Railway applications - Track - Railbound construction and maintenance machines - Part 4: Technical requirements for running, travelling and working on urban rail

1.1   General
This European Standard deals with the technical requirements to minimize the specific railway hazards of railbound construction and maintenance machines - henceforward referred to as machines, intended for use on urban rail. These hazards can arise during the commissioning, the operation and the maintenance of machines when carried out in accordance with the specification given by the manufacturer or his authorized representative.
The requirements in this standard amend those in EN 14033-1 to -3 as required for the use of the machine on urban railways. Where a machine is designed and intended for use on mainline and urban rail, compliance with the most onerous conditions of EN 14033-1 and EN 14033-4 will be required.
This European Standard does not apply to the following:
-   the requirements for quality of the work or performance of the machine;
-   the specific requirements established by the machine operator for the use of machines, which will be the subject of negotiation between the manufacturer and the Urban Rail Manager;
-   moving and working whilst not on rails.
This European Standard does not establish the additional requirements for the following:
-   operation subject to special rules, e.g. potentially explosive atmospheres;
-   hazards due to natural causes, e.g. earthquake, lightning, flooding;
-   working methods;
-   operation in severe working conditions requiring special measures, e.g. in tunnels or cuttings, extreme environmental conditions such as: freezing temperatures, high temperatures, corrosive environments, tropical environments, contaminating environments, strong magnetic fields;
-   hazards occurring when used to handle suspended loads which may swing freely.
Other track construction and maintenance machines used on railway tracks are dealt with in other European Standards, see Annex B.
1.2   Scope of urban rail
Urban rail systems cover Urban Guided Transport systems (UGT) and might include other rail systems excluded from the scope of the Interoperability Directive 2008/57/EC (Article 1.3 (a) and (b))1.
Urban Guided Transport systems (UGT), which cover metro, tram and light rail, are defined as public transport systems permanently guided at least by one rail, intended for the operation of local, urban and suburban passenger services with self-propelled vehicles and operated either segregated or not from general road and pedestrian traffic.
Categories of urban rail systems include:
-   (I) Metros: UGT systems operated on their own right of way and segregated from general road and pedestrian traffic. They are consequently designed for operations in tunnel, viaducts or on surface level but with physical separation in such a way that inadvertent access is not possible. In different parts of the world, Metro systems are also known as the underground, the subway or the tube. Rail systems with specific construction issues operating on a segregated guideway (e.g. monorail, rack railways) are also treated as Metros as long as they are designated as part of the urban public transport network.
-   (II) Trams: UGT systems not segregated from general road and pedestrian traffic, which share their right of way with general road and/or pedestrian traffic and are therefore embedded in their relevant national road traffic legislation (highway codes and specific adaptations).
-   (III) Light Rail: Light Rail is defined as a UGT system operated in parts of the system not segregated from general road and pedestrian traffic, and in parts of the system with segregated right-of-way. The segregation may include some sections of line where inadvertent access is not possible.
-   (IV) Local rail systems which by national decision complying with Article 1 (3) a) or b) of Directive 2008/57/EC may be excluded from the European Community Rail System.
NOTE   Such systems connect city centres with their suburban hinterland or regional local centres. (....)

Bahnanwendungen - Oberbau - Schienengebundene Bau- und Instandhaltungsmaschinen - Teil 4: Technische Anforderungen an Fahrbetrieb, Versetzfahrten und Arbeitseinsatz im Schienennahverkehr

1.1   Allgemeines
Diese Europäische Norm befasst sich mit den technischen Anforderungen, um eisenbahnspezifische Gefahren von schienengebundenen Bau- und Instandhaltungsmaschinen - im Folgenden: Maschinen für den Einsatz im Schienennahverkehr - zu minimieren. Diese Gefahren können während der Inbetriebnahme, während des Betriebs und bei der Instandhaltung von Maschinen entstehen, wenn genannte Vorgänge in Übereinstimmung mit den Spezifikationen das Herstellers oder seines autorisierten Vertreters durchgeführt werden.
