This European Standard applies to cutting machines used in paper converting:
-   guillotines;
-    three-knife trimmers;
-    index cutting machines;
-   trimmers;
-   rotary cutters;
-   round cornering machines;
-   label punching machines.
This European Standard is only applicable in conjunction with prEN 1010-1. Both parts together identify all significant hazards relevant to the cutting machines when they are used as intended and under the conditions foreseen by the manufacturer (see Clause 4). The specific requirements of this European Standard take precedence over respective requirements of prEN 1010-1.
This European Standard is not applicable to cutting machines manufactured before the publication of this European Standard by CEN.
1.2 This standard does not apply to winder-slitters or sheeters (see EN 1034-1, EN 1034-3, prEN 1034-5).

1.1  Diese Europäische Norm gilt für Schneidemaschinen der Papierverarbeitung:

This document EN 1010-3:2002 has been prepared by CEN /TC 198, "Printing and paper machinery - Safety", the
Secretariat of which is held by DIN.

This European Standard has to be implemented at national level, either by publication of an identical text or by
endorsement, by January 2002, and conflicting national standards have to be withdrawn by January 2002.

This document has been prepared under a mandate given to CEN by the European Commission and the European
Free Trade Association , and supports essential requirements of the EU Directives.

Introduction

This European Standard is a type C standard as specified in EN 1070.

It contains additional safety requirements and/or deviations from prEN 1010-1.

The scope of this European Standard refers to the relevant machines and the hazards, hazardous situations and
hazardous events covered. For machines designed and constructed in accordance with this type C standard, the
following applies: if specifications in this type C standard deviate from the specifications in type A or type B
standards, the specifications in this type C standard have priority over the specifications of the other standards.

1 Scope
.1.1 This European Standard applies to cutting machines used in paper converting:

4 List of significant hazards
4.1 This clause contains all the significant hazards, as far as they are dealt with in this standard, identified by the
risk assessment method as being significant for this type of machinery and which require action to eliminate or
reduce the risk. When carrying out the risk assessment, the machine designer shall check whether the list of
hazards in Table 1 is complete and applicable with respect to the particular machine.
4.2 It is of great importance that the user of this standard, e.g. the designer, manufacturer or supplier, takes into
account the following principal aspects in accordance with EN 1050:
- the intended use of the machine including setting-up (making ready), cleaning and maintenance, including
forseeable misuse;
- identification of the significant hazards.

5 Safety requirements and/or measures
5.1 General
Machinery shall comply with the safety requirements and/or protective measures of this clause. In addition, the
machine shall be designed according to the principles of EN 292 for hazards that are relevant but not significant
and not dealt with by this European Standard (e.g. sharp edges). The common requirements of prEN 1010-1 shall
also be taken into account.

5.2 Guillotines

5.2.1 Control systems

The use of guillotines requires routine and regular access to the danger zone to be provided and therefore the
requirements specified in 5.2.6.2, 5.2.8.3, 5.2.9.2, and 5.2.11.3 of prEN 1010-1:2002 shall be adhered to.

NOTE Safety-related parts of the control system include emergency stop, two-hand controls, ESPDs, safety
position switches and their related signal processing.


5.2.2 ESPDs

- the requirements for ESPDs according to 5.2.9.2 of prEN 1010-1:2002 shall be met. ESPDs shall be
provided with a re-start interlock.

If an interruption of the ESPD is due to body access, the cutting cycle shall be restarted by an
intentional action;

- the minimum distance between the ESPD and the cutting plane is calculated as indicated in annex A
based on a resolution capability of less than or equal to 40 mm, measured when projected onto the
centre point between the machine table and the lower edge of the clamping bar (see Figures 2 and 3);

-  the distance between one ESPD beam and another - measured between the respective centres of the
optical systems - shall not exceed 55 mm with a resolution capability of less than or equal 40 mm.
5.2.3 Operating side

On guillotines, guards and/or safety devices shall prevent access to knife and clamping bar danger points from the
front (operating) side.
These requirements are met by

- an interlocking guard according to EN 953 and EN 1088 without side openings; any openings on the
front side of the guard shall be designed in accordance with EN 294 (see Figure 1).

- ESPDs extending to the machine table without side openings. The arrangement of the ESPD shall be
as shown in Figure 2. The front table shall be at least S + 30 mm long, measured from the cutting
plane (S is the safety distance of the ESPD).

- a two-hand control and an ESPD. The control elements of the two-hand control shall be at least 550
mm apart and mounted on the end of the front of table. Positioning of the ESPD shall be as shown in
Figure 3.

