With its decision D133/078, the CENELEC Technical Board requested that the document “CENELEC website
& collaboration tool – Conditions of use and privacy policy”, drafted by CENELEC BTWG 80-3 “Database”,
would be submitted to the CENELEC General Assembly for acceptance as a CENELEC Guide.
After being reviewed by the CENELEC COMmercial POLicy Working Group, the document was accepted by
the CENELEC Administrative Board (decision CA 122/88) for submission to AG.
The General Assembly of CENELEC approved the document by correspondence for publication as
CENELEC Guide 30.

This document is written in preparation of future standardization and provides guidance on the
impact of the injection of H2 into the gas infrastructure from the input of gas into the on­shore
transmission network up to the inlet connection of gas appliances. 
Furthermore, it identifies the expected revision need of the existing CEN/TC 243 standards as
well as the need of further new standardisation deliverables. 
It examines the effects on each part of the gas infrastructure in the scope of the CEN/TC 234
Working Groups 1 to 12 inclusive, based on available studies, reports and research. Due to
several limitations at different hydrogen concentrations, the impacts are specified. 
For some specific impact, pre­standardization research is needed. 
By convention, for this technical report, the injection of pure hydrogen, i. e. without trace
components is considered. 
The information from this report is intended to define the CEN/TC 234 work program for the
coverage of H2NG in relation to the scope of the CEN/TC 234 and its WGs. 
NOTE Progress on hydrogen will develop over time. In principle this will be reflected in the
standardisation process in CEN/TC 234.

The aim of this document is to help CEN/CENELEC Working Group convenors and experts to promote/develop simulation in their standards as an alternative to physical tests on the real system for proving conformity. It can also provide useful guidance to assessors in the railway sector in approving simulations where they are not yet specifically defined or where physical tests on the real system are not defined in standards. Consequently, this document is also relevant to companies developing and applying simulations with the intention to achieve their acceptance for the purpose of system validation. It is not intended to provide technical guidance on applying simulations in general.
Where simulations are already introduced in existing standards, this guide is not intended to modify the specified requirements. However, technical harmonisation between standards might benefit from this guide for the introduction of additional alternative methods for simulations.
This document principally covers:
•   Numerical simulation, using complex methods or using simple spreadsheets methods
•   Hardware and software in the loop
•   Mathematical models solved using numerical methods or iteration, including spreadsheets.
It does not cover the following, although the general principles outlined can be applied to these methods:
•   Laboratory tests of components
•   Fatigue rig tests
•   Model scale tests
•   Mathematical models solved analytically.
NOTE: Due to the limited experience in the railway sector in the application of data-based (as opposed to model-based) simulations, for example using artificial intelligence (AI), neural networks, big data, etc., this approach is not further developed at this stage in this document.

This Guide complements, and should be read in conjunction with, the membership criteria of CEN and CENELEC included in CEN-CENELEC Internal Regulations Part 1 (IR1), Part 1D.
This Guide supersedes CEN-CENELEC Guide 22:2015 and Guide 22:2018, in line with the decisions of the CEN and CENELEC General Assemblies taken in June 2021 to review the organizational structure and processes for the assessment of the membership criteria of CEN and CENELEC.
This Guide aims to illustrate the organizational model implementing the management of the exercises of peer assessment, external assessment or self-assessment combined with EN ISO 9001 certification of the membership criteria laid down in IR1, Part 1D, as well as their reports and follow-up of actions.
The agreed organizational model aims at building trust and accountability of the CEN-CENELEC system, while ensuring efficient and effective management. Indeed, the implementation of such an assessment system replies to the ambitious goal of “excellence” embedded in the provisions of the membership criteria.
The assessment exercises are handled under the supervision of a recognized super partes body, and independent Chair and by competent assessors, be they independent from the Member assessed (e.g. in case of peer or external assessment) or within the same Member (self-assessment combined with EN ISO 9001 certification).
The blend of competence and independence of judgment of the Chair and assessors and the effective and efficient processes of follow-up actions will ensure the integrity of the CEN-CENELEC assessment system and the recognition of those CEN and CENELEC stakeholders closely linked to, and benefiting from, standardization.