Die Anforderungen in dieser Norm modifizieren jene in EN 14033-1 bis -3 wie es für den Einsatz der Maschinen im Schienennahverkehr erforderlich ist. Wenn eine Maschine für den Einsatz im Fern- und Nahverkehr konstruiert und vorgesehen ist, wird eine Übereinstimmung mit den strengsten Bedingungen der EN 14033-1 und EN 14033-4 verlangt.
Diese Europäische Norm gilt nicht für Folgendes:
-   Anforderungen an die Arbeitsqualität oder Leistungsfähigkeit der Maschine;
-   die spezifischen, vom Betreiber festgelegten Anforderungen für den Einsatz der Maschinen, die Gegenstand der Verhandlung zwischen Hersteller und Nahverkehrsinfrastrukturbetreiber sind;
-   Fahren und Arbeiten, welches nicht auf Schienen erfolgt.
Diese Europäische Norm legt nicht die zusätzlichen Anforderungen für Folgendes fest:
-   besonderen Regeln unterworfener Betrieb, z. B. potentiell explosive Atmosphären;
-   Gefährdungen durch natürliche Ursachen, z. B. Erdbeben, Blitzschlag, Überschwemmungen;
-   Arbeitsmethoden;
-   Betrieb unter harten Arbeitsbedingungen, die Sondermaßnahmen erfordern, z. B. in Tunneln oder in Einschnitten, extreme Umweltbedingungen wie: Minustemperaturen oder hohe Temperaturen, korrosive Umgebungen, tropische Umgebungen, verschmutzte Umgebungen, stark magnetische Felder;
-   Gefährdungen durch die Bewegung frei hängender Lasten.
Andere Schienenbau- und Instandhaltungsmaschinen, die auf Gleisanlagen eingesetzt werden, werden in anderen Europäischen Normen behandelt, siehe Anhang B.
1.2   Anwendungsbereich des Schienennahverkehrs
Schienennahverkehrssysteme umfassen schienengebundene Personennahverkehrssysteme (UGT) und können andere Bahnsysteme beinhalten, die vom Anwendungsbereich der Richtlinie über die Interoperabilität 2008/57/EG (Artikel 1(3) a) und b)) ausgeschlossen sind.
Schienengebundene Personennahverkehrssysteme (UGT), zu denen Untergrundbahnen, Straßenbahnen und Stadtbahnen gehören, werden definiert als öffentliche Verkehrssysteme, die dauerhaft durch mindestens eine Schiene geführt werden, für die Personenbeförderung im örtlichen Verkehr, Stadt- und Vorortverkehr durch Fahrzeuge mit eigenem Antrieb vorgesehen sind und entweder getrennt von oder zusammen mit dem allgemeinen Straßen- und Fußgängerverkehr betrieben werden.
Kategorien von Schienennahverkehrssystemen sind:
-   (I) Untergrundbahnen: UGT-Systeme, die mit eigenen Befahrungsrechten unabhängig vom Straßen- und Fußgängerverkehr betrieben werden. Sie sind daher für den Betrieb in Tunneln, auf Viadukten oder in ebenerdiger Lage ausgelegt, haben aber eine eigene physikalische Trennung, so dass unbeabsichtigter Zutritt nicht möglich ist. In verschiedenen Teilen der Welt sind die Untergrundbahnen auch als Metro, Subway oder Tube bekannt. Bahnsysteme spezieller Bauweise, die auf einem abgegrenzten Bahnkörper betrieben werden (z. B. Schwebebahnen und Zahnradbahnen), werden ebenfalls als Untergrundbahnen betrachtet, falls sie zum städtischen öffentlichen Nahverkehrssystem gehören.
-   (II) Straßenbahnen: UGT-Systeme, die nicht unabhängig vom allgemeinen Straßen- und Fußgängerverkehr sind, ihre Befahrungsrecht mit dem allgemeinen Straßen- und Fußgänger teilen und die daher in die jeweilig relevante nationale Straßenverkehrsgesetzgebung (Straßenverkehrsordnungen und spezifischen Anpassungen) eingebettet sind.