The outermost beam of the ESPD shall be on the side of the aperture angle not exceeding 16°, but shall not be
more than 185 mm above the machine table. The minimum distance to the cutting plane shall be 610 mm (see
Figure 4).

The minimum length of the front machine table shall be at least the distance between outermost beam of the ESPD
and lowest point of the cutting plane plus 30 mm.
On guillotines with an automatic cutting sequence, an additional ESPD shall be provided at a distance of 400 mm
to 550 mm from the cutting plane and at a height from 0 mm to 205 mm above the table surface (see Figure 5). The
first cutting cycle shall be started by two-hand control. All further cutting cycles are started automatically. During the
automatic cutting sequence, the backgauge shall only be allowed to travel forwards (direction of clamp).

- as an exception, on machines with a usable pile height of more than 185 mm, the outermost beam of the ESPD
may be on the side of the aperture angle not exceeding 16° and at a distance of at least 610 mm and 710 mm
maximum from the lowest point of the cutting plane (see Figure 6).

An ESPD shall be provided at a distance of 400 mm to 550 mm from the cutting plane and at a height of between
0 mm and 205 mm from the table surface (see Figure 5).
On stand-alone guillotines with openings of less than or equal to 165 mm between the housing of the ESPD and
the machine table, a safety distance of S = A+B = 550 mm shall be maintained between the lowest point of the
cutting plane and the outer edge of the housing (see Figure 7) or guards shall be provided. Otherwise, EN 294
shall apply (safety distance of 850 mm).

5.2.4 Back of the machine

Guillotines shall have guards and/or safety devices at the back to prevent access to knife and clamping bar danger
points .

These requirements are satisfied by

- ESPDs type 4, where routine and regular access beneath the knife is required (see 5.2.9.2 of
prEN 1010-1:2002), or type 2, where routine and regular access is not required (see 5.2.9.1 of
prEN 1010-1:2002),
or
- fixed guards (with safety distances as specified in EN 294)
or
- interlocking guards (with safety distances as specified in EN 294).

5.2.5 Knife stopping and overrun

5.2.5.1 At the end of automatic cutting sequence or after each individual cutting stroke, the knife shall automatically
stop in a safe position.

5.2.5.2 Failure of the knife to stop within the designed stopping time or path shall result in lockout.
On guillotines safeguarded by ESPDs and driven by cranks, the overrun shall be measured in each cutting cycle.
On guillotines with linear drive and safeguarding by ESPD, the overrun shall be measured after each interruption of
the cutting cycle.

5.2.5.3 At the end of each cutting cycle or after the last stroke of an automatic cutting cycle, the knife shall stop in
the top dead centre and shall not be allowed to overrun the top dead centre. This shall be prevented by
mechanical devices, (for example, by safety bolts, latches, safety clutches).

5.2.6 Interruption of the cutting cycle

5.2.6.1 Guillotines with a crank-driven knife movement with no possibility of reversing its movement shall be
designed so that the clamping bar is not allowed to retract automatically into its starting position after the cutting
cycle has been interrupted.

5.2.6.2 Guillotines with hydraulically-operated knife movement shall be designed so that, in the event of the cycle
being interrupted, the knife and clamping bar automatically retract into their starting position.

5.2.7 Failure of transmission components

A failure of the transmission components between the braking devices and knife carrier shall not generate any
hazardous movements of the knife. This requirement is satisfied, for example, by providing mechanical means to
prevent the knife and the clamping bar from falling.

5.2.8 Clamping bar

5.2.8.1 The dynamic clamping force of the clamping bar during cut marking shall not exceed 300 N on cutting
machines of up to 1,6 m width or 500 N on cutting machines above 1,6 m width.

5.2.8.2 Clamping bars shall have no cut-outs, lips or holes on the side facing the knife.
Where there are cut-outs, these can be made safe by fitting covers or spring-loaded plugs.

5.2.9 Backgauge

5.2.9.1 Where backgauges can travel automatically, the danger point between the back edge of the clamping bar
and the backgauge shall be safeguarded by one of the following measures:
- active ESPDs,
- automatic travel limited to up to 25 mm in front of the back edge of the clamping bar with further travel
only possible manually or under hold-to-run control with a maximum speed of 3 m/min,
- protection against reaching below the clamping bar by providing a guard which makes the danger point
between the guard and backgauge at least 120 mm behind the clamping bar (see Figure 8),
  - hold-to-run control.

