be withdrawn at the latest by June 2010. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. EN 14033-3:2009 (E) 6 Introduction This document is a type C standard as stated in EN ISO 12100-1:2003. The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those, which are stated in type B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. The specific measures for exceptional circumstances introduced by a railway infrastructure manager and requirements introduced by the manufacturer and/or machine operator as referred to in the scope are not dealt with in this European Standard. When such additional measures are necessary, they should be agreed between the manufacturer and the machine operator. The manufacturer will be responsible for compliance with the Directive(s) concerned independent of this European Standard for additional hazards created by any additional or alternative requirements. NOTE 2 This European Standard deals only with the additional hazards from the adaptation of a machine for its use on rail. Other standards specific to the particular machine as far as available will need to be used in addition to this European Standard to give the complete requirements. The common hazards specified include the general hazards presented by the machines, and also the hazards presented by the following specific machine functions, common to two or more machine types:  ballast excavation, ballast cleaning, ballast regulating, ballast consolidating;  tamping;  track renewal;  craning;  maintenance of the components of the infrastructure; during commissioning, use, maintenance and servicing.