Applications ferroviaires - Voie - Machines de construction et de maintenance empruntant exclusivement les voies ferrées - Partie 4 : Exigences techniques pour la circulation, le déplacement et le travail sur le réseau ferroviaire urbain

1.1   Généralités
La présente Norme européenne traite des exigences techniques visant à réduire le plus possible les dangers ferroviaires spécifiques aux machines de construction et de maintenance empruntant exclusivement les voies ferrées (désormais appelées « machines ») destinées à emprunter le rail urbain. Ces dangers peuvent survenir lors de la mise en service, l'exploitation et l'entretien des machines, lorsque ces opérations sont effectuées conformément aux spécifications données par le fabricant ou par son représentant agréé.
Les exigences établies dans la présente norme modifient celles des Parties 1 à 3 de l'EN 14033:2016 selon l'usage de la machine sur les voies ferrées urbaines. Lorsqu'une machine est conçue et destinée à être utilisée sur le système ferroviaire transeuropéen et les voies ferrées urbaines, les conditions les plus rigoureuses des Parties 1 et 4 doivent être respectées.
La présente Norme européenne ne s'applique pas :
-   aux exigences relatives à la qualité du travail et aux performances de la machine ;
-   aux exigences spécifiques établies par l'opérateur de la machine en ce qui concerne l'emploi des machines et qui font l'objet de négociations entre le fabricant et le gestionnaire du réseau ferroviaire urbain ;
-   aux modes travail et déplacement lorsque la machine ne circule pas sur les rails.
La présente Norme européenne ne permet pas d'établir les exigences supplémentaires relatives :
-   au travail de la machine dans des conditions soumises à des règles particulières (par exemple, atmosphères potentiellement explosives) ;
-   aux dangers dus à des causes naturelles (tremblement de terre, foudre, inondation, etc.) ;
-   aux méthodes de travail ;
-   au travail de la machine dans des conditions sévères nécessitant des mesures particulières (en tunnels ou en tranchées, par exemple) ou dans des conditions d'environnement extrêmes telles que : températures très froides ou très élevées, environnements corrosifs, tropicaux ou contaminants, forts champs magnétiques ;
-   aux risques dus aux mouvements de charges librement suspendues.
Les autres machines de construction et de maintenance de la voie empruntant également les voies ferrées sont couvertes par d'autres Normes européennes (voir Annexe B).
1.2   Domaine d'application du rail urbain
Les systèmes ferroviaires urbains couvrent les systèmes de transports guidés urbains (TGU) et peuvent inclure d'autres systèmes ferroviaires qui ne relèvent pas du domaine d'application de la Directive 2008/57/CE relative à l'interopérabilité du système ferroviaire, Article 1.3 a) et b).
Les réseaux de transports guidés urbains (TGU) qui couvrent les métros, tramways et systèmes ferroviaires légers, sont définis comme étant des réseaux de transports publics guidés en permanence par au moins un rail, qui sont destinés aux services locaux, urbains et suburbains de transport de voyageurs par des machines automotrices et circulant soit en site partagé ou banalisé avec les voies du réseau routier et les voies piéton, soit en site propre intégral.
Les catégories de systèmes ferroviaires urbains comprennent :
-   (I) les métros : systèmes TGU circulant en site propre et séparés de la circulation routière et piétonne générale. Ces systèmes sont donc destinés à l'emploi en tunnels et viaducs, ou à l'air libre à condition d'incorporer une séparation physique visant à éviter tout accès non autorisé. Les métros sont appelés de différentes manières d'un pays à l'autre, par exemple l'« underground », le « subway » ou le « tube ». Les systèmes ferroviaires présentant des problématiques de construction spécifiques et circulant en site propre (monorails, trains à crémaillère, par exemple) sont également considérés comme des métros sous réserve qu'ils soient conçus dans le cadre du réseau de transport public urbain ;

Ta evropski standard opisuje tehnične zahteve za zmanjšanje posebnih železniških nevarnosti tirne konstrukcije in vzdrževalnih strojev – v nadaljevanju navedeni kot stroji, namenjeni za uporabo v mestnih železnicah. Do teh nevarnosti lahko pride med začetkom delovanja, delovanjem in vzdrževanjem strojev, kadar to poteka v skladu s specifikacijo, ki jo zagotovi proizvajalec ali njegov pooblaščeni predstavnik.