5.2.9.2 Access to the whole length of the backgauge spindle from the top shall be prevented. Safeguarding this
point is possible, for example, by means of a blind covering the spindle on the rear table.
Access to the spindle from the underside of the rear table shall be prevented by fixed guards unless access is
prevented by the position of the spindle.

5.2.10 Knife changing and knife adjustment

For knife changing, a selector switch, for example, shall be provided that shall be switched to the ”knife changing”
position.

When changing or adjusting knives, protection against hazardous movements shall be provided and the knife blade
shall be safeguarded.
Knife descent shall be possible only
- by two-hand-controls and safeguarding by ESPDs; or
- by a hand crank interlocked with the drive so that knife descent is possible only when the drive is at
standstill; or
- with the interlocking guard closed or safeguarding with ESPDs down to the machine table.
When changing knives, the cutting edge of the knife shall be covered by a holding device fitted to the knife.

5.2.11 For cutting narrow strips, a pile support angle shall be provided.

5.2.12 Guillotines should be fitted with an optical cutting line indicator.

NOTE Optical cutting line indicators are used as a working aid.
5.2.13 On guillotines which can operate in automatic mode, an emergency stop device shall be provided on the
operator side.

5.3 Integral feeding and delivery equipment for guillotines

5.3.1 The danger points between the feeding table and the paper pile and between the feeding table and floor shall
be safeguarded.

The danger points accessible from the back and the sides of the machine arrangement are safeguarded if access

5.3.2 The danger points at the rear table of the guillotine and the pusher shall be protected by guards in
accordance with EN 294.

5.3.3 The crushing point at the gripper on the feeding table shall be safeguarded, for example, by the following
measures:
- functional photoelectric device for detecting the upper edge of the paper pile;
- functional photoelectric device for detecting the front edge of the paper pile;
- functional photoelectric device for detecting the presence of paper in the gripper.
The gripper shall be allowed to close only after all photoelectric devices have operated in the given sequence. In
addition, an emergency stop device shall be provided in the gripper area to allow opening of the gripper if the
device is actuated. All other movements shall be stopped.

5.3.4 The danger point between the feeding table and the guillotine caused by the vertical movement shall be
safeguarded, for example, by providing a trip device.

5.3.5 The danger point between the pusher on the feeding table and the feeding table or rear table of the guillotine
shall be safeguarded. Safeguarding can be provided, for example, by limiting the distance between the lower edge
of pusher and the table to a maximum of 6 mm.
The safety distance between the back of the pusher and the fixed machine parts shall be at least 100 mm.

5.3.6 The danger point between the delivery table and front table of the guillotine caused by the horizontal
movement shall be safeguarded. Safeguarding is achieved, for example, by providing guards or trip devices.

5.3.7 The danger points between the delivery table and the fixed machine parts caused by the vertical movement
shall be safeguarded. Safeguarding is achieved, for example, by providing trip devices.

5.3.8 The danger point between the delivery table and the floor or pallet shall be safeguarded. This is achieved, for
example, if all of the following requirements are met:

- access from the back of the equipment is prevented by guards in accordance with EN 294 (see point
14 in Figure 9); and
- guards are provided on the front (see point 10 in Figure 9); and
- there are two ESPDs safeguarding the delivery area as shown in Figure 9 (point 12) (EN 999 need not
be applied); and
- an emergency stop device is provided in the delivery area.

5.3.9 The danger points between the delivery table and the stop plate shall be safeguarded. This is achieved, for
example, by providing an ESPD or a trip device on the delivery table.

5.3.10 The danger point between the hold-down device and delivery table shall be safeguarded. This is achieved,
for example, if
- hold-down devices are fitted at a minimum distance of 850 mm from the edge of the delivery table;
- the maximum force of the hold-down is limited to 500 N.

5.3.11 An emergency stop device shall be provided in the delivery table area to stop all hazardous movements of
the delivery table (delivery table travel movements).

5.3.12 The starting and stopping control elements for each part of the integral equipment shall be located so that
they are accessible from the guillotine operating position.
5.4 Index cutting machines
5.4.1 Index cutting machines shall be equipped with automatic feeding and delivery devices, if possible.

5.4.2 On machines with automatic feeding and delivery devices, an emergency stop device shall be provided on
the operator side.

5.4.3 Index cutting machines with no automatic feeding and delivery devices

5.4.3.1 On machines with no automatic feeding and delivery devices, knife and deflector device danger points
shall be safeguarded on all sides.