Zahteve v tem standardu spreminjajo zahteve v standardih EN 14033-1 do -3, kjer je to potrebno za uporabo strojev v mestnih železnicah. Če je stroj zasnovan in namenjen za uporabo na glavnih progah in mestnih železnicah, bo zahtevana skladnost z najzahtevnejšimi pogoji standardov EN 14033-1 in EN 14033-4.
Ta evropski standard se ne uporablja za:
– zahteve za kakovost dela ali delovanje stroja;
– posebne zahteve, ki jih je določil upravljavec strojev za uporabo strojev, ki bodo predmet pogajanj med proizvajalcem in upraviteljem mestnih železnic;
– premikanje in delo, ki ne poteka po tirnicah.
Ta evropski standard ne določa dodatnih zahtev za:
– obratovanje, pri katerem veljajo posebna pravila, npr. potencialno eksplozivne atmosfere;
– nevarnosti zaradi naravnih vzrokov, npr. potresov, udarov strel, poplav;
– delovne postopke;
– obratovanje v težkih delovnih pogojih, ki zahtevajo posebne ukrepe, npr. delo v predorih ali usekih, skrajnih okoljskih razmerah, kot so zmrzal, visoke temperature, korozivna okolja, tropska okolja, onesnažujoča okolja in močna magnetna polja;
– nevarnosti, do katerih pride pri ravnanju z visečimi tovori, ki lahko prosto nihajo.
Drugi stroji za izgradnjo in vzdrževanje prog, ki se uporabljajo na železniških progah, so obravnavani v drugih evropskih standardih (glej dodatek B).

This document is the fourth of a series of four parts of the European Standard: Railway applications — Track — Railbound construction and maintenance machines, dealing with railway specific risks of the machines when running, travelling and working on railway infrastructures: — Part 1 covers the essential requirements for the machines in running mode; this is a harmonized standard with the Railway Interoperability Directive 2008/57/EC and its associated Technical Specifications for Interoperability (TSI). — Part 2 covers the technical requirements for the machines in working and travelling modes, and is applicable for all machines. — Part 3 covers the safety requirements for the machines in working and travelling modes; this is a harmonized standard with the European Machinery Directive 2006/42/EC. — Part 4 covers the technical requirements for the machines intended to have working, travelling and/or running mode on urban rail systems. Part 1 defines requirements for running on the European railway network, assessment of conformity is by a notified body as prescribed in the Railway Interoperability Directive. Part 2 defines requirements for approval of the machine for use on the railway, depending on the decision of the Infrastructure Manager or National rules the assessment of conformance could be by the Infrastructure Manager concerned, by a third party assessor or declaration of conformity by the manufacturer. Part 3 defines requirements for the machine to be declared conformant by the manufacturer, except in the case of machines classified under Annex 4 of the Machinery Directive, which require a conformity check in conjunction with a notified body. Part 4 defines requirements for approval of the machine for use on urban rail systems. Depending on the decision of the Urban Rail Manager or National rules the assessment of conformance could be by the Urban Rail Manager concerned, by a third party assessor or declaration of conformity by the manufacturer. Additional requirements or deviations to Parts 1, 2 and 3 for urban rail systems are detailed in Part 4. The risks which exist in all mechanical, electrical, hydraulic, pneumatic and other components of machines which are dealt with in other relevant European Standards are not within the scope of this European Standard. EN 14033-4:2019 (E) 6 1 Scope 1.1 General This document deals with the technical requirements to minimize the specific railway hazards of railbound construction and maintenance machines – henceforward referred to as machines, intended for use on urban rail systems. These hazards can arise during the commissioning, the operation and the maintenance of machines when carried out in accordance with the specification given by the manufacturer or his authorized representative. The requirements in this standard amend those in EN 14033-1 to
« u as required for the use of the machine on urban rail systems. Where a machine is designed and intended for use on mainline and urban rail systems, compliance with the most onerous conditions of EN 14033-1 to
« u and EN 14033-4 will be required. This document does not apply to the following: — requirements for quality of the work or performance of the machine; — machines moving and working whilst not on rails; — specific requirements established by the machine owner and/or operating company for the use of machines, which will be the subject of negotiation between the manufacturer and the Urban Rail Manager. This document does not establish additional requirements for the following: — operation subject to special rules, e.g. potentially explosive atmospheres; — hazards due to natural causes, e.g. earthquake, lightning, flooding; — working methods; — operation in severe working conditions requiring special measures, e.g. in tunnels or cuttings, extreme environmental conditions such as: freezing temperatures, high temperatures, corrosive environments, tropical environments, contaminating environments, strong magnetic fields; — hazards that may occur when a machine is used to handle suspended loads which may swing freely. Other track construction and maintenance machines used on railway tracks are dealt with in other European Standards, see Annex B. 1.2 Scope of urban rail systems Urban rail systems cover Urban Guided Transport systems (UGT) and might include other rail systems excluded from the scope of the Interoperability Directive 2008/57/EC (Article 1.3 (a) and (b))1. Urban Guided Transport systems (UGT), which cover metro, tram and light rail, are defined as public transport systems permanently guided at least by one rail, intended for the operation of local, urban and suburban passenger services with self-propelled vehicles and operated either segregated or not from general road and pedestrian traffic. EN 14033-4:2019 (E) 7 — (I) Metros: UGT systems operated on their own right of way and segregated from general road and pedestrian traffic. They are consequently designed for operations in tunnel, viaducts or on surface level but with physical separation in such a way that inadvertent access is not possible. In different parts of the world, Metro systems are also known as the underground, the subway or the tube. Rail systems with specific construction issues operating on a segregated guideway (e.g. monorail, rack railways) are also treated as Metros as long as they are designated as part of the urban public transport network. — (II) Trams: UGT systems not segregated from general road and pedestrian traffic, which share their right of way with general road and/or pedestrian traffic and are therefore embedded in their relevant national road traffic legislation (highway codes and specific adaptations). — (III) Light Rail: Light Rail is defined as a UGT system operated in parts of the system not segregated from general road and pedestrian traffic, and in parts of the system with segregated right-of-way. The segregation may include some sections of line where inadvertent access is not possible. — (IV) Local rail systems which by national decision complying with Article 1 (3) a) or b) of Directive 2008/57/EC may be excluded from the European Community Rail System. NOTE Such systems connect city centres with their suburban hinterland or regional local centres. Such systems are operated on rights of way which are basically segregated from general road and/or pedestrian traffic and/or which can be declared by law as independent from the public environment even if they are not segregated by location, form of construction or appropriate measures. 3.1 urban rail system Urban Guided Transport system (UGT), which covers metros, trams and light rail and other urban and regional rail systems Note 1 to entry: Regional rail systems include regional light rail systems which are also known as “Tram Train Systems“. 3.2 Urban Rail Manager organization in charge of a specific urban rail system Note 1 to entry: The duties of the Urban Rail Manager may include the roles of the infrastructure manager and railway undertaking as described in the Railway Interoperability Directive 2008/57/EC. 3.3 manufacturer body that designs and constructs the machine Note 1 to entry: This may include organisations that modify existing machines. 4 Machines designed for running on urban rail systems 4.1 Compliance with EN 14033-1:2017 Except as shown in 4.2, machines shall comply with EN 14033-1:2017. 4.2 Exceptions to compliance with EN 14033-1:2017 4.2.1 Rolling stock gauge - General rules, EN 14033-1:2017, 5.1 It is permitted for machines not to comply with gauging requirements of EN 14033-1:2017, 5.1. The gauge of the urban rail system on which the machine is intended to operate shall be in accordance with the requirements of the Urban Rail Manager. The manufacturer shall state in the instruction handbook the urban rail system(s) on which the machine is intended to run. 4.2.2 Frame, EN 14033-1:2017, 6.1 Machines shall comply with EN 14033-1:2017, 6.1 except that the structural category in EN 12663-1 is to be P-III, P-IV or P-V. In addition, the Urban Rail Manager is permitted to specify collision scenarios to be used for cab protection. SIST EN 14033-4:2019



EN 14033-4:2019 (E) 9 4.2.3 Bogie and running gear, general, EN 14033-1:2017, 7.1 The running gear shall be able to negotiate the horizontal and vertical radii as specified by the Urban Rail Manager. 4.2.4 Bogie and running gear, other components, EN 14033-1:2017, 7.2.2 As an alternative to EN 14033-1:2017, 7.2.2, it is permitted for the Urban Rail Manager to specify alternative validation methods for bogie components. 4.2.5 Static axle loads, EN 14033-1:2017, 7.4 It is permitted for machines not to comply with the static axle loads of EN 14033-1:2017, 7.4. The limits for the urban rail system on which the machine is intended to run shall be in accordance with the requirements of the Urban Rail Manager. The machine shall be designed to comply with the limits stated by the Urban Rail Manager. The manufacturer shall state in the instruction handbook the urban rail system(s) on which the machine is intended to run. 4.2.6 Wheel profile, EN 14033-1:2017, 7.5 The wheel profile, with any permitted alternatives, shall be specified by the Urban Rail Manager. 4.2.7 Shape and dimensions of the axles and wheelsets, EN 14033-1:2017, 7.6 It is permitted for machines not to comply with the requirements of EN 14033-1:2017, 7.6. NOTE The design rules for urban wheelsets are being developed by CEN TC256 SC2 WG11 and will be published as future revisions to EN 13261 and EN 13103. The clearance dimensions for wheelsets for the urban rail system on which the machine is intended to run shall be in accordance with the requirements of the Urban Rail Manager. The machine shall be designed to comply with the dimensions stated by the Urban Rail Manager. The manufacturer shall state in the instruction handbook the urban rail system(s) on which the machine is intended to run. 4.2.8 Axle arrangement and axle loads, EN 14033-1:2017, 7.7.1 The longitudinal spacing between the machine wheelsets and minimum axle loads, with any permitted alternatives, shall be specified by the Urban Rail Manager. 4.2.9 Design for longitudinal compressive forces, EN 14033-1:2017, 7.8 The design requirements or validation test for longitudinal compressive forces shall be specified by the Urban Rail Manager. 4.2.10 Lifeguards, EN 14033-1:2017, 7.9 As an alternative to EN 14033-1:2017, 7.9, it is permitted for the Urban Rail Manager to specify alternative requirements for lifeguards. 4.2.11 Running safety, EN 14033-1:2017, Clause 8 As an alternative to EN 14033-1:2017, Clause 8, it is permitted for the Urban Rail Manager to specify alternative validation methods for determining running safety. EN 14033-4:2019 (E) 10 4.2.12 Brakes, EN 14033-1:2017, Clause 9 As an alternative to EN 14033-1:2017, Clause 9, it is permitted for the Urban Rail Manager to specify more onerous requirements.
The braking requirements for the urban rail systems on which the machine is intended to run shall be in accordance with the requirements of the Urban Rail Manager. The manufacturer shall state in the instruction handbook the urban rail system(s) on which the machine is intended to run. Table 1 sets out maximum stopping distances for use on urban rail systems. Table 1 — Maximum stopping distance values Speed (km/h) Brake distance (m) Average Deceleration (m/s2) (information only) 20 20 0,77 30 40 0,87 40 65 0,95 4.2.13 Buffing and draw gear, EN 14033-1:2017, Clause 10 As an alternative to EN 14033-1:2017, Clause 10, it is permitted for the Urban Rail Manager to specify alternative requirements for buffing and draw gear. 4.2.14 Operation of track circuits, axle counters, treadles for level crossings, hot box detectors and unreleased brake detectors, EN 14033-1:2017, Clause 11 In place of the requirements set out in EN 14033-1:2017, Clause 11 the signalling and train control requirements shall be in accordance with the requirements of the Urban Rail Manager.
The manufacturer shall demonstrate compatibility with the intended system. The manufacturer shall state in the instruction handbook the urban rail system(s) on which the machine is intended to run. Certain Urban Rail Managers permit the use of machines not equipped with existing train control systems. Where this is the case other measures like operational rules shall ensure at least a similar safety level.
The manufacturer shall state the operating restrictions required for the urban rail system in the instruction handbook. 4.2.15 Warning horns, EN 14033-1:2017, 13.1 As an alternative to EN 14033-1:2017, 13.1, it is permitted for the Urban Rail Manager to specify warning requirements for the urban rail systems on which the machine is intended to run.
